3 A Bill to Rebuild the Gaza Strip In Order to Restore Damaged Infrastructure 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION.. billion dollars will be allocated to repair the demolished and destroyed infrastructure caused by the recent conflict in the Gaza Strip. SECTION. Demolished and destroyed shall be defined as ruined to an extent where function is impaired. Infrastructure will include but will not be limited to roads, homes, schools, and hospitals. SECTION. USAID will be in charge of the implementation of this legislation. A. USAID will contract US-based construction agencies to repair the damages. SECTION. Aid shall only be provided once: A. There has been eight months of no violence initiated by the Hamas government. B. All rockets have been forfeited by the Hamas government. C. All tunnels have been closed in Gaza. SECTION. States against cyber attacks by foreign entities, as well as for the hiring of more. cyber security specialists to bolster our defense system.. USCYBERCOM-specific audits every three years to determine whether the funds. are sufficient and being spent properly, to ensure that our cyberspace is. adequately defended, and to determine whether or not the program shall be. extended beyond the initial years.. 6 A RESOLUTION TO END THE ELECTORAL COLLEGE 0 WHEREAS, the Electoral College prevents a direct election of the president; and WHEREAS, smaller states are underrepresented within the Electoral College; and WHEREAS, a popular vote better represents the general electorate, RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE XXVIII SECTION : Each individual county must conduct every presidential election upon passage of this amendment through the use of popular vote. Whereas, these prisons do not have the goal of rehabilitation at their core, as. they are large corporations driven by profit.. Whereas, For-profit prisons have had innumerable human rights abuses.. 8 The Immigration Modernization Act of BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. Within months of the bill s passage date, regardless of the date specified in Section, the secretary of the U.S. Department of Homeland Security will be required to craft a strategy to increase surveillance at all southern border sectors and to extend the existing barriers along the U.S.-Mexico border so that they total 00 miles of barriers/fencing. The goal of the strategy would be to have at least a 0 percent effectiveness rate. SECTION. $. billion will be allocated for border enforcement. SECTION. In order to be eligible for RPI status, a person must have been physically present in the U.S. on or before Dec., 0, have maintained continuous presence up until the date of application, have settled any assessed federal tax liability (including the payment of back taxes), and not have been convicted of any felonies. A. There will be a $000 fee for an RPI application SECTION. Employers with more than,000 employees must begin using the EEVS, for newly hired employees and employees with expiring workauthorization documents, within years after the regulations are published. SECTION. Before registered provisional immigrant (RPI) status is granted to unauthorized immigrants, the DHS secretary must certify that implementation of the U.S.-Mexico border strategy has begun. 9 A RESOLUTION TO CEASE PRODUCTION OF THE U.S. PENNY AND NICKEL 0 WHEREAS, The penny and nickel have become unnecessarily and prohibitively expensive to maintain as United States currency; and WHEREAS, Both units of currency cost substantially more to produce and distribute than are worth in their regulated value; and WHEREAS, The continuation of the penny and nickel has resulted in wasteful spending that can be halted by their respective discontinuation; and WHEREAS, Forms of electronic payments are increasingly replacing physical currency; now, therefore, be it RESOLVED, That the Student Congress here assembled work towards ceasing the production and usage of said units of currency. 10 A Bill to Require Professional Jurors in Federal and State Courts 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. All jurors in state or federal courts will be professionally hired in order to regulate the intellectual and critical thinking level required to determine the outcome of a trial. SECTION. Jurors will only be required in cases that already require them, and they will have to pass certain tests and attend a school devoted to training professional jurors. Schooling for a juror will take a minimum of years, and will require a federally given exam that determines if they are qualified for federal courts and state courts. A juror will be paid depending on the gravity of each trail, in addition to a starting salary of 0,000 United States Dollars. SECTION. Administrative Office of the United States Courts A. Will be in charge of hiring jurors on cases. The Department of Education A. Will be in charge of creating a curriculum for juror schools and creating a standardized test. SECTION. 11 A Bill to End the U.S. - R.O.K. Alliance BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The R.O.K. alliance is hereby terminated. SECTION. The R.O.K. Alliance shall be defined as the U.S. and South Korean alliance established in the U.S. R.O.K. Mutual Defense Treaty. SECTION. This action shall be overseen by the Department of Defense. The Department of Defense will be responsible for the removal of all U.S. military troops by January st, 0. SECTION. This law will take effect immediately upon passage. SECTION. 12 A BILL TO SANCTION ETHIOPIA TO ENSURE FAIR LAND AND WATER DISTRIBUTION 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States shall cease sending all economic aid to Ethiopia. SECTION. Economic aid shall be defined as any monetary assistance for the purpose of national development, social welfare, and/or governmental support. SECTION. The United States Agency for International Development shall oversee the implementation of this legislation. Ethiopia shall continue to receive economic aid on the following conditions: A. In any given year Ethiopia shall sell no more than % of available land to foreign investors. B. The amount of fresh water diverted from any water source by the Ethiopian government or by foreign investors shall be small enough to allow for the long-term sustainability of the water source. Aid shall be defined as money given to the Ukraine from the United States for the purpose of the Ukrainian people protecting themselves against Russian and separatist militant forces and for humanitarian efforts SECTION. The United States shall formally make known their wishes of the induction of the state of Ukraine into The North Atlantic Treaty Organization (otherwise known as NATO) SECTION. The Department of State in conjunction with the Department of Treasury shall be in charge of overseeing the implementation of this legislation SECTION. 17 A BILL TO CREATE A CAFFEINE TAX 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. A caffeine tax shall be implemented A. Products with 00 milligrams or more of caffeine receive a 0 percent tax increase B. Products with 00 milligrams or more of caffeine receive a 0 percent tax increase SECTION. Caffeine shall be defined as the naturally occurring chemical stimulant known as trimethylxanthine SECTION. The Department of Treasury in conjunction with the Department of Health and Human Services shall be in charge of implementing this legislation SECTION. Whereas: The government of North Korea may have orchestrated the recent cyber attack. on Sony Pictures. Whereas: North Korea has threatened the United States if the US attempts an investigation. without North Korea s involvement. Be it resolved: The United States will seek to carry out investigations into the Sony. Pictures Entertainment hacking along with other nations but without North Korean. participation

19 A BILL TO CREATE A NO-ESPIONAGE PACT WITH THE FEDERAL REPUBLIC OF GERMANY 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States shall establish a No-Espionage Treaty with the Federal Republic of Germany. SECTION. A No-Espionage Treaty shall be defined as acquiring classified information without prior consent from the highest intelligence officer within the co-signing nations. SECTION. The Congress delegates the responsibility to maintain positive American influence within European nations to the President of the United States. SECTION. The United States Department of State shall be responsible for overlooking this legislation. SECTION. This legislation will take effect upon passage of this legislation. SECTION. 22 A BILL TO END US AID TO INDIA 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States will discontinue all aid given annually to the government of India. SECTION. Aid shall be defined as the transfer of capital, goods, or services from the United States through USAID SECTION. The US State Department in conjunction with the US Agency for International Development (USAID) shall oversee the execution of this bill. SECTION. 23 A BILL TO SUPPORT THE PROLIFERATION SECURITY INITIATIVE 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. $ million are hereby allocated towards the implementation and continuation of the Critical Capabilities and Practices framework under the Proliferation Security Initiative. 24 A BILL TO INCREASE FUNDING TO NASA 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States shall increase its funding to the National Aeronautics and Space Administration by five billion dollars. A. A board shall be established between NASA and Congress in order to communicate the needs and concerns of NASA in relation to funding. B. Should the amount of funding need to be changed, the board referenced in Section (A) shall propose a change to the senate where it shall be agreed upon based on proper legislative majority. C. Additional funding created strictly in relation to this Bill shall not exceed ten billion dollars. SECTION. NASA shall be in charge of spending and allotting the new funding. SECTION. All private contractors that NASA employs shall report to standard NASA protocol. SECTION. This legislation shall be enacted within two fiscal years. SECTION.
