2 A Bill to Re-Educate Workers Who Have Lost Their Jobs To Changing Technology SECTION. SECTION. SECTION. This policy provides training to workers who have been let go due to changing technology, helping Americans re-enter the workforce. This bill affects workers, specifically meaning Americans, who have lost their jobs in manual labor, including miners and factory workers. This policy will be overseen by the Department of Labor and will be enforced by having corporations provide an optional retraining course for all employees that have been let go due to changing technology. SECTION. This legislation will be enacted on January st, of SECTION. All laws in conflict with this legislation are hereby declared null and void. 3 A Resolution to Reassert Congressional Authority Over Tariffs 0 WHEREAS, Congress has given up its constitutional right to impose tariffs; and WHEREAS, This current administration has abused this power and hurt relations with key U.S. allies in the process; and WHEREAS, The U.S. people have a right for their representatives in Congress to impose these tariffs as they are the representatives of the people; and WHEREAS, Congress has the constitutional right to be the only body that imposes tariffs; now, therefore, be it RESOLVED, That the UIL Congress here assembled recommend that Congress reassert that it is to be the only entity that may impose tariffs; and, be it FURTHER RESOLVED, That Section of the Trade Expansion Act be immediately repealed. 4 A Resolution to Ban the Production of Polystyrene for the Purpose of Food Services 0 WHEREAS, Polystyrene contains the chemical styrene, and when exposed to the human body, it is linked to cancer, vision and hearing loss, and nervous systems impairment; and WHEREAS, When heated, the chemical is leaked through the Styrofoam, contaminates the provisions, and thus enters the body, and WHEREAS, Polystyrene is damaging to the environment and accounts for 0% of our landfills, and WHEREAS, If not banned can be detrimental for the human and environmental populations; now, therefore, be it RESOLVED, That the UIL Congress here assembled should make the following recommendation to ban the production of polystyrene for the purpose of food services for health and environmental reasons. 5 A Resolution to Subsidize Research on Renewable Energy to Incentivize a Sustainable & Independent Future 0 0 WHEREAS, The world is continuing to run on fossil fuel reserves that will soon be depleted in coming decades; and WHEREAS, Fossil fuel energies continue to pollute and harm the environment as a whole; and WHEREAS, Non-renewable sources of energy continue to be a major contributor of climate change; and WHEREAS, The current renewable energy sector lacks necessary funds for development to become fully efficient and self-reliant; and WHEREAS, Renewable energy would allow the United States to become independent on energy production; and WHEREAS, A renewable energy market would heavily bolster sectors of the economy; and WHEREAS, Fossil fuels continue to motivate unjust and morally inadequate foreign policy-based acts; and WHEREAS, Renewable energy is the only hope for a sustainable future for the United States; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to fund and subsidize all research and development on renewable energy; and, be it FURTHER RESOLVED, That the United States attempt to phase out the usage and purchase of both foreign and domestic fossil fuels within coming decades Introduced for UIL Congressional Debate by Jack C. 6 A Resolution to Encourage States to Legalize the use of Recreational Marijuana WHEREAS, The recreational use of marijuana is not legal in the United States; and WHEREAS, A large portion of the United States population is more in favor of legalizing the use of recreational marijuana; and WHEREAS, People are being incarcerated for the use of a recreational drug which is wasting taxpayer dollars and causing the state government not to benefit from the supplemental tax on recreational marijuana; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for the legalization of the recreational use of marijuana. 7 A Bill to End Mandatory Minimums for Non-Violent Offenders SECTION. SECTION. SECTION. The United States will end the use of mandatory minimum sentences for non-violent drug offences and let current incarcerated persons have access to a parole hearing and/or a reduced sentencing appeal. A non-violent drug offense is a drug offence not committed with harm to others or the threat of harm to other persons. A mandatory minimum sentence means a person must be imprisoned for a minimum term. This bill will be enforced by the United States Department of Justice. SECTION. To be implemented August 0th, 0. 0 SECTION. All laws in conflict with this legislation are hereby declared null and void. 8 A Bill to Ban the Production of D Printed Firearms SECTION. SECTION. SECTION. SECTION. SECTION. The ability for public and private entities to create firearms using D printing technology will be outlawed. D printed firearms are defined as any rifle, pistol, or portable gun created using a computer-aided design model. The Bureau of Alcohol, Tobacco, and Firearms will oversee this termination of arms production. This legislation will go into effect immediately upon passage. 9 A Resolution to Re-Establish the Joint Comprehensive Plan of Action (JCPOA) with Iran to Curb Iranian Aggression 0 WHEREAS, Iran s nuclear sector has complete free reign to develop nuclear arsenals and weapons; and WHEREAS, The previous Joint Comprehensive Plan of Action with Iran allowed for the United States to have some control over Iran s nuclear sector; and WHEREAS, Pulling out of the original JCPOA heavily hurt relations with Iran as a whole; and WHEREAS, The previous JCPOA had loopholes for Iran to abuse and continue to wrongfully develop their nuclear sector; and WHEREAS, Establishing a new JCPOA to both repair relations with Iran and mitigate the usage of loopholes to develop their nuclear sector would heavily improve the well-being of the United States and rest of the world as a whole; and WHEREAS, The catastrophe of a nuclear arms race and development of nuclear weapons poses a huge threat to the United States; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to re-establish a new Joint Comprehensive Plan of Action with Iran to curb possible nuclear tensions in the coming future. 10 A Bill to Transform Puerto Rico into a Fully Autonomous Region to Reduce Federal Spending 0 SECTION. SECTION. SECTION. SECTION. Puerto Rico will be defined as an autonomous territory while also being considered a part of the United States. A. Puerto Rico residents are to be tax exempt from all federal taxes. B. The government of Puerto Rico has the ability to enact their own taxes. Autonomous region shall be defined as an area of a nation that has a certain degree of autonomy, or freedom from an external authority. The Department of Interior will be responsible for the enforcement of this bill. A committee inside the Department of Interior shall be formed to manage Puerto Rican interests inside the United States and in Puerto Rico. 11 A Bill to Mandate the Recording of Police Interrogations 0 SECTION. SECTION. SECTION. SECTION. SECTION. All police interrogations shall be recorded. The recording shall begin no later than the reading of the Miranda rights to the suspect and end no earlier than the formal conclusion of the interrogation. Recordings shall not be edited or manipulated as to change the perceived sequence of events. Recording shall be defined as complementary audio and visual files. The Department of Justice will be tasked with the implementation and oversight of this bill. Noncompliant police departments shall be subject to the withholding of federal funds. This legislation will go into effect months after its passage. All laws in conflict with this legislation are hereby declared null and void. 12 A Bill to Secure Elections in Order to Strengthen American Democracy 0 SECTION. SECTION. SECTION. This bill gives the Department of Homeland Security (DHS) primary responsibility within the federal government for sharing information about election cybersecurity incidents, threats and vulnerabilities with federal entities and election agencies. Cybersecurity is defined as taking action against any technological threat imposed against the state. The DHS shall oversee the implementation of this bill. A. DHS shall award election system cybersecurity and modernization grants to states to implement the advisory panel s guidelines. Grants shall be awarded to remediate vulnerabilities identified by a cybersecurity evaluation, replace electronic voting systems that are not optical scanners that read paper ballots, and reimburse states for the inspection of marked paper ballots. B. DHS shall establish a Hack the Election program, including a recurring competition, to facilitate and encourage the identification and reporting of election cybersecurity vulnerabilities by independent technical experts. SECTION. The implementation of this bill will take effect on January, 0. 0 SECTION. All laws in conflict with this legislation are hereby declared null and void. 13 A Bill to Bring Back the Gold Standard 0 SECTION. SECTION. SECTION. The value of the dollar will be set by whatever the price of gold is when the markets are closed. The Federal Reserve Banks shall make Federal Reserve notes exchangeable with gold at market value. Markets will be defined as the foreign exchange markets. Federal Reserve notes will be defined as any United States currency. The Department of the Treasury will be in charge of implementing and enforcing this bill. A. The Treasury will disclose all its holding of gold in a timely and orderly manner. SECTION. This bill shall go into effect at the start of 0. SECTION. 14 A Resolution to Fight Human Trafficking to Protect Vulnerable Populations 0 WHEREAS, Students and children with family issues are being targeted by human traffickers; and WHEREAS,. million children are victims of trafficking each year; and WHEREAS, Human trafficking leaves victims psychologically damaged and unable to effectively return to society; and WHEREAS, Current vulnerable children aren t receiving enough protection and care; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for increased protection for vulnerable youth and increased education regarding trafficking among adults. 15 A Bill to Raise the Minimum Wage to $.00 and Adjust for Inflation SECTION. The federal minimum wage be raised over a set period of time to $.00, then adjusted accordingly for inflation, always remaining above the federal amount of $.00/hour. 0 SECTION. SECTION. SECTION. SECTION. The federal minimum wage be raised to $.00 an hour for all workers, regardless of ability. The minimum wage for tipped workers shall be $0.00 an hour and total to $.00 an hour when compensated by the employer. The U.S. Department of Labor is responsible for enforcement of the minimum wage requirements. Starting January, 0, the minimum wage shall be raised to $./hour. Further increases shall be incrementally implemented over a -year period, capping at $.00 an hour adjusted for inflation. All laws in conflict with this legislation are hereby declared null and void. 16 A Bill to Sell Assets in the Al Udeid Air Base to Better Gulf Cooperation Council Standing 0 0 SECTION. The U.S. will sell all assets in the Al Udeid air base in Qatar to the national military forces that participate in any Qatar Air Force operations (Qatar included). Stipulations include: A. The potential buyer must be a partner in good standing to the United States in counterterrorism. B. The assets will be sold individually based on their function not in bulk in order to prevent abuses of power or threat by the buyers. SECTION. Assets are defined as any non-human resources that were developed in, or for the disposal of the air base. A. This definition extends to weapons of war. B. This definition extends to military intelligence. SECTION. The Department of State will be responsible for enforcing this legislation as follows: A. The Department of Defense and United States Air Force will be responsible for selling all assets as well as coordinating the transportation and removal of assets form Qatar. B. The Department of Homeland Security will be responsible for allocating all proceeds. C. The Department of State will be responsible for evaluating potential buyers. SECTION. The Bill will go into effect in 0. The United States federal government has until 0 to dispose of unwanted/excess assets located with the Al Udeid Air base through commerce. A. Any assets unsold by the deadline will be granted to the Qatar Air Force unless deemed necessary to be returned to the U.S. by United States Central Command Air Forces (USCENTAF). B. USCENTAF can make exceptions to what is to be sold. SECTION. All laws in conflict with this legislation are hereby declared null and void. 17 A Bill to Compensate Inmates Fairly for their Labor 0 SECTION. SECTION. SECTION. Public and private prisons and prison contractors in the United States will be required to pay inmates for labor in accordance with federal minimum wage standards. Public prisons are owned by the United States federal government. Private prisons are owned and operated by contractors under the supervision of the Bureau of Prisons. The federal minimum wage is $. per hour. A. The U.S. Department of Justice, the Department of Labor, and the Bureau of Prisons will oversee the implementation of this bill. B. Any public facility that refuses to comply will lose federal funding. Any private facility that refuses to comply will be considered to be breaching contract and have their status revoked. SECTION. 18 A Bill to Implement Naloxone Distribution Programs in All Major U.S. Cities 0 SECTION. SECTION. SECTION. SECTION. SECTION. All major U.S. cities will implement a Naloxone distribution program in order to curtail opiate-based deaths. Naloxone is a prescription drug that acts as an antidote to opiate overdose by bonding to the nerve receptors that would have received the opiate. It has no effect on those without opiates in their system. Major cities are any cities with a population over million. The U.S. Department of Health and Human Services will oversee the implementation of this bill. Any city that refuses to comply will receive a % budget cut to first responders for each quarter it refuses to implement such programs. Naloxone will become over the counter immediately following the passage of this bill. Programs must be implemented no later than January, 00. 19 A Resolution to Cut All Federal Funding from Abortion Clinics 0 WHEREAS, Abortion clinics are being unnecessarily funded without the consent or approval of the taxpayer; and WHEREAS, Citizens who naturally oppose abortion, or do so because of their religion (such as Catholic Christians) are being forced to pay for organizations that are fully capable of supporting themselves and directly oppose their belief; and WHEREAS, Citizens are not given a chance to consent as to where their money goes (such as schools and other government organizations that need more help, which they are not currently receiving); and WHEREAS, Citizens tax dollars pay an estimated % in abortion costs, better healthcare could be made more affordable, and preventative measures taken; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution to expand the Hyde Amendment to eliminate funding for all abortions. 20 A Bill to Ban Nuclear Waste Deals with Native Peoples 0 0 SECTION. The federal government will discontinue the practice of storing nuclear waste on tribal land in exchange for various incentives, and relocate any waste currently located on tribal lands. SECTION. Tribal land shall be defined as land belonging to any federally recognized indigenous tribe within the United States. Incentives shall be defined as any grants or payments given to native tribes for purpose of compensation for storing waste. SECTION. The Department of Energy, Bureau of Indian Affairs, and the Environmental Protection Agency will oversee the implementation of this piece of legislation. A. The Department of Energy shall re-establish the Office of the Nuclear Waste Negotiator as a subordinate office in order to negotiate compensation for Native people and to find a new location for optimal waste storage. B. The Bureau of Indian Affairs shall hold public hearings to determine the damages of nuclear storage on Native land. These findings shall be reported to the DOE. C. The Environmental Protection agency shall create an independent report of the environmental damages to Native land, implement a plan to address them accordingly, and perform an environmental review of the new location designated by the DOE. SECTION. The DOE shall have selected and purchased new land by January, 00, with the rest of the implementation following the completion of this action. SECTION.
