3 Docket A: International Bill 2002 A BILL TO EXIT THE IRAN NUCLEAR DEAL ARTICLE I: The United will hereby exit the Nuclear Deal with Iran. ARTICLE II: The Nuclear Deal is an agreement between Iran and six other countries in the world to cease usage and development of nuclear weapons. ARTICLE III: The Department of State will oversee the implementation of this legislation. ARTICLE IV: This bill will be enacted as soon as possible. ARTICLE V: All laws in conflict with this legislation are hereby declared null and void. 4 Docket A: Domestic Bill 419 A Bill to Protect a Patient's Right to Life. Section 1. The US Hospital system will always prioritize the patient s life above all other factors. All do not resuscitate orders will no longer be honored, and will be immediately useless. All people in a coma will be held in coma until death or when they wake up from the coma. However, this law does not apply to brain dead people or those clinically dead. Section 2. Do not resuscitate orders are defined as all forms allowing someone to die finally without any resuscitation by the authorities. A coma is defined as an extended state of unconsciousness beyond 3 days. Brain dead people are defined as those who cannot survive without external machine support excluding premature babies. Clinically dead people are defined as people who have been declared dead by a medical professional. Section 3. This bill will be implemented by the Department of Health and Human Services. Section 4. This legislation will be effective by the start of Section 5. All laws in conflict with this legislation are hereby declared null and void. 5 Docket A: Domestic Bill 1604 A BILL TO PROTECT THE PUBLIC ARTICLE I: Released felons will be further restricted after they have been integrated into society. ARTICLE II: Felons being any person who has been convicted of a felony under a court of law. ARTICLE III: The Department of Justice will oversee this bill. ARTICLE IV: This bill will be implemented within 6 months of passage. ARTICLE V: All laws in conflict with this legislation are hereby declared null and void. 6 Docket A: Domestic Bill 1902 A Bill to restore rights to convicted felons Line 01: by this Student Congress here assembled that Line 02: convicted felons will be restored the right to vote and access to federal programs Line 03: such as federal public housing and student loans upon their release Line 04:And furthermore prisons will provide access to rehabilitation programs Line 05: that assist with the transition back into society Line 06: Whereas most convicted felons only receive sentences of less than 10 years and Line 07: Whereas prison overpopulation contributes to a lack of funding for prisoner rehabilitation programs and Line 08: Whereas being denied certain rights upon release increases the probability of being re-arrested and Line 09: Whereas it is unethical to deny anyone their rights guaranteed under the Constitution when they pose no threat to others Line 10: This plan will be implemented and paid for by the Department of Justice Line 11: and will go into effect June 30, 2018 Line 12: All laws in conflict with this bill are hereby declared null and void. 7 Docket A: International Resolution 3141 A RESOLUTION TO CALL FOR A TWO-STATE SOLUTION Be it resolved, Whereas, Israel s subjugation of the Palestinian people poses a threat to its identity as a democratic state; and Whereas, the lack of unity and support for Palestinian Authority threatens the increased power of the terrorist organization Hamas; and Whereas, Palestine being granted statehood is in Israel s best interest; THEREFORE, BE IT RESOLVED by this congress here assembled that we propose to Israel and Palestine a two-state solution. 8 Docket A: Economic Bill 909 A Bill to Regulate Pet Rescue Foundations Article 1: Government regulations applying to pet rescue foundations should be strengthened so that they are equal in force to the requirements for foster parents. Article 2: To foster a child, a person must meet requirements of age, living space, income, etc.-- requirements which this bill will apply to those who foster or rescue animals. Article 3: The Virginia Department of Agriculture and Services will oversee this bill, as they are responsible for the Commonwealth s animal control regulations. 9 Docket A: Virginia Bill 3233 A Bill to Regulate Tobacco in the Commonwealth of Virginia Section 1: This bill will hereby lower the amount of nicotine in all tobacco products sold in the Commonwealth of Virginia. Section 2: Nicotine is a harmful substance that is contained in most tobacco products. Section 3: The Food and Drug Administration will oversee the implementation of this bill. Section 4: This bill will go into effect immediately upon passage. Section 5: All laws in conflict with this legislation are hereby declared null and void. 10 Docket A: Domestic Bill 1023 A Bill to Prevent the Restoration of Full Civil Rights to Felons SECTION I: The United States Federal Government will not permit state and local entities to restore full civil rights to citizens who have been convicted of Class 1 or Class 2 felonies. SECTION II: A felony, the most serious type of crime, is defined as any crime for which the maximum sentence is more than one year in prison. (a) Class 1 felonies--examples of which are premeditated murder and kidnapping--are punishable by death or life imprisonment. (b) Class 2 felonies--examples of which are manslaughter and arson-- are punishable by twenty years to life in prison and a fine. SECTION III: The United States Department of Justice will oversee the implementation of this bill. SECTION IV: This bill will go into effect immediately after its passage. SECTION V: All laws in conflict with this bill are hereby declared null and void. 11 Docket A: International Resolution 2100 A resolution to support the decision of the State of Israel regarding the Two-State solution Whereas, the State of Israel exists to be a haven for Jews across the world; and Whereas, the State of Israel has been invaded multiple times by multiple Muslim countries desiring Israel s utter destruction; and Whereas, Palestinian militants do not wish to co-exist alongside with Israel; and Whereas, Palestinian militants have launched missiles indiscriminately across the border into Israel; and Whereas, Palestinians and Israelis have far more rights in the State of Israel than in places such as the Gaza strip, which are under the governing of the Palestinian National Authority; now, therefore be it resolved that the Congress of the United States of America will support the State of Israel s decision regarding the two-state solution. 13 Docket A: Economic Resolution 8675 A Resolution to ensure animals safety by increasing regulations and supervision of pet shelters to protect the pets. Be it resolved, WHEREAS, Some pets have been mistreated in pet shelters. 14 Docket A: Domestic Resolution 2018 A Resolution to Reform Be it resolved, 01 That whereas our penal system is broken and recidivism is a problem 02 and; WHERAS, we must reform felonies before we consider restoring their 05 rights and; WHERAS, the option of restoring rights should be a state issue, THEREFORE BE IT RESOLVED by this student congress that we will focus on prison reform and leave restoration of rights to the state. 15 Docket A: Virginia Resolution 1234 limiting regulations Be it resolved, A resolution to limit regulations on tobacco and nicotine products and focus on general information instead Whereas it is not our place to tell people what they can and cannot to and with their bodies and; Whereas as long as all parties involved are aware of the health concerns related to tobacco there is no moral issue and; Whereas if there is truly a large market of people who want healthier tobacco and nicotine based products, then the market will supply them without us needing to impose regulations and; Therefore be it resolved in this student congress here assembled that, we will not impose any further regulations on nicotine and tobacco in favor of a more robust information platform that accurately portrays the health risks involved with the substance. 19 Docket B: International Bill 2101 A Bill to levy sanctions against Iran for the use of force on peaceful protestors Section 1: Oil sanctions shall be reinstated against the Iranian regime for the use of force against peaceful protesters in December of 2017, and January of Section 2: Sanctions shall include a total oil embargo against Islamic State of Iran. Section 3: Sanctions should exist to dissuade the Iranian regime from further human rights abuses such as those that occurred in January of Section 4: Let it be known by the nations across the world that the United States of America is appalled by laws enforced by the Iranian regime regarding protests such as the death penalty for waging war against god (protesting the government). 22 Super Session: Virginia Bill 8276 A Bill to Restrict Morning Sports Practices Line 01: Article 1: Whereas having a school sports practice in an early time Line 02: slot makes an extremely difficult turn around for students who Line 03: have to be at school directly after practice. Ex: Hanover Virginia Line 04: morning slots of 6:30-8:00 with school starting at 8:30. Line 05: Line 06: Article 2: Whereas Hygiene is very important for personal and Line 07: exterior health and there isn't enough time for all individuals on Line 08: certain teams to shower before the school day begins. Line 09: Line 10: Article 3: Therefore all counties in the State of Virginia must Line 11: either ban early morning practices altogether or allow at least an Line 12: hour and fifteen minutes between the end of practice and the Line 13: start of school.
