The District Agenda is comprised of five different sections: The meeting will begin promptly at 3:30 p.m. with the first section which is called Audience Comments. The Audience Comment portion of the agenda is where individuals may comment on matters that concern the District. Each individual is limited to three (3) minutes for such comment. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. IF THE COMMENT CONCERNS A MAINTENANCE RELATED ITEM, THE ITEM WILL NEED TO BE ADDRESSED BY THE DISTRICT MANAGER OUTSIDE THE CONTEXT OF THIS MEETING. The second section is called the Business Administration section and contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The third section is called Business Items. The business items section contains items for approval by the District Board of Supervisors that may require discussion, motion and votes on an item-by-item basis. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. During the Public Hearing portion of the agenda item, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors discussion, motion and vote. Agendas can be reviewed by contacting the Manager s office at (813) at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting. The fourth section is called Staff Reports. This section allows the District Manager, Engineer, and Attorney to update the Board of Supervisors on any pending issues that are being researched for Board action. The final section is called Audience Comments and Supervisor Requests. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet residential needs. Public workshops sessions may be advertised and held in an effort to provide informational services. These sessions allow staff or consultants to discuss a policy or business matter in a more informal manner and allow for lengthy presentations prior to scheduling the item for approval. Typically no motions or votes are made during these sessions. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this meeting is asked to advise the District Office at (813) , at least 48 hours before the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service at 711, who can aid you in contacting the District Office. Any person who decides to appeal any decision made by the Board with respect to any matter considered at the meeting is advised that this same person will need a record of the proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is to be based.

6 Waters Edge CDD 10/16/2017 A3, A1 Site looks good Site A1(top and bottom right) looks good, Torpedograss within the littoral shelf is well maintained. Both sites A1 and site A3 (above) were treated on 10/11/17 to target minor Torpedograss, Alligatorweed, Primrose Willow, Pennywort. Results may be expected within 7-10 days of initial treatment application. A2 Site looks good The open water of site #2 looks great! Minor Torpedograss and Pennywort growth along the southern shoreline was targeted during the 10/11/17 routine maintenance visit. Results may be expected within 7-10 days following the initial treatment application.

7 Waters Edge CDD 10/16/2017 TH1, TH3 Normal growth observed Sites TH1 (above) and TH3 (top and bottom right) were treated during the routine maintenance visit on 10/11/17 for minor filamentous algae and shoreline grasses. Fragrant Water Lilies within site TH3 look great and are well maintained. TH2 Site looks good Site TH2 looks great! No issues were observed during today's on site inspection.

8 Waters Edge CDD 10/16/2017 D2, C1 Minor Planktonic algae observed within the south west cove of site D2(above) will be targeted during upcoming routine maintenance visits. Minor filamentous algae within site C1 (top and bottom right) was treated during the 10/11/17 visit. F1 Normal growth observed Site looks good Site F1 looks fantastic! Spatterdock pods within the pond are well maintained. Recently planted Pickerelweed was observed to be in excellent health.

9 Waters Edge CDD 10/16/2017 D1 Site D1 looks great! Shoreline grasses, brush and filamentous algae were targeted during the 10/11/17 maintenance visit. Grasses along the perimeter of the littoral shelf are well maintained. G1 Site looks good Minor filamentous algae, Torpedograss, Alligatorweed, Pennywort, and Primrose Willow along the perimeter of site G1 received treatment on 10/11/17. Results may be expected within days for algae and within 7-10 days for grasses and brush.

10 Waters Edge CDD 10/16/2017 E3A, E1A Site looks good Sites E3A (above) and E1A (top and bottom right) were treated on 10/11/17 targeting shoreline grasses. Site E1A also received treatments for moderate Slender Spikerush within the littoral shelf, results may be expected within days of Overall, the waterways within the Waters Edge CDD community are looking great. The open water of all waterways was observed to be clear of algal activity. Beneficial aquatic vegetation throughout the community such as Pickerelweed, Fragrant Water Lilies, and Duck Potato were well maintained and in excellent health. All but one site observed during today's on-site inspection were treated during a routine maintenance visit on 10/11/17 targeting shoreline grasses, submersed vegetation, and/or filamentous algae. Sites A3, A2, TH1, D1, G1, E1A, and E3A which were targeted for invasive grasses and brush such as Torpedograss, Pennywort, Primrose Willow, and Alligatorweed may expect results within 7-10 days following initial treatment application. Sites A3, TH1, C1, D1, E1A were treated for filamentous algae and can expect results within days of initial treatment. Sites D2 and E1A were also targeted for Slender Spikerush growth, results may be expected within days following treatment application. - Continue to promote beneficial vegetation throughout all waterways. - Treat and maintain shoreline grasses within site F1. - Monitor and maintain Slender Spikerush growth within sites TH3, E1A and G1. 14 Summary & Waters Edge General Updates, Recent & Upcoming Maintenance Events Start planning process for three year phase of plant improvement on Moon Lake Rd. Continue to work on insect issues in ornamental grasses of community. Schedule installation of plant beds on Belle Haven. The following are action items for Westcoast to complete. Please refer to the item # in your response listing action already taken or anticipated time of completion. Red text indicates deficient from previous report. Bold Red text indicates deficient for more than a month. Green text indicates a proposal has been requested. Blue indicates irrigation. 1. Prune Jasmine Minima along sidewalk on north side of the clubhouse. 2. Prune Live Oak at the playground at the clubhouse. 3. Treat active fire ant mounts in the community. 4. Weed plant bed on the north side of the pool at the clubhouse. 5. Continue to remove and replace dead and declining Azaleas at the clubhouse entrance. 6. Weed tree beds in the common area on Creedmoor across from the Moon Lake ramp. 7. Weed plant bed in sitting area inside the sidewalk in the common area near the newly planted Maple trees. 8. Fertilize and replace dead and declining annuals in the Slidell entrance. 9. Large Grand Oak at the Slidell entrance due for removal the first week of October. 10. Remove dead and declining shrubs along the Moon Lake Rd frontage. 11. Remove hanging leaves from Pindo Palm on the Moon Lake Rd frontage. 12. Remove declining Juniper under the Fakahatchee Grass in the Moon Lake Rd frontage. 13. Remove vine growth from wall on the Moon 2

I received a couple of s about hurricane clean up. 6/22/2017 Ms. Gaydos was to provide a map and layout of well pumps and ownership The map was provided - District counsel is reviewing for an opinion 5/15/2017 The board would like to have some of the excessive water lillies removed The aquatic staff will provide a plan of action and or proposals 12/22/2017 The board would like to be briefed on status of aquatic planting The aquatic staff has stated that the planting will be initiated in the April-May timeframe. Still waiting for rain 9/22/2016 Board has requested that if there is any money left in the budget at the end of the year that it be moved to the Reserve Fund. DM will keep board informed. 1/28/2016 Ongoing discussion of Reclaimed Water Leave on List 8/27/2015 Update on Lots owned by Ryland. Checked with Bob Sipple No answer at this time. CLOSED ITEMS 6/22/2017 Inspection of property behind Oxcroft Court for possible erosion or depression No erosion or depression noted is taking place. 6/22/2017 Mr. Russo would like to have the Waters Edge Logo added to the CDD website. Bob Sipple is trying to find out font or contractor that designed this. District Manager and District Counsel sent letter via process server to Oyster Bay Circle resident. Resident built a structure and stored bar b que equipment in conservation 3/14/2017 area. No response from initial letter sent on Feb 10th resident did not sign for certified letter. No response to District counsel Demand Letter. We are moving forward with contract to remove the items and place them on owners property. Items were moved by the District 3/12/2017 Contact Remson Aquatics to finalize cleanup from previous work proposed on 3/10/2016

19 No response as of yet from Remson Aquatics, may be to long since work was started. Based on report from Aquatic Systems no further work should be done. Recommend we close this task. 12/22/2016 The board requested a discussion with Rizzetta & Company Senior Managers A face to face meeting was had between Matthew Huber and Mr. Russo as to the way forward. 7/28/2016 1/26/2016 1/26/ /12/2015 9/22/2016 8/25/2016 Board asked DM to get with Westcoast on how they will ground the decoderes to avoid future damage prior to installing the new decoders. Also to find out if this takes a few weeks if it is going to adversely affect any of the plants or sod. DM has requested that Mike Hemmer attend the next board meeting to discuss any outstanding items. Supervisor Grillo requested that Aquatic Systems provide one report per year that includes all ponds in the District. Aquatic Systems will provide a complete report each January. Discussion on the fountain electrical repairs and the Boards wishes to meet with the technician. While setting up the meeting with the tech we determined that the repairs were for the Aquatic Systems to update board on the stocking of the pond with Carp and the replacement of the barriers. Joe Hamilton is the new project manager will update board at the January meeting. Barriers were installed, currently waiting for FWC to approve permit to stock ponds. Requested that DM get dead tree on the outside of the fence at the far end of the property removed. Westcoast removed. Resident complained about floating debris from littoral shelf clearing. Dm to check out and have contractor take care of any issues. DM went by Pond F1 after the BOS meeting. Only items in pond were a few clumps of water lilies. Will check with Board on how they would like to proceed with this issue. 7/28/2016 Eleanor asked if somone would look at the conservation area near her home on Bellhaven. Se says that a hole was dug and only covered with dirt. Also, it appears that the conservation area is encroaching on her property and the adjoining area. DM went by and spoke with Resident. Mike Hemmer said he woud get cleaned up as soon as possible. Some slow down due to storms and rain. 7/28/2015 Tom requested that DM find out if outstanding item on page 154 of Bond document was completed. "Notice of failure to file annual report." DM to check and report back to board. Page 154 is for the dissemnation agent to use if the audit was not filed. 7/28/2015 Tom requested that DM follow-up with the continuing education hours issue on the audit.

20 Supervisors are not required to complete continuing education hours. All staff is in compliance. 6/28/2016 Greg Woodcock requested CAD files from Paul Skidmore at Florida Design. Bond Documents were added to website. 6/28/2016 Greg Woodcock to check with SWFWMD on approval for planting. Upon SWFWMD approved. Planting will proceed. 6/28/2016 Trees at pond J4 need to be lifted. DM to contact Westcoast. Mike Hemmer said this is included in contract and he has put this on his schedule. 4/28/2016 Mr. Hemmer with Westcoast committed to moving the sprinkler heads that are near the roadway (Moon Lake) at not cost to the district and provide the board with a drawing of where the main irrigation lines are located. Sprinkers are in the process of being moved. 4/28/2016 Board voted to have mulch installed in the Common areas if the HOA also proceeds with the mulching. HOA and CDD are installing new mulch. 4/28/2016 Mr. Voda with Pasco County stated that he would try to get the Contractor that did the work along Moon Lake Road to replace the sod that was damaged. County has refused to replace. Board voted on replacing bare areas. 2/25/2016 DM to get proposal from Westcoast for the bare areas on Moon Lake Rd. Also discuss with Westcoast the damages caused by their vehicle. Presented and approved. 5/26/2016 DM to add $2, to budget next year to cover the deductible on D&O insurance. Done 2/25/2016 DM to obtain additional proposals for clearing littoral shelf on Pond F1 Proposals obtained, Remson Aquatics was chosen. Work to start w/o 5/30/16 DM negotiated a lower price on the clearning and Mr. Russo approved clearing and planting proposals 2/25/2016 DM to post open seat on the board on the CDD website and ask HOA manager to send blast the the community.

21 Added to website and HOA Manager sent out blast. 2/25/2016 DM to join HOA manager on site inspection with Westcoast Landscaping Inspection took place, proposals to be presented at April meeting. 2/2/2015 CDD Landscaping Contract and Oversite New DM Patrick Dooley to attend next BOS meeting. 1/28/2016 Mr. Russo asked if the photos on the website could be updated with ones taken at Waters Edge. Done 1/28/2016 Mr. Russo requested that DM send Insurance Policies to all BOS to review. Sent out 1/29/16 1/28/2016 Mr. Russo asked if Accounting could provide some type of summary page and add to the financial statements. Joe Kennedy, Manager of District Accounting Services attended the February meeting an discussed the financials with the BOS. 1/28/2016 Mr. Grillo requested that DM keep a running log of all Action Items DM to compile list from beginning fiscal year and add to agenda package for each meeting. 1/28/2016 Mr. Russo requested DM to obtain proposals for new Fountain system for next Board meeting and to find out if there is any warranty on the proposal from Cascade Fountains on the 10hp pump. Cascade Fountains to install new motor and straighten out cables. Done 11/12/2015 Board requested an aquatic map numbered according to original plans/specs. Josh Kaufman supplied the board with a detailed number map for meetings and one for each supervisor. 11/12/2015 The board requested DM to send out two letters, 1 to the two owners who live on either side of the easement and a letter to the gentleman that lives at the end of the street near pond #T1 for possible additional access point. DM sent out letters to homeowners and copied the board on

22 10/5/2016 Upon discussion by the board regarding the treehouse located behind the home on Oyster it was decided that after the board reviews the photo that DM is going to send them, that if it is decided that they want the treehouse removed, DM can have removed at a not to exceed cost of $ Upon investigation the DM found out that there was virtually nothing left of the treehouse but a few studs. Upon discussion with Chairman, it was decided to leave it to the elements rather than spend any money on removing the remaining pieces. 9/24/2015 Send lighting as-builts to Lorriane Thomas if we have them. DM sent to Lorraine on /24/2015 Send website link to BOS Sent /24/2015 Ask Lorraine if she can include the information regarding the new CDD website in the next blast to the community. Done

Audience FIRST ORDER OF BUSINESS Call to Order Mr. Fischer called the meeting to order and performed roll call. SECOND ORDER OF BUSINESS Audience Comments on Agenda Items There was no audience comments put forward at this time. THIRD ORDER OF BUSINESS Staff Reports A. District Engineer Mr. Woodcock gave His handouts and discussed the drainage structures; he then submitted the reports to the board. He then said he will present more proposals at the next meeting.

25 WATERS EDGE COMMUNITY DEVELOPMENT DISTRICT September 28, 2017 Minutes of Meeting Page The HOA and CDD Board Members carried on discussions with regard to reclaimed water irrigation. Both Boards agreed that the contract with the county was good and will forward it to their respective attorneys. They also plan to have additional joint meetings. The Boards both believe at this time that the pumps and wells on HOA Property will be maintained by the HOA and the pumps and wells on CDD property will be maintained by the CDD. B. Water Way Inspection Report There was an update on Aquatic Planting that it has been completed and we are now awaiting invoicing. C. Field Services Manager The Board Requests that the Field Service Manager review the report and remove the erroneous item. D. District Counsel No report E. District Manager Mr. Fischer presented the Action Items List. FOURTH ORDER OF BUSINESS Presentation of Action Item List Mr. Fischer reviewed the new items posted on the action item list. On a Motion by Ms. Ballou, seconded by Mr. Sipple, with all in favor, the Board of Supervisors approved the proposal for storm water structure repairs from site masters in the amount of 5,450.00, for Waters Edge Community Development District. Mr. Fischer stated that the next meeting is scheduled for October 26, 2017 at 3:30 p.m. FIFTH ORDER OF BUSINESS Consideration of Minutes of the Board of Supervisors Meeting held on August 24, 2017 On a Motion by Mr. LeBlanc, seconded by Mr. McCarthy, with all in favor, the Board of Supervisors approved the minutes of the Board of Supervisors meeting held on August 24, 2017, as presented, for Waters Edge Community Development District. SIXTH ORDER OF BUSINESS Consideration of Operation and Maintenance Expenditures for August 2017 On a Motion by Ms. Ballou, seconded by Mr. LeBlanc, with all in favor, the Board of Supervisors approved the Operation and Maintenance Expenditures for August 2017

SEVENTH ORDER OF BUSINESS Discussion of Waters Edge Insurance Proposal On a Motion by Mr. McCarthy, seconded by Mr. LeBlanc, with all in favor, the Board of Supervisors approved the Insurance Proposal for Waters Edge Community Development District. EIGHTH ORDER OF BUSINESS Consideration of Regarding Reclaimed Water Easement On a Motion by Mr. Sipple, seconded by Mr. McCarthy, with all in favor, the Board of Supervisors approved and authorized the Chair to ask for amendments and sign for Waters Edge Community Development District. NINTH ORDER OF BUSINESS Audience Comments and Supervisor Requests Audience comments were entertained regarding concerns over Maple trees that were removed in a lot next to a resident s home. He wanted to know if those trees will be replaced There were no Supervisor requests put forward. TENTH ORDER OF BUSINESS Adjournment On a Motion by Ms. Ballou, seconded by Mr. McCarthy, with all in favor, the Board of Supervisors adjourned the meeting at 5:14 p.m. for Waters Edge Community Development District.
