2 ACTION ITEMS: Action Items #1 and #2 were discussed together 1. ECAF #3524: (Proposed Motion #09-217) Interagency Agreement with the Town of Woodway for paving within the town limits Originator: Pete Michael, Public Works Department 2. ECAF #3525: (Proposed Motion #09-218) Interagency Agreement with the City of Brier for paving within the city limits Originator: Pete Michael, Public Works Department Brian Goodnight, Legislative Analyst, provided a detailed overview for both motions (see attached staff report for detail). ACTION: Move both Motions and to Consent Agenda, General Legislative Session June 10th for action. 3. ECAF #3491: (Proposed Motion #09-214) Addendum to interlocal agreement with the Lake Stevens Sewer District regarding sewer line installation Originator: Matthew Ojala, Public Works Department detail). [Committee Member Sullivan entered the meeting at 9:04 a.m.] Responding to Committee Chair Cooper, Jan Berg, City of Lake Stevens, confirmed that this interlocal agreement does affect the city s annexation. ACTION: Move to Consent Agenda, General Legislative Session June 3rd for action. 4. ECAF #3492: (Proposed Motion #09-215) Interlocal Agreement with Alderwood Water and Wastewater District for utility relocation and construction associated with the Lockwood Road Originator: David Lee, Public Works Department detail). 3 [Committee Member Koster entered the meeting in at 9:06 a.m.] Committee Member Gossett requested an from Public Works staff outlining the schedule and the exact work being done. 5. ECAF #3616: (Proposed Ordinance #09-064) Non-Exclusive Franchise authorizing limited use of the public road rights-of-way to the City of Monroe Originator: Gerri Delisle, Public Works Department Brian Goodnight, Legislative Analyst, provided an overview. There were no questions from committee members. ACTION: Move to Administrative Matters, General Legislative Session June 10th to set time and date for a public hearing. 6. ECAF #3518: (Proposed Motion #09-216) Acquisition of the Gagliardi Property as community mitigation for the Brightwater Project Originator: Sara Mueller & John Engel, Surface Water Management detail). He said before the sale closes Public Works will complete an environmental risk assessment of the property and will only proceed if the investigation determines a low risk of environmental liability. There were no questions from committee members. 7. ECAF #3609: (Proposed Motion #09-250) Acceptance of Salmon Project Agreement with Salmon Recover Funding Board for "Pilchuck Creed Low Flow Assess and Projects" Originator: Michael Purser, Surface Water Management Brian Goodnight, Legislative Analyst, provided an overview. 4 Action Items #8 and #9 were discussed together 8. ECAF #3603: (Proposed Motion #09-254) Interlocal Agreement implementing Department of Ecology Grant for cooperative stormwater management activities Originator: Arthur Lee, Surface Water Management 9. ECAF #3602: (Proposed Motion #09-255) Interlocal Agreement for mutual aid and cooperation in stormwater management activities Originator: Arthur Lee, Surface Water Management detail). He stated they are both interlocal agreements with multiple cities related to a Department of Ecology grant the County received in 2008 and approved by Council in September Mr. Goodnight said the initial term is for five years with a two options to renew for five years each for a total of 15 years. The goals are to improve water quality and protect the Stillaguamish and Snohomish Rivers by increasing the quality and efficiency of basin wide stormwater management activities. Mr. Goodnight said, as of now, the County has received necessary signature pages from the Cities of Snohomish, Sultan, and Lake Stevens. The City of Granite Falls has indicated they will enter into the mutual aid network agreement but not the grant implementation agreement. The City of Gold Bar had said they were interested, but have now pulled out of both and will not be entering into either agreement. Mr. Goodnight will follow-up with Committee Member Koster regarding Budget questions. [Clerk Note: After this committee meeting adjourned, it was determined by the Prosecutor s Office that ordinances are necessary for these interlocal agreements, not motions as originally submitted. 5 DISCUSSION ITEMS: 1. Review of Snow Removal Efforts Roy Scalf, Road Maintenance Director, distributed information and provided a PowerPoint presentation related to snow and ice removal (see attached). Mr. Scalf spoke about the December, 2008 snow storm. Committee Chair Cooper and Committee Member Sullivan made closing remarks. ADD ON: City of Lake Stevens Annexation Owen Carter, County Engineer, provided information related to three interlocal agreements with the City of Lake Stevens; 20th Street, surface water management, and a three-way interlocal agreement with the County, the City and Diking District 2. Discussion ensued and Mr. Carter responded to questions. Responding to Committee Member Sullivan, Steve Thomsen, Public Works Director, said that Phase 1 is fully funded and is under construction. Mr. Thomsen explained that funding is not secured yet for Phase 2. Jan Berg, City of Lake Stevens, said the City wants to participate, but finding funding is difficult. ADD ON: North Creek Trail Update Andy Smith, Public Works, presented a map and provided an update for the North Creek Trail. He said the City of Mill Creek has completed their portion. The City of Bothell has four sections and is mostly completed. Three sections will be done this summer. Mr. Smith said the County's sections are critical for connections to the entire regional trail system. He spoke about preliminary alignments. Mr. Smith said Public Works wanted to bring this update to Council's attention because councilmembers may be getting phone calls from the public.. Committee Member Gossett asked when finalizing the alignments is anticipated and how much money is budgeted. Mr. Smith said by 2010 and that there is $3.2 million dollars for this project. 6 ADD ON: Committee Member Sullivan stated there is roughly 6 to 12 miles of trunk line dealing with the Brightwater project. He asked for Public Works to brief committee today with a full report at the next Public Works Committee meeting. Steve Dickson, Public Works, provided a brief report related to a transfer of sewer trunk mains in North Creek and Swamp Creek from Alderwood Water and Sewer District to King County.
