Clerk of the Council Committee Chair Gossett called the meeting to order at 1:30 p.m. ACTION ITEMS: 1. ECAFs #5628: (Proposed Motion #10-400) & #5629: (Proposed Motion #10-401) Re-Appointing Chris Hoiby and Pam Wessel-Estes and appointing Forrest Brown to the Snohomish County Children's Commission Originator: Kristi Reardon, Human Services Susan Neely, Sr. Legislative Analyst, provided an overview of the Children s Commission and background information for the proposed appointees. There were no questions from committee members. ACTION: Move to Consent Agenda, General Legislative Session September 1 st for action. 2. ECAF #5630: (Proposed Motion #10-402) Appointing Liz Braun and Peggy Murphy to the Snohomish County Developmental Disabilities Citizen Advisory Board Originator: Stuart Torgerson, Human Services Susan Neely, Sr. Legislative Analyst, provided background information for the proposed appointees. ECAF #5633: (Proposed Motion #10-408) Establishing the North Snohomish County Early Head Start Advisory Committee Originator: Joe Varano, Human Services Susan Neely, Sr. Legislative Analyst, provided an overview. Ms. Neely spoke about the duties of the advisory committee. Ms. Neely responded to questions from Committee Chair Gossett regarding procedure. Discussion ensued. ACTION: Move to Consent Agenda, General Legislative Session September 1 st for action. 4. ECAF #5587: (Proposed Ordinance #10-066) Revising the terms of board members, making technical corrections and amending Snohomish County Code related to the Chemical Dependency/Mental Health Program Advisory Board Originator: Susan Neely, Council Staff Susan Neely, Sr. Legislative Analyst, provided an overview. There were no questions from committee members. ACTION: Move to Administrative Matters, General Legislative Session September 1 st to set time and date for a public hearing. 5. ECAF #5559: (Proposed Motion #10-403) Contract with Northwest Helicopters LLC for maintenance Originator: Rob Beidler, Sheriff's Office Susan Neely, Sr. Legislative Analyst, provided an overview. She said the contract date is July 1, 2010 through June 30, The maximum amount is $95,000 which is based upon rates at $92.00 per hour for labor and parts and supplies at cost plus 10%. ECAFs #5666: (Proposed Motion #10-409), #5668: (Proposed Motion #10-410), and #5667: (Proposed Motion #10-411) Authorizing the Clerk s Office to hire two full-time judicial operations assistants at the Court Operations Division and one full-time judicial process assistant at the Juvenile Services Division Originators: Mary Albert & Janine Bombach, Clerk s Office Susan Neely, Sr. Legislative Analyst, provided an overview and explained the necessity of filling the requested positions. She said the Clerk has indicated that they will meet their 2010 targeted savings. Ms. Neely responded to questions. [Committee Member Somers entered the meeting at 1:44 p.m.] ACTION: Move to Regular Agenda, General Legislative Session August 25 th for action. 7. ECAF #5662: (Proposed Motion #10-412) Authorizing District Court to fill vacant division supervisor, two lead clerks, and payroll/purchasing positions Originator: Paulette Revoir, District Court Susan Neely, Sr. Legislative Analyst, provided an overview. She explained the duties of the positions being requested. Judge Timothy Ryan, District Court, provided additional information regarding department savings. Paulette Revoir, District Court, spoke about staffing. ACTION: Move to Regular Agenda, General Legislative Session August 25 th for action. DISCUSSION ITEM: 1. Public Housing No-Smoking Policy - Dean Weitenhagen, Human Services Susan Neely, Sr. Legislative Analyst, distributed information related to the public housing non-smoking policy. She noted that this discussion is continued from earlier discussions. She said staff was asked to do additional research. She said she is still gathering information related to evictions. Dean Weitenhagen, Human Services, referred to the handout and spoke in detail about a non-smoking policy proposal and discussed the non-smoking policy options. 4 Dr. Gary Goldbaum and Annie Peterson of the Snohomish Health District provided supportive comments for a non-smoking policy. Discussion ensued regarding policy options. Committee Chair Gossett requested that staff draft actions for Options B and C and have them ready for discussion at next week s Administrative Session and action at General Legislative Session.
