Administrative Recommendation: Approve Background Summary: On 10/27/2015 Council agreed to increase the contract with Parametrix for design of Fennel Creek Trail Segment 2 to $795, Since that time, we have had two setbacks that are further increasing our design costs. First, WSDOT did not agree with the City's proposal to use less costly 8 feet wide boardwalks and bridges as we originally proposed; re-design of boardwalks and bridge to 12 feet wide, as required by WSDOT, increases design costs. Second, consideration of alternatives to the original tunnel and proposed sidewalks along 95 th Street East also increased consulting costs (i.e. develop options that go around 95 th Street). These additional expenditures will occur in Some expenditures may need to be carried over to We are planning to re-apply for a construction grant for the remaining portion of this trail segment next Spring. 4 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, PIERCE COUNTY, WASHINGTON, AUTHORIZING SUPPLEMENT NO. 5 TO ITS AGREEMENT WITH PARAMETRIX FOR FENNEL CREEK TRAIL SEGMENT 2 DESIGN. WHEREAS, the City received a Federal grant to assist with the expense of the design of and pre-construction activities for a 1.5 mile segment of the trail between the Safe Routes Trail and veterans Memorial Drive; and WHEREAS, Parametrix was selected to assist the City with design of this segment of trail including NEPA documentation, environmental permitting, and right-ofway acquisition; and WHEREAS, additional effort is required to complete the necessary work due to WSDOT requirements and trail realignment that will make construction less costly; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, WASHINGTON HEREBY RESOLVES AS FOLLOWS: That the City of Bonney Lake Council does hereby authorize the Mayor to sign Supplement No. 5 to its agreement with Parametrix to complete Fennel Creek Trail Segment 2 Design. 6 SUPPLEMENT 5 SCOPE OF WORK City of Bonney Lake Fennel Creek Trail Phase 2 Agreement No. LA 8394 OBJECTIVE Parametrix (PMX) is under contract to assist the City of Bonney Lake (City) with the design and construction of Phase 2 of the Fennel Creek Trail. Phase 2 will continue the trail north from the Willowbrook Neighborhood to Veterans Memorial Drive providing a pedestrian and bicycle corridor connecting the residential neighborhoods along Angeline Road to the City s Midtown Center. Recently as a part of the environmental review, WSDOT requested that the City reconsider the width of the boardwalk portions of the trail. Ultimately it was determined that due to the federal grant it would be expedient to revise the boardwalk widths from the planned 8-foot width to a 12-foot width. As a result of this change, PMX and Bruce Dees & Associates (BDA) will need to obtain supplemental survey data and revise the 90% plans, reports, estimate, and contract specifications. PHASE 2 FINAL DESIGN Task 2 Mapping Approach Parametrix surveyors will use established horizontal and vertical control to obtain additional mapping of the SR 410 embankment and for the necessary trail route modifications on the north side of SR 410 near the existing storm pond. Deliverables The deliverables for this task consist of the following: Updated topographic base map in AutoCAD Civil 3D 2016 format Task 7 90% Design Approach PMX and BDA will revise the 90% plans, contract specifications, and Opinion of Cost for review by the City. The plans and contract specifications will be prepared in accordance with the City s legal boilerplate and 2016 (anticipated) WSDOT Standard Specifications for Road, Bridge and Municipal Construction (Standard Specifications). Comments received by PMX from the City following review of the 60% design will be incorporated into the 90% submittal. 7 SCOPE OF WORK (continued) PMX will incorporate the revised boardwalk and bridge widths into the Draft Stormwater Site Plan and will update, revise, and prepare a Final Stormwater Site Plan for approval by the City. PMX and BDA will revise the bid list and will prepare a 90% Opinion of Cost for review by the City. PMX will revise the 90% contract specifications. Assumptions The revisions included in this task are limited to those necessary to update the 90% deliverables for a 12-foot-wide boardwalk. Option one has the sewer going through Kelly Glade, which would cause 22 homes to go on grinder pumps. The option two is to build a lift station, they would have to purchase some land and put in a force main. Looked at the Comp Plan and would need to make improvements in Councilmembers asked questions. Councilmembers Like Option 2 and want it as a Comp Plan Amendment Community Electronic Message Sign Don Morrison, City Administrator and Leslie Harris, Management Analyst/Executive Assistant City Administrator Morrison presented the quote for an electronic reader board at the corner of State Route 410 and Veterans Memorial Road. It will not be placed on the wall, but installed on a pole. The estimate is looking closer to $54, Management Analyst/Executive Assistant Harris commented that they are meeting with contractor to discuss options for installation of the sign on two poles or a single pole on top of the wall. 10 CITY OF BONNEY LAKE COMMUNITY DEVELOPMENT COMMITTEE NOTES NOVEMBER 7, 2017 New Business/Action Items: AB Resolution 2625: Award Contract to RH-2 Engineering for Services to Complete Design Effort for the Expansion of the TPU Pump Station, Doug Budzynski, Assistant City Engineer Assistant City Engineer Budzynski stated the project was on the schedule to be designed this year and constructed next year. Department of Health has to review and sign off on the plan. Councilmember Swatman is concerned about the high design cost, with so little needing to be designed. Moved to Consent Agenda AB Resolution 2626: Authorize the Purchase of a Motorized Inspection Camera from Enviro Clean Equipment Ryan Johnstone, Public Works Superintendent Public Works Superintendent Johnstone presented the need for Public Works to have their own inspection camera to inspect storm and sewer pipes. Over time, it would save the City much money instead of the need to call in an outside company to provide the service. They did receive the PSE grant that would help pay for part of camera. There are staff that already know how to operate the camera. Councilmembers asked questions.
