1 Topic Morning Workshop Session- Tuesday, Public Works Director/County Engineer Gordon Kelsey: Public Works/Road Department Update Klickitat County Board of Commissioners Minutes- Meeting of Tuesday, Agenda Item - Comment/Disposition Call to Order/Roll Call Chairman Jim Sizemore called the meeting to order at 10:00 AM. Commissioners present: Rex F. Johnston, Jim Sizemore and David M. Sauter. Workshop Session Agenda 10:00 AM- Public \Vorks Department Update Attendance: Public Works Director Gordon Kelsey, Jeff Hunter, Prosecuting Attorney David Quesnel, Auditor Brenda Sorenson, Treasurer Greg Gallagher and Deputy Prosecutor Rebecca Sells. Director Kelsey provided an overview of items on the Consent Agenda which included several road improvement projects. Discussion followed regarding the current winter weather conditions. Director Kelsey explained that once all County roads have been plowed, crews will start to widen the roads with excessive snow accumulations. Director Kelsey reported that Public Works is working with Auditor Brenda Sorenson to select a floor plan for the remodel which will work the best for the Auditor's office. The Board discussed changing the status of a section of Dalles Mountain Road to a "local road" to allow the speed limit to be changed to 35 MPH as requested by Washington State Parks. Director Kelsey noted that there are two (2) other roads that should be considered for a status change. Director Kelsey asked what the Board's expectations were for the completion of the Radio Project specific to Public Works. Chairman Sizemore advised that the Board would like Public Works to be the project manager for the completion of the two (2) remaining radio sites and various unfinished items at existing sites due to the:r experience in managing large projects. Further discussion followed. Director Kelsey suggested inviting Emergency Management Director Jeff King to the next department update to continue the discussion. The Board agreed. Commissioner Johnston advised of a citizen's snow removal concern.
2 January I 0, 2017 Page 2 Morning Workshop Session- Tuesday, January 10,2017 (Continued) Auditor Brenda Sorensen: Department Update Workshop Session Agenda (Continued) Commissioner Sauter advised that he received a call from a Wishram resident requesting that Bluff Road remain a one way road going down instead of up the hill, noting that the Fire District had requested Bluff Road be a one way going up the hill. Following further discussion regarding fire fighters and mutual aid responders Director Kelsey stated that he would discuss the matter with the Wishram Fire Chief and report back to the Board. 10:45 AM- Department Update Attendance: Auditor Brenda Sorensen, Treasurer Greg Gallagher, Economic Development/ Natural Resource Director Dave McClure, Economic Development Specialist Richard Foster and Deputy Prosecutor Rebecca Sells. Auditor Sorensen reported that Cayenta and DRIVES program issues are being worked through, a deadline for W-2's has been pushed forward and a special election ballot will be mailed on February 14. Auditor Sorensen provided a brief staff update, reporting that the Auditor's office has a temporary staff position funded through the State's People For People program. Auditor Sorensen updated the Board on the Veterans Service Officer (VSO) training progress, noting that VSO Bill Smith has been meeting and working with veterans and working through the backlog. The Board had a brief discussion regarding the Auditor's Office Remodel and the cost associated with replacing the microfilm reader. Klickitat Public Utility District No. 1 Board of Commissioners and General Manager Jim Smith: Joint Meeting and Quarterly Project Update Miscellaneous Reports/ Comments Attendance: Klickitat Public Utility District No. 1 (KPUD) Board of Commissioners: Dan Gunkel, Randy Knowles and Doug Miller and General Manager Jim Smith, Economic Development/ Natural Resource Director Dave McClure, Economic Development Specialist Richard Foster, Prosecuting Attorney David Quesnel and Deputy Prosecutor Rebecca Sells. KPUD General Manager Jim Smith requested support in the form of a joint letter to be sent to Senator Honeyford requesting a 2017 Capital Budget funding request from the Legislature for cleanup of the Columbia Gorge Aluminum site, noting that many companies have opted out of pursuing this location because of the contamination.
3 Page 3 Morning Workshop Session- Tuesday, (Continued) Lunch Recess Regular Meeting for Tuesday, January 10,2017 Business Agenda Approval of Meeting Minutes Miscellaneous Reports/ Comments (Continued) Further discussion followed which included the expectation for the property to be used and developed by a private entity. The Board expressed support of the funding request and agreed to sign the joint letter. Mr. Smith provided an update on the renewable natural gas plant located at the Roosevelt Landfill site, noting that there is a clean air rule that will soon be put into place, and KPUD is working with Republic Services, both local and corporate, to request an exception for methane gas produced by the landfills to create energy. The Board recessed for lunch at 11 :30 AM. Call to Order/Roll Call Chairman Jim Sizemore reconvened the meeting at 1:00 PM. All three (3) Commissioners were present. Agenda Approved (M/Johnston, S/Sauter. Passed unanimously): the Business Agenda as presented. Approval of Commissioner Meeting Minutes * Approved (M/Sauter, S/Johnston. Passed unanimously): the Klickitat County Board of Commissioners Meeting Minutes for December 13, 2016 as presented. Citizen Comment The Board held a brief discussion regarding a proposal to build seventy (70) tribal housing units in Klickitat County. Personnel Director Randi Post advised that the initial review of the Personnel Analyst position has been completed and now she needs the Board's selection of another Job Classification Committee member to review and finish the process. The Board selected Assessor Crista Schroder. Public Meeting: Consider approval of Short Plat SPL : Applicant: Fowler, Klein, Inc. Public Hearings/Public Meetings/Bid Openings Approved (M/Sizemore, S/Johnston. Passed unanimously): Short Plat SPL , which alters Parcel No /00 and grant final approval; Applicant: Fowler, Klein, Inc. Associate Planner Sam Lamb reported that Short Plat No. SPL , will divide a acre parcel into two (2), acre lots.

Associate Planner Sam Lamb reported that Short Plat No. SPL , will divide a 3.04 acre parcel into three (3) lots, Lot 1 and 2 at 1.02 acres and Lot 3 at 1.01 acres. Mr. Lamb advised that an administrative review of the short plat had been completed, all required signatures have been obtained and all conditions attached to the preliminary approval have been met. Elected Official Report/Update Prosecuting Attorney David Quesnel updated the Board on research he has prepared for the workshops on Thursday, January 12, 2016, regarding the nuisance ordinance.

Commissioners present: David Sauter and Jim Sizemore. Rex Johnston was absent due to illness. Workshop Session Agenda 10:30/12:15 PM - Review and discussion regarding updating the Emergency Management Department Interlocal Agreement between Klickitat County, and the Cities of Bingen, White Salmon, and Goldendale. Attendance: Emergency Management Director Jeff King, Emergency Management Administrative Assistant Randi Heinzen, White Salmon Mayor David Poucher, Goldendale Mayor Mike Cannon, Bingen Mayor Betty Barnes, Prosecuting Attorney David Quesnel, and Deputy Prosecutor Rebecca Sells. The Board discussed how the role and responsibilities of the Emergency Management Director and Department have changed since the agreement was first put into place. Director King proposed revisions and updates to the agreement between the County and Cities to more adequately address current practices. 1:15/2:15 PM - Review and discussion regarding opening the nuisance ordinance to consider adding language to address repeat offenders as requested by Dallesport residents Attendance: Building & Code Compliance Director Lynn Ward, Code Compliance Officer Trina Siebert, Prosecuting Attorney David Quesnel and Deputy Prosecutor Rebecca Sells. Director Ward briefed the Board on the nuisance ordinance, focusing on the topic of repeat offenders.
7 January I 0, 2017 Paac 7 Workshop Session Agenda (Continued) The Board discussed several options for amending the ordinance which would give the County more tools to address repeat offenders. Following discussion, the Board requested copies of the proposed amendments for review by the Board and the Prosecutor. 2:15/3:45- Planning Department Update Attendance: Planning Director Mo-Chi Lindblad, (former) Planning Director/Consultant Curtis Dreyer, Prosecuting Attorney David Quesnel and Deputy Prosecutor Rebecca Sells. The Board reviewed and discussed the Marijuana Moratorium, the Shorelines Master Plan update, the three (3) year review of the Accessory Dwelling Unit Ordinance, and a proposed zoning designation for a proposed development.
