1 TOWN OF WOLSELEY MINUTES DECEMBER 16, 2015 The regular meeting of the Council of the Town of Wolseley, in the Province of Saskatchewan was held in the Council Chamber at the Town Office located at 610 Varennes Street on December 16, 2015 at 7:00PM. Present: Councilor Ron Lyke Councilor Gerald Hill Councilor Larry Hilderman Administrator Candice Quintyn Councilor Dan McKenna Councilor Troy Kyle Councilor Randy Quintyn Mayor Dennis Fjestad Absent: CALL TO ORDER A quorum being present, Mayor Dennis Fjestad called the meeting to order at 7:02PM. AGENDA 442/15 QUINTYN/LYKE that the agenda with additions be adopted as presented. MINUTES 443/15 MCKENNA/KYLE that the minutes of the Regular Meeting December 2, 2015 be approved. ACCOUNTS 444/15 HILDERMAN/QUINTYN that cheque # s to totaling $7, be ratified. 445/15 HILDERMAN/MCKENNA that cheque # totaling $ be ratified. 446/15 HILDERMAN/QUINTYN that cheque # s to totaling $385, be approved, with the exception of cheque # Councilor Lyke declares a pecuniary interest and leaves the Council Chamber at 7:12PM. 447/15 QUINTYN/MCKENNA that cheque # payable to Lyke Farms totaling $2, be approved. Councilor Lyke returns to the Council Chamber at 7:18PM. COURTHOUSE ACCOUNT No accounts for approval at this time. DELEGATION #1: ROBERT SCHNEIDER, FOREMAN REPORT 448/15 QUINTYN/HILL to hear Robert Schneider at 7:19PM. - Water Treatment Plant looking really good; floor is now refinished. The weather and timing to do the floor refinishing was perfect. Mark made a manifold so no more water drips on the floor.

2 Town of Wolseley Regular Minutes December 16, 2015 Page 2 of 6 - Shirley Harris boarding house update: Robert called Marc at Municipal Utilities to see if there would be enough pressure if she were to tie onto the main with a 2 line. There would be no problem with this, because the bigger the pipe, the less friction. However, if Shirley is required by Building Code to install any kind of Sprinkler System, the 2 line would not be sufficient. Shirley would then only be able to tie on the main at Banbury Place with a 4 line. Before the Town can do anything, Shirley has to find out if she is required to install fire suppression system/sprinklers. The Town has to know what the end use of the building is before the Town is involved. - Crown Shred & Recycling is picking up the last of our bales on January 12, Town Foreman expressed he is not satisfied with the salted sand mixture we bought as it doesn t do much, doesn t bite into the ice much. We will have to look at spending a bit more to get it from highways again if we can. Robert Schneider leaves at 7:35PM. ACCOUNTS CONTINUED 449/15 LYKE/QUINTYN to approve the Statement of Financial Activities detailed for period ending November 30, ADMINISTRATOR S REPORT 1. BK Hotel Inc. - Utilities Adjustment: BK Hotel Inc. has been charged for a roll-out waste collection cart since December They have never had a Roll-out Cart. Therefore, Administrator recommends crediting the Garbage portion of the utility billing to BK Hotel s Utility Roll. 450/15 HILDERMAN/HILL that Council approve an adjustment to Utility Roll # , to credit $ on the said Utility Roll, as a fee for garbage had been charged in error since December Insurance Premium: FYI Insurance Premium has gone up $1,992 from last year, totaling $24,994 for Mayor/Council Annual Honorarium Review: Current Mayor/Council Honorariums: Mayor: $2,400/year, plus; $125/meeting for Council Meeting Indemnity, plus; $100/year for telephone/cellphone allowance. Council: $2,100/year, plus; $100/meeting for Council Meeting Indemnity, plus; $100/year for telephone/cellphone allowance. Mayor & Council: Mileage - $0.50/km; Meals - $75.00 MAX/day with receipts; Other authorized committee meetings* $25.00/hour to a 7-hour max *ALL Special Committee meetings formally called or out of town meetings will be covered. No coverage for meetings that are part of Mayor/Council portfolio or as a volunteer within the Town.

No coverage for meetings that are part of Mayor/Council portfolio or as a volunteer within town Wage/Salary Review: Administrator provided Council with 2016 Wage/Salary recommendations. 452/15 HILL/HILDERMAN to set the following wages/salaries as per Administrator recommendation, effective January 4, 2016: Administration: Administrator - no change Assistant Administrator - no change *Public Works: Foreman - no change Assistant Foreman - $21.00/hour Labourer - $19.00/hour Landfill Superintendent(s): Casual (on-call) - $11.50/hour Part-time - $14.00/hour *As per Public Works Salary Grid SUMA Registration Opens: FYI - SUMA Registration is now open - Rooms are booked at Wingate by Wyndham Hotel on Saskatchewan Drive. The call was refused because the RCMP were already there and they are trained to land STARS as well. HILDERMAN - nothing to report. MCKENNA - Skating Rink: Snowmobile Rally scheduled for January 9; Santa Night this Friday, December 18; The furnace needs a new computer board; Jarret Bieber donated a beef; Tournament last Saturday was a good turnout. Might be another this weekend. - Curling Rink: Water Heater broke down, and a new one was installed. The Curling Club budget was kind of strapped, and they had asked if the Town could assist with this one. As it is a capital expenditure, the Town agrees to pay the bill. 454/15 MCKENNA/LYKE to pay for the water heater, materials/supplies and installation of the water heater at the Curling Rink, totaling approximately $ LYKE - Spillway: Agreement between the Town of Wolseley and Launie Rein is complete for the supplying of Clay to the Adair Creek Spillway and Channel Repair project. Black dirt was hauled to Launie s to eventually be put on top of the excavated area; - SaskPower was going to install a temporary line underground in the back alley between 602 Varennes Street and the SaskTel building at 606 Varennes Street so the contractors could have more Power. Instead, SaskPower is going to do a temporary line above ground; - Black dirt is piled in the middle of the creek and needs to be relocated. Ron suggested to Larry Hilderman up near his area of Hilderman Holdings barnyard. As long as the area is cleaned up afterwards, Larry sees no problem with storing it there. Ron and Larry will look at this tomorrow morning. KYLE - Nothing to report. HILL - Nothing to report. FJESTAD - Beach Development: Mayor Fjestad has been in contact with Doug Neumann. They came out about a week ago and did two test holes. One on the South end hit solid clay at approximately feet; and on the North end about 7-8 feet. Dynamic Construction forwarded geotec report to Doug Neumann. Will have an engineer look at it and have a quote by the end of the week. Right now they are recommending about 30 screw piles. NEW BUSINESS Town Hall/Opera House Contract Applications: Councilor Kyle declares a pecuniary interest at leaves the Council Chamber at 8:59PM. Council reviews summary package that the Administrator prepared. 455/15 FJESTAD/QUINTYN to hire Laurie Stringer as the 2016 Town Hall/Opera House Contractor, for caretaking at the facility pursuant to Town Hall/Opera House Contractor Agreement, at a contracted bi-weekly salary of $

5 Town of Wolseley Regular Minutes December 16, 2015 Page 5 of 6 Councilor Kyle returns to the Council Chamber at 9:26PM. OLD BUSINESS 1. Denton Keating - Sewer Job Invoice Dispute: 456/15 HILL/HILDERMAN to write off Denton Keating s invoice # in the amount of one hundred fifty dollars ($150.00) for a sewer job, to bad debt as it is deemed uncollectable. - Administrator is currently working on a draft Utility Bylaw that will address the points raised by Mr. Keating. A letter will be sent to notify Denton of Council s decision. 2. Business License Investigations: Table until a later date. 3. Shirley Harris - Water for 501 Garnet Street: This was mentioned above in Rob s Foreman Report. 4. Fleury Wagon Committee - Updates: Dick Dow and Ken Drever agreed to temporarily be on the committee and meet with Lakeside Nursing Home to discuss the Fleury Wagon. 5. Waterworks System Assessment - Round 3: Pinter & Associates Ltd. - Updates: Final Report is coming our way soon. 6. Wolseley Courthouse - Communications with Scott Brown: Mayor Fjestad received a phone call from Scott Brown, the Assistant Deputy Minister of the Stewardship Branch in the Ministry of Parks, Culture and Sport. Scott mentioned how the Ministry has decided to explore other options regarding the addition, and the potential hiring of an architect. It was also mentioned from Scott about the Town sharing the cost. - Dennis suggests that the Courthouse subcommittee should write a letter. - Councilor Hill notes that Mr. Brown has bypassed protocol and talked to Dennis, rather than himself. The Committee remains firm on the plan Council has approved. The Town is not about to give up control of the building, the costs, or plans. - Councilor Hill suggests to commission Ed Attridge as a Government Liaison for the Town of Wolseley. 457/15 HILDERMAN/LYKE to commission Ed Attridge Consulting Services at a rate of $70.00/hour as the Government Liaison for the Town of Wolseley for the Courthouse project. CORRESPONDENCE No Correspondence. IN CAMERA DISCUSSION - Canadian Pacific Railway is attending the January 20, 2016 meeting. 458/15 HILL/LYKE that Council approves staff Christmas Gifts as follows: - Full Time staff $200.00/each; and - Part Time staff $100.00/each
