1 ADJOURNED MEETING TUESDAY JANUARY 16, 2001 The Board of County Commissioners of Wabasha County, Minnesota, convened in Adjourned Session at the Courthouse, in the City of Wabasha, Minnesota on January 16, 2001 at 9:00 a.m. The following members were present: Commissioners McNallan, Poncelet, Norman, Riester and Harms RIESTER - NORMAN 01/16/01 APPROVED AGENDA BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby approves the agenda as amended. Each Commissioner reported on meetings that they attended during the preceding weeks. Twila Holtan, Court Administrator, introduced the newest member of her staff, Tammy Wobbe, to the Board. Steve Drazkowski, Extension Educator, presented the monthly Extension Report. Jerry Leisen, County Auditor, requested the following Board action: BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the County Auditor to issue his warrant of $ for registration fees for a GASB 34 Class to be held in St. Paul. The GASB 34 Class, being given by the office of the State Auditor, will be attended by Debbie Koenig, Denise Anderson and Gail Schmit. CRT ADMIN EXTENSION AUDITOR AUTHORIZED AUDITOR TO ISSUE A WARRANT FOR A GASB 34 CLASS Julie Runkel, Environmental Services Director, presented the following for action: BE IT RESOLVED, That the Wabasha County Board of Commissioners authorizes the employment of Brent Rud as an Environmental Health Specialist with a starting salary of step 1, pay grade 8, with an increase to step 2 upon the successful completion of a six-month probationary period. ENV SERVICES AUTHORIZED THE EMPLOYMENT OF B RUD FOR A ENV HEALTH SPECIALIST Commissioners in Favor: Commissioner Opposed: McNallan, Poncelet, Harms and Riester Norman The Resolution was adopted. McNALLAN NORMAN BE IT RESOLVED, That the Wabasha County Board of Commissioners appoints John Adams to serve a four-year term on the Board of Adjustment and to fulfill the statutory requirement that one member of the Planning Commission serve on the Board of Adjustment, and BE IT FURTHER RESOLVED, That the Wabasha County Board of Commissioners appoints Greg Lubinski to serve a four-year term on the Board of Adjustment to provide for an un-even number (seven) of members. 2 BE IT RESOLVED, That the County Board of Commissioners for Wabasha County hereby establishes a Joint Planning Board for Planning and Land Use Control with the City of Lake City, County of Wabasha and any townships which participate in said Planning Board having jurisdiction within two miles of the corporate limits of the City of Lake City in Wabasha County in accordance with Minnesota Statutes and with the powers permitted by Minnesota Statutes ESTABLISHED A JOINT PLANNING BOARD FOR PLANNING AND LAND USE CONTROL WITH LAKE CITY It is the intention of the Board to make its two appointments to the Joint Planning Board on February 6, BE IT RESOLVED, That the Wabasha County Board of Commissioners approves the Final Plat for the Stelling Subdivision, as submitted. Tom Pfeilsticker and Tim Beck, on behalf of the County Engineer, presented the following: BE IT RESOLVED, That the Wabasha County Board of Commissioners accepts the high bid of $326 for Unit 868, a 1986 Ford 4x4 pickup truck. APPROVED THE FINAL PLAT FOR THE STELLING SUBD HIGHWAY DEPT REJECTED BID FOR THE 1986 FORD TRUCK Commissioners in Favor: McNallan and Harms Commissioners Opposed: Poncelet, Norman and Riester The Resolution was not adopted. After further discussion, the Board asked that the pickup truck be sold at the County s spring auction. NORMAN RIESTER BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby authorizes the County Engineer to advertise for bids for C.P , 22,857 cubic yards of crushed quarry rock to be delivered to County Highways and spread by County Forces. Dave Johnson, County Surveyor, provided the Board with an overview of his office, the work he has done during the past 2 years, and requested direction regarding future work. The Board adopted the following: RIESTER HARMS BE IT RESOLVED, That the Wabasha County Board of Commissioners re-appoints Dave Johnson to an additional 4-year term as County Surveyor. NORMAN RIESTER BE IT RESOLVED, That the Wabasha County Board of Commissioners approves the County Surveyor s recommendation that the re-monumenting of Mazeppa Township and the western half of Zumbro Township be the 2001 project of his office. 3 Jim Nordstrom, County Attorney, presented the contract as negotiated with Teamsters General Drivers, Helpers, Warehousemen & Inside Employees, Local No. 160 (the Highway Maintenance Unit) for the period July 1, 2000 through June 30, 2003 and recommended its approval. RIESTER HARMS BE IT RESOLVED, That the Wabasha County Board of Commissioners approve the contract as presented and authorize the Chair to execute a conforming copy, when typed. Ron Stock, Administrator, presented the following for the Board s consideration: NORMAN RIESTER BE IT RESOLVED, That the Wabasha County Board of Commissioners accepts the low quote of CDW for a Hewlit-Packard DesignJet 800, a 42 inch plotter, of $5,528 plus shipping and sales tax, to be paid from GIS Reserves, and to be used in the County GIS program. CO ATTORNEY APPROVED THE CONTRACT WITH LOCAL NO 160 FOR 07/01/00 06/30/03 ADMINISTATOR ACCEPTED THE QUOTE OF CDW FOR A PLOTTER BE IT RESOLVED, That the Wabasha County Board of Commissioners accepts the low quote of Metro Sales Incorporated for a Ricoh copier of $4, including delivery, set-up and sales tax, to be installed on the fourth floor of the Courthouse. HARMS NORMAN BE IT RESOLVED, That the Wabasha County Board of Commissioners sets a public meeting to be held on the County s Application to establish the Read s Landing Water & Sanitary District for February 13, 2001 beginning at 8:00 p.m. and to be held at the Wabasha American Legion Clubroom. HARMS NORMAN BE IT RESOLVED, That the Wabasha County Board of Commissioners re-schedule the Board Retreat and Board/Department Head Retreat to February 21 st and 22 nd, respectively, due to the unavailability of the facilitator on the earlier dates. ACCEPTED THE QUOTE OF METRO SALES FOR A COPIER FOR THE 4 TH FLOOR OF THE CRTHSE SET A PUBLIC HEARING FOR THE READ S LANDING PROJECT FOR 02/13/01 FOR 8PM AT THE WABASHA LEGION RE-SCHEDULED THE BOARD AND DEPT HEAD RETREAT TO 02/21/01 AND 02/22/01 Roxanne Bartsh, Court Services Director, introduced Amy Carter, the newly hired Restorative Justice Coordinator. Amy and Carrie Westland, the Youth Link Coordinator, made a presentation on the exciting new developments in their programs. At the appointed time, the Chair opened the public hearing on the Ordinance Amending the Wabasha County Manufactured Home Park & Recreational Camping Area Ordinance. A sign-up sheet of those attending the public hearing is attached to these minutes. The Board heard comments and questions from the public and then the Chair closed the public hearing. Thereafter the following action was taken. The Motion to adopt the Ordinance had been made by Commissioner Poncelet on December 12, The Chair called for a second to that motion. 4 HARMS McNALLAN BE IT RESOLVED, That the Wabasha County Board of Commissioners waives the reading of the Ordinance and tables further discussion of the Ordinance until January 23, 2001 at 1:00 p.m. A draft Ordinance Regulating Large Assemblies was distributed and discussed, but no action was taken. This Ordinance will also be discussed on January 23, 2001 at 1:00 p.m. Rod Adams, Sheriff, asked for the following: HARMS McNALLAN BE IT RESOLVED, That the Wabasha County Board of Commissioners authorizes the hiring of John Yorde as a dispatcher/jailer at step 4 of the appropriate pay grade. WAIVED THE READING OF THE MANUFACTURED HOME PARK AND REC. CAMPING ORDINANCE SHERIFF AUTHORIZED HIRING J YORDE FOR A JAILER/ DISPATCHER Lois McCarron, Legislative Analyst with the Association of Minnesota Counties, discussed the legislative session and AMC s platform. No action was taken. BE IT RESOLVED, That the Wabasha County Board of Commissioners re-appoints Loren Benz to an additional four-year term as County Assessor.
