Beginning February 1, 2019, Boy Scout Troops became Scouts BSA troops, and we welcomed our first female troop: Troop 711, chartered to Spirit of Joy Lutheran Church in Harrisburg South Dakota. We also were excited to register Elizabeth, who came in to register on February 1 as a Scouts BSA member! Scouts BSA welcomes boys and girls to gender specific troops. Requirements for advancement are the same between the male and female packs; additional information is included later in this issue of Sioux Trails. Male and female troops can be chartered by the same organization, can share a troop committee, and can meet at the same time just not with each other. Female troops are BSA s latest move to become more family oriented and family friendly. In the nearly 12 months since the entire family has been invited to participate in BSA programs, Sioux Council has welcomed over 150 families into Cub Scouts. Thank you and we love it are just a few of the comments we are hearing from around the council. BSA programs are now a one-stop opportunity for entire families to participate, learn, and have fun together pushing back just a little against the norm of families being in multiple places at the same. Additional Scouts BSA female troops are planned this spring throughout the council, in Tea, Mitchell, Pierre, Brookings, Madison, Marshall, Watertown, Vermillion, Yankton, Elk Point, and more coming to Sioux Falls. 3 Sioux Trails March/April 2019 Page 3 Scouts BSA Female Troop Reminders As female troops begin to register with the Sioux Council, the council membership committee has asked that a meeting be held between the district executive, the chartered partner and the new troop committee prior to paperwork being completed and the troop becoming official. The purpose of the meeting is to review the main points of chartering a female troop. Below are the talking points of this meeting. Many questions have been answered already, just by having this thirtysixty minute discussion! Names CANNOT use girl in front of scouts CAN use troop for girls, girl troop, etc CANNOT compare BSA to Girl Scouts CANNOT create your own recruiting materials. You must use materials from the BSA Brand Center Partners/Programs CAN use a current chartered partner for male or female troops CAN use a completely different partner for troops CAN use the current troop number for female troops, if a partner program (at a location with a male troop) Organization/Structure CAN have a male scoutmaster MUST have at least one over 21, registered, female for any activity involving female youth MUST have at least 2 registered adults, both over 21, at every activity CANNOT be scoutmaster of male and female troop. CAN share troop committee and other roles Activities/Meetings/Events CAN share meeting time and place CAN share meeting opening and closing CANNOT share other meeting components CAN plan events together (must ensure Guide to Safe Scouting and Youth Protection requirements are met) CANNOT combine patrols For questions, contact your district executive.

The Sioux Council s long-standing incentive for Cub Scout pack growth free pinewood derby cars returns for another year in Along with it, you will find simplified rules for earning free cars. To earn free pinewood derby cars, a pack must do the following: Participate in school night for scouting in fall 2019; Hold a 2 nd recruitment in October 2019; Have at least one more youth on October 31, 2019 than it did on December 31, That s it! Nothing else to do. For questions, contact your district executive or your district membership chair. 5 Sioux Trails March/April 2019 Page 5 Sioux Council Program Planning In order to help every unit, and provide the best program possible, each district will once again be conducting the Annual Program Planning Seminar at their April Roundtable. A representative from your Unit will need be in attendance to qualify for the bonus popcorn sale commission, so we strongly recommend that your unit have a somone there to insure you get the maximum funds from the Popcorn Sale. One of the single most important things a unit can do, along with having trained leaders, is to develop an annual program calendar. This helps every parent in the unit know what will be happening in the next year and when. This is especially important to be able to give to new families when they join. Along with developing the calendar is the development of the budget to support the great program. This way every family will know what their responsibility is and why involvement in fundraisers is so important. Leader Guide is available online. Earning advancement will still be a key feature at camp. The price this year will be $75 per scout/sibling and $60 for adults. The price includes a t -shirt if you sign up two weeks before camp, and is all inclusive. Below are the dates and locations. April 9 th is the Buffalo Ridge Annual Program Kickoff. All units are asked to have two representatives present. Ideally these would be your unit leader and Committee Chair. Physical presence is required; no Zoom will be available. Come prepared to receive valuable information, enjoy fellowship, and learn a ton! For example, save the date flyers critical to unit planning and budgeting will be available. Also, the latest info regarding Summer Camp, our new Day Camp alternative, training opportunities, and more will make this the best kickoff yet. Plus door prizes, games, and food! Plan who will attend be prepared to enjoy. District Annual Meeting and the District Election Did you know that the Buffalo Ridge District has an Annual Meeting. And during that meeting, we will hold our Annual Election of Officers and District Committee Members-at-Large. Here are the basics of how it works. The District Chair recommends members of the District Nominating Committee to the Council President for approval. Then the Nominating Committee presents a Slate of Committee Members-at-Large to be considered. They also recommend the District Chair and District Commissioner. These two are approved by the Council President and Council Commissioner, respectively. The slate is presented to district scouters days before the Annual Meeting, usually with the formal notice of election. Suggestions may be made in writing to the nominating committee for inclusion in its report providing the nominees thus entered are received by the nominating committee at least two weeks prior to the district annual meeting. If accepted by the nominating committee, the candidate will be contacted by the nominating committee and permission received from the person to stand for election and to serve. 8 Sioux Trails March/April 2019 Page 8 Five Rivers Serving Central South Dakota from Mission to Eureka Five Rivers District Klondike 2019 The Five Rivers District hosted a Klondike on Saturday, January 19, The theme of the Klondike was a Tropical Klondike and the event was held at the Oahe YMCA in Pierre. The weather was cooperative allowing the event to go on as scheduled. The Klondike was a success and 19 youth from Pierre and Selby participated. The youth took part in wallyball, three-on-three basketball, and dodgeball games and finished the afternoon swimming. The Five Rivers District would like to thank the Oahe YMCA for allowing the Klondike to held there and to their staff who assisted. The Five Rivers District would also like to thank all the youth that participated as well as the adults from the different units who assisted in the event. 9 Sioux Trails March/April 2019 Page 9 Lewis & Clark Trail Serving Charles Mix, Bonne Homme, Hutchinson, Yankton, Clay, Union SD Counties Lewis & Clark Trail Happenings New year, new look. Lewis & Clark Trail has been a great district for a long time. Our volunteers are second to none and do great work. While we have great volunteers we need a little more help to spread the load around a little. With District Chair Kynan Trail and District Commissioner Rod Pieper on board we are filling district level positions, helping make sure the calendar for next year is full and our program is guaranteed to WOW. Stay tuned for a list of new district committee chairs heading your way soon. We had a rough go of it weather wise this spring with Klondike having to be moved. In South Dakota we learn to adapt to the changes and we appreciate all you ve done to help us make these things work out in the end. Kyle and Jamie with Pack 261 have stepped up to run the Pinewood Derby this year in Wagner SD. What a GREAT opportunity for the Scouts to meet new friends, see friends they haven t for a bit and build fast cars! Oh and there will also be an open class for everyone to enjoy even if you aren t yet a Scout, are past the Cub Scout age or just want to take the checkered flag. 13 (Buffalo Ridge Continued from page 7) At the district annual meeting the district chair will call upon the chair of the nominating committee for the committee s report and turn over the chair to conduct the elections. a. The chair of the nominating committee will present first the committee s nominees for district members at large; call for a motion, second, and vote. The chair of the nominating committee then will present the committee s nominees for district chair and vice chairs; call for a motion, second, and vote. The district commissioner is to be an elected member at large but is offered for appointment and approval as district commissioner by the council executive board through the report of the district nominating committee and with the concurrence of the Scout executive. The district commissioner is not elected as district commissioner at the district annual meeting. Vote of the majority of the members present at the district meeting is required for election. Who can vote? Current District Committee Members-at-Large, Charter Organization Representatives, and Council Members-at-Large residing that live in our district. That s the basics. After a long cold few months spring is just around the corner. That marks the time to start thinking about summer programing for your unit. This summer there will be some great opportunities to get out with your Scouts and have fun. If you have any questions about District summer time events, please let me know. One of the best experiences for any Scout is getting outside and learning through fun.

14 Sioux Trails March/April 2019 Page 14 Notice of Annual Meeting The Sioux Council Annual Meeting will be held on Monday, May 20th at the Center for Scouting in Sioux Falls. The meeting will begin at 4:00 p.m. During the annual meeting, current Executive Board Members, Members-at-Large, and Chartered Organization Representatives will gather (in person or via video conference) for the Council s annual business meeting including the election of Board Members and Officers. Nominations to serve on the Council Board, as a Council Officer or a Member-at- Large must be submitted in writing to the Council Nominating Committee. Please address nominations to: Sioux Council Nominating Committee, 800 N. West Avenue, Sioux Falls, SD Nominations will not be taken from the floor, and must be submitted at least 30-days prior to the Annual Meeting. Popcorn in the Sioux Council! Popcorn in March?!! You bet! Council Popcorn Kernel Holly Hawkinson is leading the 2019 charge again and we have some great ideas to help out the districts and units. We listened to the feedback from last year and are going to focus on the nuts and bolts of being a unit chair, best practices for inventory control, timelines, etc. In addition to the procedural items we will share success stories, ways to get units pumped up, etc. We also will work on passing on information about the behind the scenes happenings with popcorn. When does the big order actually get placed? How does it ship? Who sorts it all? What CAN the council return? So what CAN a Scout do for programming after a great sale? How do we get families to understand a months worth of selling make for a years worth of not having to write another check for great programs? If you are interested in being a district or unit kernel, just have questions about what the program is all about, please don t hesitate to reach out to the Sioux Council professional in your district.
