Originating Department SUBJECT: Department Head Presenter Appointment Re: STAR Program Member to the Parks, Recreation and Environmental Protection Advisory Board COMMISSION PRIORITIES: Business Requirement EXPLANATION: A vacancy exists for a STAR (Students Taking an Active Role in Government) program participant on the Parks, Recreation and Environmental Protection Advisory Board. The Coordinator of Leadership Programs with the Boys & Girls Clubs of Sarasota County has recommended an interested participant in the STAR Program whose application is attached. Although the applicant is not a city resident and does not attend a school within the city, the application is being provided for consideration as the appointment is at the Commission's sole discretion. 3 PARKS, RECREATION AND ENVIRONMENTAL PROTECTION ADVISORY BOARD Establishment: ~hapte r 2, Article V, Division 7, Sections thru 2-330, City Code Amended by Ordinance No , consolidating the Parks and Recreation Advisory Board and the Environmental protection advisory board Amended by Ordinance No , adding a STAR Program member Amended by Ordinance No , adding three new members (1 - Jones, l - Robert L. Taylor, and 1 ~ Lido Pool) Bobby Amended by Ordinance No , reducing the number of members from 11 to 7, plus 1 STAR student member Board Membership - Qualificat ions and Other Requirements: a) The membership of the Board shall consist of persons who possess the technical, professional, financial, business or administrative skills necessary to accomplish the work of the board. Board membership shall include some persons who represent the community-at-large when appropriate. One (1) member shall be a citizen with a particular interest in or association with the Bobby Jones Golf Course. One (1) member shall be a citizen with a particular interest in or association with the Robert L. Taylor Community Complex. One (1) me:mber shall be a citizen with a particular interest in or association with the Lido Pool. b) Unless provided otherwise, the Board shall include persons who reside within the City, unless business qualifications o r a special expertise warrants an exception to the residency/property ownership criteria. c ) One ( 1) member shall be a student youth representative from the Students Taking Active Roles in Sarasota County (STAR) Program. The term of office for the student youth representative shall be one (1) year. The STAR program member may be appointed to successive terms. d) Members should have reputati ons for integrity and community as well as have demonstrated an interest in the type of pertaining to the purpose of the Board. 4 f) No person shall serve on more than one Board simultaneously unless special board membership requirements, pertaining to special qualifications of members, warrant an exception. g) Board members shall b e appointed for a three-year term. Terms of ser vice shall be staggered. No person shall serve more than two full consecutive terms on any one Board. Members shall continue to serve until a replacement has been appointed. After a one-year period of non-membership, a person shall become eligible for reappointment to a Board on which that person previously served. h) Board members shall automatically be removed from membership for failure to attend three successive meetings, excluding workshop meetings, or at such time that the member's absences exceed 25% of all scheduled meetings (including workshop meetings), in a given year if the absence has not been approved by the Board, in advance, for good cause shown. Members failing to attend a meeting during at least 75% of the time the meeting is in session shall be considered not to have attended the meeting.
