1 BLACKWOOD TERRACE SCHOOL DEPTFORD, NEW JERSEY A regular meeting of the Board of Education of the Township of Deptford was held at the above place and date at 7:00p.m. prevailing time. The meeting was called to order by Mrs. Susan Kryszczak at 7:00p.m. Statement: In accordance with the Sunshine Law: Notice of this meeting has been provided to the South Jersey Times, the Courier Post, the District Website, and the Municipal Clerk of the Township of Deptford to be posted in a public place. APPROVAL OF MINUTES Motion by Ms. Rosser, seconded by Mrs. Newcomb, on the recommendation of the Superintendent to approve the Open Session and Executive Session minutes of the meeting held November 27, Motion carried. Roll call vote (8-0). PRESENTATIONS None COMMUNICATIONS Mr. Dietz spoke about a parent letter praising the Monongahela Middle School band concert. Ms. Rosser discussed having the band performances at the High School. PUBLIC PORTION (agenda items only) Mrs. Kryszczak opened the meeting for petitions from the floor regarding agenda items only. There were no comments from the public regarding agenda items. REPORTS Also Present Mr. Arthur Dietz, Superintendent Mr. Todd D. Reitzel, School Business Administrator/Board Secretary Mr. Kevin Kanauss, Chief Academic Officer Al Marmero, School Solicitor Grace, Marmero & Associates 1. Superintendent Mr. Dietz thanked the Board for their service, highlighted their service records, and reviewed recent activities within the District. 2. Committees: a. Policy Linda Rosser, Chairperson Met this evening. Minutes to be distributed. One policy on the agenda tonight for approval. Reviewed upcoming Music Academy. Policies will be audited by New Jersey School Boards. Discussed varsity letters, student drop-offs for Pre-K-1 st grade, paraprofessional job description, narcan, and school lunch collections. 1

2 b. Personnel Laura Newcomb, Chairperson Nothing to report. Next meeting is in January. c. Curriculum Stacy Gray, Chairperson Met this evening. Minutes to be distributed. d. Finance Mark Getsinger, Chairperson Minutes were distributed. e. Buildings & Grounds Ed Kalinowski, Chairperson Minutes were distributed. Visited the High School to view the boiler. Ms. Rosser thanked the committee for discussing carpet replacements. f. Shared Services Laura Newcomb, Chairperson Nothing to report. Next meeting is in January. UNFINISHED BUSINESS NEW BUSINESS Mr. Kalinowski visited the Museum of American History and spoke about the possibility of having our High School students art exhibits displayed. He stated he is interested in visiting schools to view school lunch operations regarding collections policy. Mrs. Gray visited the Academies presentation. She stated it was well attended. She went to the School Boards meeting on Shared Services on November 29 th along with Mr. Getsinger and Ms. Rosser. Mr. Kalinowski remarked on the Jazz Band fundraiser at Villari s and stated it was great. Mrs. Kryszczak spoke about the JIF meeting that some Board Members attended. She stated that she did a walkthrough with Ms. Bradley at the High School and would like to visit other schools. Mr. McDevitt commented on how talented Mr. Cox is and how fortunate we are to have him involved in our music program. Mrs. Kryszczak spoke about things Mr. Porco is doing at the Middle School with the music program. PAYMENT OF BILLS Motion by Mr. McDevitt, seconded by Ms. Rosser, to approve the payment of the following bills, with funds available, per approval of the Superintendent and the Finance Committee (Bills List Attachment): Motion carried. 9 PUBLIC PORTION December 18, 2018 Mrs. Kryszczak opened the meeting for petitions from the floor. There were no comments from the public. RESOLUTION AUTHORIZING A MEETING CLOSED TO THE PUBLIC Motion by Mrs. Gray, seconded by Mrs. Newcomb, on the recommendation of the Superintendent to enter closed session at 7:31p.m. WHEREAS, N.J.S.A. 10:4-12 allows for a Public Body to go into closed session during a Public Meeting; and WHEREAS, the Board of Education of the Township of Deptford has deemed it necessary to go into closed session to discuss certain matters which are exempted from the Public; and WHEREAS, the regular meeting of this Board of Education will reconvene at the conclusion of closed session, at approximately 9:00 p.m. this evening. NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the Township of Deptford will go into closed session for the following reason(s) as outlined in N.J.S.A. 10:4-12: X X Any matter the disclosure of which constitutes an unwarranted invasion of individual privacy (HIB review); Any matter involving the employment, appointment, termination of employment, terms and conditions of employment, evaluation of the performance, promotion or disciplining of any specific prospective public officer or employee or current public officer or employee employed or appointed by the public body, unless all individual employees or appointees whose rights could be adversely affected request in writing that such matter or matters be discussed at a public meeting (Subject to the balancing of the public s interest and the employee s privacy rights under South Jersey Publishing, 124 N.J. 478, the employee(s) and nature of discussion is: Personnel. BE IT FURTHER RESOLVED that the Board of Education hereby declares that its discussion of the aforementioned subject(s) may be made public at a time when the Board Attorney advises the Board of Education that the disclosure of the discussion will not detrimentally affect any right, interest or duty of the School District or any other entity with respect to said discussion. BE IT FURTHER RESOLVED that the Board of Education, for the aforementioned reasons, hereby declares that the public is excluded from the portion of the meeting during which the above discussion shall take place and hereby directs the Board Secretary to take the appropriate action to effectuate the terms of this resolution. Action may be taken at the conclusion of closed session. Motion carried unanimously. RETURN TO PUBLIC SESSION Motion by Mr. McDevitt, seconded by Mrs. Gray, to return to public session at 9:40p.m. Motion carried unanimously. Motion by Mr. McDevitt, seconded by Ms. Rosser, on the recommendation of the Superintendent to approve the following Personnel Items #3a and #7d: 3. TRANSFERS a. Nikki Vogel, First Grade Teacher, voluntary transfer from Pine Acres Early Childhood Center to Deptford High School for the remainder of the school year. 7. OTHER d. Increase in MMS Athletic Coordinator stipend from board approved amount $4,094 to $6,988. This stipend is split between two people. Motion carried. 10 A RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF DEPTFORD CREDITING THE TENURE CHARGE WHEREAS, the Board of Education of the Township of Deptford (the Board ) is in receipt of a Notice of Charge of Conduct Unbecoming and Statement of Evidence issued to Nikki Vogel, a Teacher for the Pine Acres Early Childhood Center; and WHEREAS, in accordance with N.J.S.A. 18A:6-11 and N.J.A.C. 6A:3 5.1, the Board shall determine by majority vote of its full membership whether there is probable cause to credit the evidence in support of the charge and whether such charge, if credited, is sufficient to warrant dismissal or reduction of salary. NOW, THEREFORE, BE IT RESOLVED by the Board of Education for the Township of Deptford that: 1) The Board of Education for the Township of Deptford after considering the Notice of Charge, Statement of Evidence and Exhibits, and having reviewed the Statement of Position in Opposition to the Tenure Charge, has determined that probable cause exists to credit the evidence in support of the charge. 2) The President, Superintendent and/or other appropriate official is authorized to take all steps to effectuate the terms of this resolution. The foregoing Resolution was duly adopted at a Meeting of the Board of Education of the Township of Deptford held on the 18 th day of December, Motion carried.
