The meeting was called to order by Mrs. Susan David-Kryszczak at 7:00p.m. Statement: In accordance with the Sunshine Law: Notice of this meeting has been provided to the South Jersey Times, the Courier Post, the District Website, and the Municipal Clerk of the Township of Deptford to be posted in a public place. Appointment of William Blatchley, School Business Administrator/Board Secretary, as Qualified Purchasing Agent for using the bid limit of $40,000 as per the following resolution: WHEREAS, 18A:18A-3 permits a board of education to authorize its purchasing agent to award contracts that do not exceed in a contract year the annual limit as established by the Governor, and 4

5 WHEREAS, local boards of education have been advised by the Local Finance Board through Local Finance Notice that the Governor has authorized the following bid and quotation thresholds effective July 1, 2015: Bid Quotation Threshold Threshold With Qualified Purchasing Agent $40,000 $6,000 WHEREAS, the School Business Administrator possesses the designation of Qualified Purchasing Agent as issued by the Director of the Division of Local Government Services in accordance with N.J.A.C. 5:34-5 et seq.; and WHEREAS, the Deptford Township Board of Education desires to set its bid and quotation thresholds as provided in N.J.S.A. 18A:18A-3; NOW, THEREFORE BE IT RESOLVED that the Deptford Township Board of Education, pursuant to N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid threshold amount of $40,000 for the board of education, and its quotation threshold to $6,000; and it further authorizes William Blatchley, School Business Administrator/Board Secretary to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount. RESOLVED, that the governing body hereby appoints the School Business Administrator as the Qualified Purchasing Agent to exercise the duties of a purchasing agent pursuant to N.J.S.A. 18A:18A-2b, with specific relevance to the authority, responsibility, and accountability of the purchasing activity of the Board of Education. i. Move that William Blatchley be authorized to perform the duties of a Board Secretary for the Deptford Township Board of Education in accordance with Title 18 in force and effect. j. Appointment of William Blatchley as Custodian of Public Records (OPRA) until the BOE Reorganization Meeting in January, k. William Blatchley as Public Agency Compliance Officer (P.A.C.O.) to comply with the requirements of the Equal Opportunity in Public Contracts regulations. l. Clarence Rothmaller, Assistant Football Coach, effective August 16, 2017 for the school year at a stipend of $5,147 as per the applicable Unit agreement ( DEA contract, pending negotiations). m. Merritt Bowman, Assistant/Freshmen Football Coach, effective August 16, 2017 for the school year at a stipend of $4,309, as per the applicable Unit agreement ( DEA contract, pending negotiations). n. Tiffany Bradley for conducting Emotional Regulation classes during ESY at a rate of $30.00 per class (1 hour) for 5 weeks (June 26 July 27, 2017). o. All district teaching staff members, certified teacher aides and certified substitutes (who hold a CEAS, CE or Standard certificate), be approved for homebound instruction and tutoring for the school year, at a rate of $30.00 per hour. p. Lisanne Chapis to complete CST summer evaluations of special education students at a rate of $275 per case. q. The following staff to complete CST evaluations for special education students for the school year at a rate of $275 per case: Lisanne Chapis, Greg Hammer and Jennifer Wierski. r. Pavan Chary, Volunteer Marching Band Tech, effective August 16, 2017 for the school year. 5

Katherine Fucetola, substitute athletic trainer, for the school year at a rate of $35 per hour as needed in extenuating circumstances when district Athletic Trainer, is not available (e.g. medical emergency, leave of absence, etc.). This recommendation is not for daily absences. t. Employment of the following substitute bus drivers to be rehired for the school year, at a rate of $14.75 per hour as previously approved by the Board of Education: Dawn Mader John Holbrook u. Employment of the following substitute call-in bus aides to be rehired for the school year, at a rate of $9.50 per hour as previously approved by the Board of Education: Lee Ann Ayres Patricia Enderle v. All part time elementary BSI teachers to work full days on the following professional development days: 9/5/17, 9/29/17, 2/15/18, 3/12/18, 4/16/18 as well as the following early release days due to staff professional development: 9/28/17, 10/27/17, 12/8/17 1/31/18, 2/28/18. Teachers will be compensated for the full day at their prorated daily rate. w. Job description for Spartan Care Lead (New) as attached (Personnel Attachment 7w). Resolution to Appointment Fund Commissioner to the Schools Health Insurance Fund BE IT RESOLVED by the Deptford Township Board of Education that William Blatchley is hereby appointed as Fund Commissioner to the Schools Health Insurance Fund, effective July 26, 2017 through June 30, 2018, to represent the Deptford Township Board of Education. 2. Service Agreement with Interquest Detection Canines for the school year (Finance Attachment 2). 3. The agreement with Project Lead the Way for $5,000, which provides for the annual membership fee for the STEM Academies at Deptford Township High School as attached (Finance Attachment 3). 4. Mrs. Green asked with regards to Item #5 why we were approving bond counsel. Mrs. Morehead stated that bond counsel was approved in June, now the contract is being approved. Mrs. Green asked what we can do to fix the communication problems with students and parents regarding physicals. She suggested putting the information on the website. Mrs. Green asked if there was a determination yet regarding an Alumni section being included in the newsletter. Mrs. Morehead stated she would check with Dr. Ford. Mrs. Gray stated that she wants to make sure it is communicated that our school physician provides physicals for students who do not have insurance or a medical home. Mrs. Gray asked for an update on the new phone system. Mrs. Morehead stated she has heard of no issues. Mrs. Gray asked if we could make sure the classroom phones work prior to school opening. Mrs. Gray asked if we have received the state funding yet. Mrs. Morehead stated we did not. Mrs. Gray asked about the bus inspections. Mrs. Morehead stated that the inspections were taking place this week. Mrs. Gray asked what the process is for those schools that failed the lead water testing. Mrs. Morehead stated she would look into it. Mrs. Gray asked if there was any update on the pre-school aid that the state is offering. Mrs. Morehead stated that the district is applying. Mrs. Gray asked if we are looking for a transportation supervisor. Mrs. Morehead stated that Dr. Ford wasn t sure if the board wanted the position to be filled but that it could be discussed at a personnel meeting. Mrs. Gray asked if we ever found out what the public is allowed to be updated on regarding negotiations. Mrs. Machado, school solicitor, stated she would follow up. Mrs. Gray asked if there was an electrical update at the high school. Mrs. Morehead stated she would look into it. Mrs. Gray asked if there was an update on the Open Public Meetings Act with regards to how we word things for executive session on our agenda. Mrs. Machado stated that she will ask Dr. Ford to send out her response to the board 12

13 members. Mrs. Gray asked if the board could get a list of resignations and non-renewals. Mrs. Morehead stated, yes and that we could go through the list at a personnel meeting. Mrs. Gray thanked whoever updated the website. Mr. Kalinowski wanted to reiterate that when the new business administrator comes back he needs to keep the proper committees updated on the solar project. Mrs. David-Kryszczak stated that the sidewalks at Oak Valley have been completed and they look good. NEW BUSINESS Mrs. Gray stated that with regards to board goals, we had discussed how to get morale back in Deptford. She stated that she would like to forward an article regarding morale to Mrs. David-Kryszczak to forward to the board members. Mrs. Green mentioned for the board members to do the board assessment with regards to the Superintendent s evaluation. PAYMENT OF BILLS Motion by Mr. McDevitt, seconded by Mr. Kalinowski, to approve the payment of the following bills, with funds available, per approval of the Superintendent and the Finance Committee (Bills List Attachment): Payment of: Amount General Bills $2,681, Cafeteria Bills $70, Total Bills $2,751, Motion carried on all items except PO# Roll call vote (8-0). Motion carried unanimously. Linda Rosser asked if there was a finish date for the construction at Pine Acres and Shady Lane. Mrs. Morehead stated she did not know. Linda stated that she noticed there are air conditioners in every classroom window which faces the street at Oak Valley Elementary School. She would like to see the board discuss moving towards central air to save money. Ginny Alcott stated that the resignations are disheartening and she is concerned with the Director of Special Services resigning. She asked if there will be an interim. Mrs. Morehead stated that the job is posted. Ginny stated she is also concerned about the maintenance of the busses. Mrs. Morehead stated she would have an update at the next meeting.
