PERSONNEL New personnel employment appointments are contingent upon the required state and federal criminal history background checks in accordance with N.J.S.A. 116, P.L The Board authorizes the submission to the County Superintendent, as required, applications for emergency hiring and the applicants attestations that they have not been convicted of any disqualifying crime pursuant to the provisions of N.J.S.A. 18A:6-7.1 et. seq., N.J.S.A. 18A:39-17 et. seq., or N.J.S.A. 18A: et. Seq 1. The Board of Education employs substitute teachers, aides and nurses as per the below list at the compensation rates of $80/day (Non-cert), $85/day (Cert); $90/day (Non-cert after 10 days); $95/day (Cert after 10 days); $125/day for substitute nurses and $10.00/hr for substitute aides. 7 WHEREAS, in compliance with NJSA 18A:17-9, the secretary has certified that, as of the date of the report(s), no budgetary line item account has encumbrances and expenditures, which in total exceed the line item appropriation in violation of NJSA 18A:17-9, now, therefore, be it RESOLVED, the Board of Education accepts the above referenced reports and certifications subject to reconciliation of the secretary s report with the treasurer s report when received, and orders that it be attached to and made part of the record of this meeting, and be it FURTHER RESOLVED, in compliance with NJSA 18A:17-9 and NJSA 18A:17-36, the Board of Education certifies that, after review of the Board Secretary's and Treasurer s monthly financial reports (appropriation section) and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over-expended in violation of NJSA18A:17-9 and NJAS 18A:17-36, and that sufficient funds are available to meet the district's financial obligations for the remainder of the year. 4. The Board of Education approves the attached transfers within the budget pursuant to Policy The Board of Education approves the following resolution regarding the transfer of Current Year Surplus to Maintenance Reserve: WHEREAS, NJAC 6A:23A-14.3 and 14.4 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the Wharton Board of Education wishes to deposit anticipated current year surplus into a Maintenance Reserve account at year end, and WHEREAS, the Wharton Board of Education has determined that up to $200,000 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED, by the Wharton Board of Education that it hereby authorizes the district s School Business Administrator to make this transfer consistent with all applicable laws and regulations. 6. Upon the recommendation of the Superintendent, the Board of Education approves the following resolution regarding the transfer of Current Year Surplus to Capital Reserve: WHEREAS, NJAC 6A:23A-14.3 and 14.4 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the Wharton Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and WHEREAS, the Wharton Board of Education has determined that up to $2,000,000 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED, by the Wharton Board of Education that it hereby authorizes the district s School Business Administrator to make this transfer consistent with all applicable laws and regulations. 7 Agenda Wharton Borough Public Schools Board Meeting June 21, 2017
8 7. Upon the recommendation of the Superintendent, the Board of Education approves the transfer of an unexpended balance of $300,000 in the Unemployment Account to the Unemployment Reserve Account.
