Robert Stathers, P. Ag, Ret. 1. Call to Order The Agriculture Advisory Committee was called to order by Rod King at 3:03 p.m. 2. Adoption of Agenda It was MOVED and SECONDED THAT the Agriculture Advisory Committee adopt the agenda for the meeting held on March 11, 2015 as amended. CARRIED UNANIMOUSLY 3. Adoption of Minutes It was MOVED and SECONDED THAT the Agriculture Advisory Committee adopt the minutes of the March 11, 2015 meeting as circulated. CARRIED UNANIMOUSLY

3 4. Business Arising from Prior Meetings 4.1 Farm Status Benefit? The question was brought forward by Chris Harp if the City should be more proactive in promoting non-agriculture properties to claim farm status to receive a tax benefit. The Planning Manager addressed the question and stated that BC Assessment is the regulator. BC Assessment looks at the farm activity and revenue on the property. Currently, the City has no zoning impediments as urban agriculture has been added to the City s zoning. Chris Harp to review BC Assessment s regulations and provide further information at the next meeting. 5. New Business Naramata Road Subdivision The Long Range Planner provided an overview of the subdivision application. Prior to the owners paying more fees and the application being submitted to the ALC, staff are looking for feedback from this committee as variances and Council approval will be required. Roundtable discussion on the proposed subdivision and review of the plans ensued. The Agriculture Advisory Committee agreed more information was needed and requested that the Owners provide the additional information at next meeting. 5.2 Business Licence for Farm Sales The Planning Manager presented information regarding business licences. The City intends to notify properties that currently operate businesses in agricultural areas within the City of Penticton of the requirement for a business licence. Staff are looking for direction from this committee with respect to participation in this program. Benefits from participation include an online presence and more accurate statistics and contact information. Roundtable discussion ensued. The Agriculture Advisory Committee s recommendat6ions included providing an option for a seasonal licence, first year free and exemption for growers and wholesalers. Businesses involved in direct sales and finished products should have a licence. The Planning Manager to forward recommendations to the Business Licence department. 5.3 Bob Stathers 630 Munson Mountain Road Mr. Staters, a retired professional agrologist, requested that the Agriculture Advisory Committee revisit their decision on the use for 630 Munson Mountain Road. Roundtable discussion regarding the property ensued. Committee members recommended a site visit and a review of the staff presentation of the proposed BMX track at the next regular meeting. The site visit to be scheduled for April 22, 2015 at 4:00 p.m. 6. Council Outcome Council Resolution 215/2015 and 216/2015 from the minutes dated March 11, 2015 were received. Ag, Ret 1. Call to Order The Agriculture Advisory Committee was called to order by Rod King at 4:05 p.m. 2. Business Arising from Previous Meetings Munson Mountain Road Site Tour Members, staff and guest toured the property. Committee discussion ensued on agricultural potential for this site. It was MOVED and SECONDED THAT the Agriculture Advisory Committee rescind their motion of March 11, 2015 that Council support the application to the ALC for an amendment to the current approval for 630 Munson Mountain Road to allow for a BMX track instead of a ball diamond subject to conditions to minimize the impact to neighboring agriculture properties. Motion to rescind CARRIED Heather Shedden and Charlie Utz, Opposed

6 It was MOVED and SECONDED that the Agriculture Advisory Committee recommends to Council: THAT the City reassess the agricultural capabilities of 630 Munson Mountain Road prior to any decision to alter the use of the lands.
