Cervantez, C:i.!Y Manager -;,-z:..- Amy Diaz, City Clerk City Council " Agency" Representative List Recommendation 1) Review the City of Rancho Santa Margarita City Council " Agency" Representatives List, provide direction to staff regarding any changes that are necessary for appointments on the list, if any, and by motion approve the City Council " Agency" Representatives List, as may be revised by the City Council. 2) Direct the City Clerk to prepare and post an updated Fair Political Practices Form 806 to reflect all paid appointments to " Agency" Boards, Committees, and/or Commissions in accordance with State law. Background and Discussion The City Council is required to make appointments to various outside governmental agencies, boards and committees for which the City has representation. New appointments or reappointments of delegates and alternates are historically made at this time for the ensuing year. Delegates that are appointed are required to attend meetings as the City's representative. Alternates attend meetings, as needed, in the delegate's absence. Appointments made in December 2015 will become effective January 1, A list of agencies to which appointments are made is attached (Attachment A). The City's representative list includes a brief description of each agency, the designated City Council representative that served in 2015, meeting times and locations. The following information pertains to the regular and routine communication as it relates to City Council Committee assignments as designated in City Council Policy No. 1.4; 12/9/15 Item No. 8.1

City Council Policy No City Council Policy Number 1.4 establishes regular and routine communication as it relates to City Council Committee assignments and reporting (Attachment B). As noted previously, the policy states that in the event that there are no Council Members who are assigned a specific committee, the Mayor has the authority to appoint a City Council Member as a representative to that committee. The policy also states that in the event that more than one Council Member expresses an interest in being a representative to a committee, the selection of the representative shall be put to a vote of the Council. Orange County Fire Authority Board of Directors On December 10, 2014, the City Council appointed Council Member Carol Gamble to serve as the City's representative, and Mayor McGirr to serve as Alternate, to the Orange County Fire Authority's Board of Directors. On October 15, 2015, the Orange County Fire Authority's Board of Directors amended the Board Rules of Procedure to discontinue the use of Board alternates. According to the Orange County Fire Authority's Joint Powers Agreement, appointment of the Director to the Fire Authority's Board of Directors is to be formalized by a resolution, which approval will require a recorded majority vote of the total membership of the City Council. If the City Council chooses to not change its representation, then a resolution does not need to be adopted. Fair Political Practices Commission Form 806 Lastly, the Fair Political Practices Commission approved Regulation which was amended March Per the regulation, each agency must post on its website a single Form 806 which lists all the paid appointed positions. When there is a change in compensation or a new appointment, Form 806 is updated promptly to reflect the change. In anticipation of amendments to the City's Agency List, the City Clerk's Office, as is required in the regulation, posted Form 806 on the City's website on December 4, 2015 (Attachment C). Once the representatives have been selected, Form 806 will once again be amended to reflect the new appointments, and posted, as required in the regulation. In order to facilitate the appointment process, staff recommends that the City Council forward individual preferences for appointments to the City Manager on or before Monday, December 7, 2015, by 5:00 p.m. These responses will be compiled and made available to the Mayor at the December 9, 2015, meeting.

9 Page 9 CITY OF RANCHO SANTA MARGARITA Policy Number: 1.4 City Council Policy Subject Effective Date: PURPOSE City Council Committee Assignments And Reporting Council Action Page: 1 of 1 The purpose of this Policy is to establish regular and routine communication as it relates to City Council Committee assignments and reporting. BACKGROUND The City Council annually, or otherwise as necessary, assigns its Members to various Committees as a City representative. While the various Committees meet at different times of each month or year, responsibility for communicating the City's interests to each individual Committee and the Committee's activities to the City Council, rests with each individual City Council Member. POLICY The City Council reviews its Committee assignments during the first meeting in December, with any changes effective on the first day of each new year. Committee assignments may also be reviewed and/or changed throughout the year as the need arises. The Mayor shall be responsible for appointing a Council Member as the representative to a Committee in the event that there are no Council Members who want to be assigned to that Committee. In the event that more than one Council Member expresses an interest in being a representative to a Committee, the selection of the representative shall be put to a vote of the Council. City Council public meetings are the avenue for City Council Members to report on their various assignments. All Committees that meet on a regularly recurring schedule will be listed on each City Council agenda. Committees that meet infrequently will be listed as necessary. ATTACHMENT B
