Presentation of Resolutions of Appreciation for Employees of the Month for August 2016 Present Orange County Transportation Authority Resolutions of Appreciation Nos , , to Manh Tran, Coach Operator; Charles Henke, Maintenance; and Regie Peaslee, Administration, as Employees of the Month for August Consent Calendar (Items 2 through 11) All matters on the Consent Calendar are to be approved in one motion unless a Board Member or a member of the public requests separate action on a specific item. Orange County Transportation Authority Consent Calendar Matters 2. Approval of Minutes Approval of Orange County Transportation Authority and affiliated agencies regular meeting minutes of August 8, New York Meetings Update Kirk Avila/Andrew Oftelie Since the early 1990 s, the Orange County Transportation Authority has maintained an active investor relations program. As part of this program, each year the Orange County Transportation Authority conducts a series of meetings with the rating agencies and investors in New York, New York. Agreement to Purchase Electronic Readers to Validate Mobile Tickets Catherine Whitmore/Andrew Oftelie The Orange County Transportation Authority is making it more convenient for bus customers to purchase bus passes, obtain trip information, and board buses using smart phone devices to display bus passes as proof of payment. A request for proposals was issued to equip the fixed-route fleet with electronic readers to validate mobile tickets when customers present bus passes on their smart phones. A. Approve the selection of INIT Innovations in Transportation, Inc., as the firm to provide and install electronic stand-beside readers to validate mobile tickets. B. Authorize the Chief Executive Officer to negotiate and execute Agreement No. C between the Orange County Transportation Authority and INIT Innovations in Transportation, Inc., in the amount of $2,392,325, for the purchase and installation of electronic stand-beside readers to validate mobile tickets for a two-year initial term with five, one-year option terms for extended warranty. 5. Approval to Release Invitation for Bids for Liquefied Natural Gas Fuel Virginia Abadessa/Andrew Oftelie On February 22, 2016, the Orange County Transportation Authority Board of Directors authorized an amendment to exercise the first option term with the current liquefied natural gas supplier, Applied LNG Technologies, LLC through May 31, In July 2016, the Orange County Transportation Authority received an unsolicited proposal offering potential cost savings regarding the purchase and delivery of renewable liquefied natural gas. Staff is seeking approval to release an invitation for bids for the supply of liquefied natural gas fuel. Approve the release of Invitation for Bids for the supply and delivery of liquefied natural gas fuel for an eight-month term through May 31, Page 3

Excess Workers Compensation Insurance Policy Al Gorski/Maggie McJilton The Orange County Transportation Authority currently has an excess workers compensation insurance policy with Arch Insurance Company. This policy will expire on October 1, Authorize the Chief Executive Officer to negotiate and execute Purchase Order No. A35606 in the amount of $525,000, to Marsh Risk and Insurance Services, Inc., to purchase excess workers compensation insurance on behalf of the Orange County Transportation Authority for the policy period of October 1, 2016 to October 1, Excess Liability Insurance Renewal Al Gorski/Maggie McJilton The Orange County Transportation Authority currently has excess liability insurance policies with Insurance Company of the State of Pennsylvania, Great American Insurance Company, and Arch Specialty Insurance Company. These policies will expire on November 1, Authorize the Chief Executive Officer to negotiate and execute Purchase Order No. A35604, in the amount of $700,000, to Marsh Risk and Insurance Services, Inc., to purchase excess liability insurance on behalf of the Orange County Transportation Authority for the policy period of November 1, 2016 to November 1, Page 4

Agreements for Health Insurance Services Edith Avina/Maggie McJilton The Orange County Transportation Authority currently has agreements with various companies to provide medical and dental plans for administrative employees and employees represented by the Transportation Communications International Union. These agreements expire on December 31, Staff is presenting recommendations for medical and dental plans for calendar year A. Authorize the Chief Executive Officer to negotiate and execute Amendment No. 1 to Agreement No. C between the Orange County Transportation Authority and California State Association of Counties Excess Insurance Authority for Kaiser Permanente Health Plan, Inc., on a cost per employee basis, for prepaid medical services through December 31, The annual 2017 Kaiser Permanente Health Plan, Inc., premium cost will vary in accordance with actual enrollment. B. Authorize the Chief Executive Officer to negotiate and execute Amendment No. 1 to Agreement No. C between the Orange County Transportation Authority and California State Association of Counties Excess Insurance Authority for Anthem Blue Cross, on a cost per employee basis, for prepaid medical services through December 31, The annual 2017 Anthem Blue Cross health maintenance organization premium costs will vary in accordance with actual enrollment. C. Transit Division Performance Measurements Report for the Fourth Quarter of Fiscal Year Toan Tran/Beth McCormick The Orange County Transportation Authority operates fixed-route bus and demand-response paratransit service throughout Orange County and into neighboring counties. This report summarizes the performance measures for the transit services provided during the fourth quarter of fiscal year These performance measures gauge the safety, courtesy, reliability, and overall quality of the public transit services provided. Receive and file as an information item. Orange County Local Transportation Authority Consent Calendar Matters 10. Rail Programs and Facilities Engineering Quarterly Report Jennifer Bergener/Jim Beil The Rail Programs and Facilities Engineering departments are responsible for the Orange County Transportation Authority s rail project development, rail capital programs, rail operations, and transit facilities engineering projects. This report provides an update on rail and facilities engineering programs through the fourth quarter (April, May, and June) of fiscal year Receive and file as an information item. Page 7

Approval to Release Request for Proposals for Construction Management Services for Placentia Metrolink Commuter Rail Station Project Lora Cross/Jim Beil The Orange County Transportation Authority has developed a request for proposals to initiate a competitive procurement process to retain a construction management firm to manage construction of a Metrolink station in the City of Placentia. A. Approve the proposed evaluation criteria and weightings for Request for Proposals for the selection of a construction management consultant for the Placentia Metrolink Commuter Rail Station Project. B. Approve the release of Request for Proposals for construction management services for the Placentia Metrolink Commuter Rail Station Project. Regular Calendar Orange County Local Transportation Authority Regular Calendar Matters 12. OC Streetcar Project Revised Capital Funding Plan Adriann Cardoso/Kia Mortazavi On August 16, 2016, the California State Transportation Agency announced an award of a $25.52 million Transit and Intercity Rail Capital Program grant to the OC Streetcar Project. An updated funding plan, as well as an authorizing resolution to accept the grant, is presented for approval to incorporate the recommended state funding. Page 8

Adopt the Orange County Transportation Authority Resolution authorizing the Chief Executive Officer, or designee, to accept the $25.52 million grant award and execute grant-related agreements with the California State Transportation Agency, and the California Department of Transportation as the administrative agency of the Transit and Intercity Rail Capital Program. B. Approve the redirection of $9.17 million in Federal Transit Administration Section 5307 funds from the Anaheim Regional Connector Project to the OC Streetcar Project, increasing Federal Transit Administration Section 5307 funds from $4.09 million to $13.26 million. C. Approve the use of up to $5.32 million in Measure M2 Project S funds, increasing Measure M2 funds from $51.83 million to $57.15 million. D. Approve the revised Capital Funding Plan and authorize staff to make all necessary amendments to the Federal Transportation Improvement Program, and execute any required agreements or amendments to facilitate the recommendation above. 13. OC Streetcar Stop Design Criteria Kelly Hart/Jim Beil The OC Streetcar design is 30 percent complete and the conceptual design is being developed for the ten stops along the 4.15 mile streetcar route in the cities of Santa Ana and Garden Grove. Staff is seeking Board of Directors approval for the initial set of design criteria for further development of the stop design. A. Approve the OC Streetcar stop design criteria and direct staff to continue to develop the stops based upon approved criteria. B. Direct staff to return to the Board of Directors to seek feedback on the conceptual design of the OC Streetcar stops. Page 9

10 Orange County Transportation Authority Regular Calendar Matters 14. Fare Study Sean Murdock/Andrew Oftelie The Orange County Transportation Authority s OC Bus 360 Plan contains several initiatives to increase bus system ridership. One of the initiatives within the plan is an evaluation of Orange County Transportation Authority s fare policy. A fare policy study has been conducted, and a set of changes to improve Orange County Transportation Authority s fare policy is being recommended. A. Direct staff to conduct a public hearing on recommended changes to Orange County Transportation Authority s fare policy. B. Direct staff to reduce the cost of the Day Pass from $5.00 to $4.00 on a six-month promotional basis beginning with the October 9, 2016 service change. C. Direct staff to use Low Carbon Transit Operations Program funds to backfill the loss of fare revenue during the six-month promotional period. Discussion Items Chief Executive Officer's Initiatives and Action Plan Second Quarter Report Darrell Johnson At the end of each quarter of the calendar year, the Chief Executive Officer (CEO) discusses the activities and accomplishments from the 2016 CEO Initiatives and Action Plan with the Board of Directors. This report summarizes the second quarter activities of calendar year 2016 (April through June). The CEO Initiatives and Action Plan directly support the values, vision, mission, and goals of the Orange County Transportation Authority Strategic Plan and 2016 OCTA Board Strategic Initiatives.
