1 CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA ITEM NO AGENDA TITLE: Review Council Appointments to Regional Boards, Commissions, and Committees MEETING DATE: January 14, 2015 PREPARED BY DEPARTMENT HEAD: Jason Lindgren, City Clerk RECOMMENDED ACTION: Review Council appointments to Regional Boards, Commissions, Ad Hoc Committees, and Committees, and provide direction. BACKGROUND INFORMATION: The City of Elk Grove is represented on various boards, commissions, and committees as a means of achieving fair representation throughout the region. Current appointments are displayed on the Summary Roster marked as Attachment 1. NOTE: Representation on the Sacramento County Criminal Justice Cabinet is concurrent with Mayoral term. The Elk Grove Unified School District 2x2 has traditionally been comprised of the currently serving Mayor and Vice Mayor. The Sacramento Area Commerce and Trade Organization (SACTO) seats for director-at-large and alternate were designated to run concurrently with the Mayor and Vice Mayor by Resolution No A Master Roster of local and regional bodies is included with this report as Attachment 2, and includes the dates, times, and location of meetings, as well as a brief background narrative, current assignments, and contact information. This listing also includes information on City Ad Hoc committees. 1 SACTO will be absorbed under the new Greater Sacramento Area Economic Council. 1

This form must list all the paid appointed positions and must be posted to an agency s website prior to a vote (or consent item) to appoint a governing board member to a paid position on another agency. The current Form 806 (Attachment 3) is posted on the City s website. As information included on Form 806 changes (number of scheduled meetings, rate of compensation, or membership), amendments shall be made promptly and updated on the City s website. 2

3 Elk Grove City Council January 14, 2015 Page 3 of 3 The Mayor, with the approval of the City Council, shall make all appointments to boards, commissions, and committees, unless otherwise specifically provided by statute. Per governing state statutes, the following appointments are made by the participating jurisdiction s city council: Sacramento Regional County Sanitation District; Sacramento Area Sewer District; Sacramento Metropolitan Air Quality Management District; and Sacramento Transportation Authority Following this procedure, appointments may be made by the Mayor (or City Council as applicable) to the vacant positions identified above and/or to the other boards, commissions, and committees upon which Elk Grove has representation. If no changes are made, the current representatives will remain in place. Those vacated positions would remain vacant until an appointment is made. Resolution(s) will be prepared in accordance with Council direction. FISCAL IMPACT: None. ATTACHMENTS: 1. Channel Street in Stockton, two or three times per year in the morning for approximately two hours. Background/Information: The Central Valley Express rail service would offer at least four trains daily into Sacramento from Modesto. (No compensation.) 8 CAPITAL SOUTHEAST CONNECTOR JOINT POWERS AUTHORITY BOARD OF DIRECTORS The JPA Board normally meets on the 2 nd Friday of every month at 8:30 a.m. at the City of Rancho Cordova Council Chambers, 2729 Prospect Park Drive, Rancho Cordova. Background/Information: In December 2006, the Cities of Elk Grove, Folsom, and Rancho Cordova and El Dorado and Sacramento Counties collaborated to form a joint powers authority (JPA) to proceed with planning, environmental review, engineering design, and development of the Elk Grove-Rancho Cordova-El Dorado Connector Project (the Connector). The JPA assumed responsibility for the project from the Sacramento Area Council of Governments, which oversaw the project through its early stages. Note: One Director and one Alternate are to be appointed by each member for its governing body. (No compensation.) A private, nonprofit, and member-supported organization, SACTO serves six counties El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba and 23 cities. Its primary focus is to assist companies throughout the business relocation and site selection processes. (No compensation.) 9 SACRAMENTO AREA COUNCIL OF GOVERNMENTS BOARD OF DIRECTORS Meets 3 rd Thursday each month at 9:30 a.m., 1415 L Street, Sacramento Background/Information: SACOG is an association of local governments (22 cities and the counties of El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba). SACOG provides transportation planning and funding for the region and serves as a forum for the study and resolution for regional issues. In addition to preparing the region s long-range transportation plan, SACOG approves the distribution of affordable housing in the region and assists in planning for transit, bicycle networks, clean air and airport land uses. ($100 stipend per meeting; mileage if claimed.) (Form 700 required; include secondary agency info: Capitol Valley Regional Service Authority (Capitol Valley SAFE, CVRS). Background/Information: A LAFCo is a countywide Commission required in each California county. Its goal is to ensure the orderly formation of local governmental agencies, to preserve agricultural and open space lands, and to discourage sprawl. LAFCo governs: 1) annexations of cities and special districts, 2) formation of new agencies, 3) incorporation of new cities and districts, 4) consolidation or reorganization of special districts and/or cities, 5) municipal service reviews, and 6) spheres of influence updates. ($100 stipend per meeting.) 10 SACRAMENTO COUNTY CRIMINAL JUSTICE CABINET EXECUTIVE COMMITTEE Meets the 2 nd Thursday of January, April, July, and October at 8:30 a.m. at th Street, Sacramento, 6 th Floor, Dept 46. Background/Information: The principal mission of the Cabinet is to study the Sacramento County juvenile and criminal justice system, identify deficiencies, formulate policy, plans and programs for change when opportunities present themselves. In addition, its mission is to communicate and present planning, financial, operational, managerial, and programmatic recommendations to the agencies represented on the Cabinet. Background/Information: The Air Quality District was created pursuant to State Health & Safety Code Section The District is responsible for developing plans and regulations, enforcement, monitors air quality; reviews land use and transportation-related projects to minimize air quality impacts, etc. The District is governed by a 14 member Board of Directors (5 County Board of Supervisors, 4 Sacramento City Council Members, and 1 each from the City Councils of Citrus Heights, Elk Grove, Folsom, Rancho Cordova, and 1 member representing Galt and Isleton). 11 SACRAMENTO METROPOLITAN CABLE TELEVISION COMMISSION BOARD OF DIRECTORS Meets the 1 st Thursday each month at 2:30 p.m. at 700 H Street, Room 1450, Sacramento (County Board of Supervisors Chamber). Background/Information: The Commission exists to administer cable television franchise and licenses in Sacramento County; assist customers in resolving their cable concerns; monitor community programming and grantee funding; and operate the local government cable channel (Metro Cable). The Commission is a joint powers agency representing seven member jurisdictions: County of Sacramento and cities of Sacramento, Citrus Heights, Elk Grove, Rancho Cordova, Folsom, and Galt. There are 11 members on the Board: Five members from the County Board of Supervisors, three members from the Sacramento City Council, one member from the Citrus Heights Council, one member from the Elk Grove Council, and one member is appointed as a representative for Rancho Cordova, Folsom, and Galt. Background/Information: The Sacramento Public Library Authority is a joint-powers authority comprised of the County of Sacramento and the Cities of Citrus Heights, Elk Grove, Galt, Isleton, Rancho Cordova, and Sacramento. The purpose of the Sacramento Public Library Authority Board is to provide information services to the citizens of Sacramento County. The Authority has power to exercise jointly the common powers of its parties, as outlined in JPA Agreement and Sacramento City Council Resolution , Each Party has in common the power to study, plan for, develop, finance, acquire, construct, maintain, repair, manage, operate and control public library facilities. 2. 12 SACRAMENTO REGIONAL COUNTY SANITATION DISTRICT BOARD OF DIRECTORS - Meets 2 nd and 4 th Wednesday of each month at 9:30 a.m. at 700 H Street, Room 1450, Sacramento (County Board of Supervisors Chamber). Background/Information: As a public agency serving multiple jurisdictions, the Sacramento Regional County Sanitation District (SRCSD) is governed by a 16-member Board of Directors. The Board includes the five members of the Sacramento County Board of Supervisors, a representative from the Yolo County Board of Supervisors, and the mayors (or their designees) of the cities of Citrus Heights, Elk Grove, Folsom, Rancho Cordova, Sacramento and West Sacramento. Note: City representatives attend two meetings: 1) Sacramento Regional County Sanitation; 2) Sacramento Area Sewer District. ($100 stipend for each meeting.) RT is governed by an 11 member Board of Directors (4 members of the Sacramento City Council, 3 members of the County Board of Supervisors, and 1 member each from the City Councils of Rancho Cordova, Citrus Heights, Elk Grove, and Folsom). 13 SACRAMENTO TRANSPORTATION AUTHORITY / SACRAMENTO ABANDONED VEHICLE SERVICE AUTHORITY Governing Board meets the 2 nd Thursday of each month at 1:30 p.m. at 700 H Street, Ste. 1450, Sacramento (County Board of Supervisors Chamber) Background/Information: The STA was created in 1988 when Sacramento County s electors approved Measure A (half-percent sales tax for transportation improvements). The STA is a local transportation authority pursuant to California Public Utilities Section et seq. The STA Governing Board consists of 15 members (5 County Board of Supervisors, 4 Sacramento City Council, and 1 each from the City Councils of Citrus Heights, Elk Grove, Folsom, Galt/Isleton, and Rancho Cordova). 14 (January 24, 2007) COUNCIL AD HOC COMMITTEES / SUBCOMMITTEES Agenda Item No. 7.02: Review Council appointments to regional boards, commissions, and committees Motion: M/S Leary/Cooper to appoint Council Member Davis to serve on the Council Ad-Hoc Committee for CSD Litigation Mediation (which later became the 2 x 2 Commission with the Cosumnes Community Services District). The motion passed by the following vote: Ayes: 5; Noes: 0. (December 10, 2008) Agenda Item No. 8.06: Review Council appointments to regional boards, commissions, and committees City Council discussion resulted in appointment of Council Member Detrick to serve on the 2 x 2 Commission with the Cosumnes Community Services District.
