1 CITY OF FORT ATKINSON City Council Minutes ~ December 15, 2015 CALL MEETING TO ORDER. Pres Kotz called the regular meeting of the City Council to order at 7:00 pm on December 15, ROLL CALL Present: Cm. Becker, Cm. Hartwick, Cwmn. LaMuro, Cm. Lescohier and Pres. Kotz. Also present: City Manager, City Attorney, City Engineer and City Clerk/Treasurer. APPROVAL OF MINUTES OF DECEMBER 1, 2015 REGULAR COUNCIL MEETING Cwmn. LaMuro moved to approve the minutes of the December 1, 2015 regular council meeting. Cm. Becker seconded the motion and carried. PUBLIC HEARINGS None. PUBLIC COMMENT None. PETITIONS, REQUESTS AND COMMUNICATIONS None. RESOLUTIONS AND ORDINANCES a. Ordinance amending zoning of vacant lot across from Klement Business Park on Janesville Avenue from R-3 (multi-family and office district) to C-3 (General Commercial). Manager Trebatoski stated this is the second reading of the ordinance to rezone property. The rezoning was requested by the owner. Cm. Hartwick moved, seconded by Cm. Becker to move the ordinance to its third reading. Motion carried. REPORTS OF OFFICERS, BOARDS AND COMMITTEES a. Building, Plumbing and Electrical Report for November, b. Minutes of Finance Committee meeting held December 10, c. Minutes of Closed Finance Committee meeting held October 22, d. Minutes of Closed Finance Committee meeting held October 29, e. Minutes of Closed Finance Committee meeting held November 14, f. Minutes of Closed Finance Committee meeting held December 1, Cwmn. LaMuro motioned, seconded by Cm. Hartwick to accept and file. Motion carried. UNFINISHED BUSINESS a. Recommendation from Finance Committee to approve two-year contract with Wisconsin Professional Police Association employees.
2 Manager Trebatoski reviewed the recommendation to approve the contract with the WPPA. The proposed agreement includes adjustments to the employee s portion of health insurance, wage increases and clothing allowances. Cm. Lescohier moved to approve the recommendations from the Finance Committee to approve the two-year contract with Wisconsin Professional Police Association employees. Seconded by Cm. Hartwick and carried on a roll call. b. Recommendation from Finance Committee to approve wage adjustments for 2016 for all nonrepresented full time and part time employees. Manager Trebatoski provided the recommendations for wage increase for all non-represented full time and part time employees. Cwmn. LaMuro made a motion to approve the recommendation from the Finance Committee to approve wage adjustments for 2016 for all non-represented full time and part time employees. Motion seconded by Cm. Becker and carried on a call of the roll. c. Recommendation from Finance Committee to approve changes to Employee Handbook. Manager Trebatoski discussed the requests for changes to the Employee Handbook. Changes included internal job postings, increasing those considered immediate family, overtime, flex spending, performance reviews and vehicle allowance. Cm. Hartwick moved, seconded by Cm. Lescohier to approve the recommendations from the Finance Committee to approve changes to the Employee Handbook. Motion carried on a roll call vote. NEW BUSINESS a. Update from Chamber of Commerce on Annual Tourism Report and Budget. Executive Director Carrie Chisholm and Marketing and Communications Manager Jennifer Welsh were present to review the annual tourism report and budget with the City Council. Discussion continued on recent Room Tax Law changes. The Chamber, under new guidelines, would not qualify as a Tourism Entity as they do not spend 51% of total revenue on tourism promotion and development. The funds are targeted towards a transient audience looking to stay overnight in the community for specific events or attractions. Cm. Lescohier moved to accept and file the annual tourism report and budget from the Chamber of Commerce. Cm. Becker seconded the motion and carried. b. Review and approve quote for sewer repair on Elm Street City Engineer discussed the collapse of a section of Elm Street where 8 clay sewer exists. The current length of sewer is +/- 755 lineal feet. Lining the sewer is lesser cost than digging and replacing. Two quotes received and Staff recommends the quote from Visu-Sewer as they use hot water to inflate the liner. The final cost could range from $27,047-$35,672 depending on the final length and any contingencies.
3 Cm. Lescohier made a motion to approve the quote for sewer repair on Elm Street from Visu- Sewer not to exceed $35,672. Cm. Becker seconded and carried on a roll call vote. MISCELLANEOUS a. Granting operator licenses. Motion made by Cm. Becker, seconded by Cm. Hartwick to approve operator licenses as presented. Motion carried. b. Adjourn to closed session after regular City Council meeting pursuant to Sec (1)(c), WI Statutes, to conduct City Manager appraisal. Cm. Lescohier Moved to adjourn to closed session after the regular City Council meeting pursuant to Sec (1)(c), WI Statutes, to conduct City Manager appraisal. Seconded by Cwmn. LaMuro and carried on a roll call vote. c. City, Sewer, Water and Stormwater Utility Financial Statements as of November 30, Cm. Becker moved to accept and file the City, Sewer, Water and Stormwater Utility Financial Statements as of November 30, Cwmn. LaMuro seconded and carried. d. Appointment of Election Inspectors for Clerk Ebbert stated that election inspectors are approved on a two year cycle. Training is provided to all inspectors prior to all elections. Cm. Hartwick moved, seconded by Cwmn. LaMuro to approve the appointment of election inspectors for the election cycle. CLAIMS, APPROPRIATIONS AND CONTRACT PAYMENTS a.
