1 MINUTES THE BOARD OF EDUCATION OF THE EAST CLEVELAND CITY SCHOOL DISTRICT REGULAR BOARD MEETING SHAW HIGH SCHOOL AUDITERIA 7:00 P.M. MONDAY, JUNE 9, 2014 For the record The first member listed among the roll call represents the member who made the motion; the second member listed among the roll call represents the member who seconded the motion. I. CONVENE REGULAR MEETING II. ROLL CALL-BY TREASURER Present: Dr. Una H.R. Keenon, Ms. Eve Lynn Westbrooks, Ms. Gloria Avery-Prease, Dr. Blochowiak and Tiffany Fisher. Absent: Also Present: Mrs. Myrna Loy Corley, Superintendent Mrs. Mary Ann Nowak, Treasurer/CFO III. APPROVAL OF MINUTES AMEND MAY 12, 2014 MINUTES AS FOLLOWS: 109/14 Whereas there has never before been a category entitled Late Entry, and Whereas the entry time 7:02 p.m. was not included, and REGULAR MEETING: May 12, 2014

2 Whereas board members have frequently been late, and Whereas the board has waited as long as 45 minutes for the late board members, and Whereas the special circumstances of the Late Entry were not included, and Whereas board member, Tiffany Fisher had experienced the loss of her infant grandchild only two days before the board meeting, Whereas board member Patricia Blochowiak stopped to give additional condolences to her as she entered the board meeting, this making the two of them two minutes late, and Whereas adding new categories never before used I order to specifically harass board members is not consistent with either good board relations or our anti-bullying policy, therefore; Be it resolved that the minutes of the May 12, 2014, Regular Board Meeting be amended to delete the Late Entry category. Dr. Blochowiak and Ms. Fisher. Dr. Keenon, Ms. Westbrooks and Ms. Avery-Prease. The Motion failed. THE FOLLOWING ARE DR. BLOCHOWIAK S COMMENTS: The minutes of the May 12, 2014, Regular Board Meeting contains numerous irregularities. 1. There is a new category entitled, Late Arrival. Treasurer s Comment: This is not a new category. The Treasurer always denotes arrival time when the members arrive late. 2. Also Present does not include the name of the Treasurer, as it usually does. Treasurer s Comment: This was inadvertently left off and will be corrected. 3. There is a successful motion to amend the Minutes of the April 14, 2014 meeting, but the minutes were not approved as amended. Treasurer s Comment: This statement is correct. The did not approve the amendment and the minutes reflect accurately. 4. The Trillium Environmental Science Award was presented to Rymarkable Huston-Crane. Honorable Mentions went to Brandon Clancy, Kaelyn Brown, and Tre von Sumbry. Treasurer s Comment: The addition to the agenda for Trillium Science Award exists in the minutes, however; the student names could not be heard. 2

3 5. Page 8 is a letter sent to Mrs. Nowak that was not presented to the board at the meeting. Treasurer s Comment: This letter supports the Resolution on Page #7. 6. Page 9 is too small to be easily read, even though it takes up such a small part of the page that it could have be enlarged. Treasurer s Comment: This report is small in print and is in support of the Resolution on page 7. It is essential that our minutes be an accurate legal record of our actions. The frequent inaccuracies, errors and omissions reflect poorly on our board. APPROVAL OF MINUTES 110/14 REGULAR MEETING: May 12, 2014 Ms. Avery-Prease, Dr. Keenon and Ms. Westbrooks and Ms. Fisher. APPROVAL OF MINUTES 111/14 AMEND MAY 28, 2014 MINUTES AS FOLLOWS: 111/14 Whereas, the minutes of the May 12, 2014 Regular Board Meeting include a new item entitled Late Arrival and Whereas, this category must be used in the same way for all Board Members, therefore, Be it resolved, that the minutes of the May 28, 2014, Special Board Meeting be amended to include the Late Arrival category and list Ms. Gloria Avery-Prease, who arrived at 6:41 p.m. Dr. Blochowiak, Ms. Fisher and Ms. Westbrooks. Dr. Keenon and Ms. Avery-Prease. The Motion carried. ACCEPT MAY 28, 2014 MINUTES AS AMENDED: 112/14 SPECIAL MEETING: May 28, 2014 Dr. Blochowiak, Ms. Westbrooks, Dr. Keenon, Ms. Avery-Prease. 5 Dr. Patricia Blochowiak 6/9/12 Comment 1: I would like to request copies of the recordings of the 5/12/14 and 5/28/14 Board meetings as well as all meetings in the future until I am assured that the problem with inaudible or otherwise inadequate recordings is resolved. Since our written minutes are inadequate because they do not contain the information required by the Sunshine Law telling the general public how decisions are made, it is especially important that we have adequate recordings. I have received a number or recordings that were entirely blank and have been informed that our recording process does not work reliably. Dr. Patricia Blochowiak 6/9/12 Comment 2: I request the full cost of the picnic/rally that was held as part of last year s school board retreat. This should include payments for all food, services, items, board attendance, etc. along with the names and payees. I would like to receive this information via . Dr. Patricia Blochowiak 6/9/12 Comment 3: I hereby request copies of all the legal opinions rendered by Donna Andrew, as well as any other lawyer, whether from Pepple and Wagoner or by any other law firm, since I joined the Board. I would like to receive this information via . I understand this request is rather large, I anticipate receiving all legal opinions written within the last three months sent in the next week. I would like to continue receiving all opinions via at the same time as they are sent to the Board President. Tiffany Fisher 6/9/12 Comment 1: When a public body holds a special meeting to discuss particular issues, the statement of the meeting s purpose must specifically indicate those issues, and the public body may only discuss those specified issues at the meeting. When a special time is simply a rescheduled regular meeting at a different time, the statement of the meeting s purpose be for general purposes. Discussing matters at a special meeting that were not disclosed in its notice of purpose, either in open session or executive session, is a violation of the Open Meetings Act. **Ohio Attorney General Mike Dewine Ohio Sunshine Laws 2014: An Open Government Resource Manual** 5

RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO THE OHIO FACILITIES CONSTRUCTION COMMISSION 113/14 WHEREAS, the will contract with the Ohio Facilities Construction Commission and Barber & Hoffman, Inc. to review the Phase I report, conduct an on-site, pre-investigation, saw cut openings and conduct an inspection with the use of a camera on the exterior wings "A", "B" and "C" at Shaw High School, and WHEREAS, Barber & Hoffman, Inc. will reinstall the salvaged brick when finished with the saw cut areas, submit a written report with photos of findings which will include possible causes and an estimated cost for repairs, and WHEREAS, Barber & Hoffman will be subcontracting with masonry group Grunwell- Cashero, for the exterior façade investigation and administrative services relative to this study, and WHEREAS, Barber & Hoffman, Inc. will meet on site to review final report and recommendations WHEREAS, the cost for these services and exploratory work will not exceed $23,800.00; therefore be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay the Ohio Facilities Construction Commission an amount not to exceed $23, for said services, from the Classroom Facilities Fund-010. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO FREDRICK MOODIE 114/14 WHEREAS, the will contract with Fredrick Moodie to introduce basic steps and movement of tap dance to students in the East Cleveland City Schools Cultural Arts Program during the school year, therefore, be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $3, for said services from the General Fund-001. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 2. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO THE EYE OF SOLOMON PRODUCTIONS, LLC. 115/14 WHEREAS, the will contract with The Eye of Solomon LLC., to provide art instruction for the East Cleveland City Schools Summer Cultural Arts Program during the school year, therefore be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $6, for said services from the General Fund-001. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO READING RAMM 116/14 WHEREAS, the will contract with Reading RAMM during the school year to motivate children to read utilizing a project based learning tool that introduces multimedia as a mode to strengthen and incorporate academic skill sets relative to the Statewide model curriculum; therefore be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $6, for said services from the General Fund-001. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 4. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO MARGIE SHAHEED D.B.A. THE INSTITUTE FOR THE STUDY OF RACE AND MULTICULTURAL ISSUES 117/14 WHEREAS, the will contract with Margie Shaheed during the school year to support students in acquiring the ability to write, edit and revise their original poetry and writings as well as learn to analyze and explain poetry more effectively; therefore be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $5, for said services from the General Fund-001. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO IDEASTREAM/WVIZ 118/14 WHEREAS, the East Cleveland School District will contract with Ideastream/WVIZ, during the school year to provide professional development in math and science for teachers in grades K-12 relative to the new and revised Ohio Learning Standards and their application to lesson development and instructional practices at a cost of $18, therefore be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $18, from the Title II A Fund-590. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 6. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO ACHIEVEMENT CENTER FOR CHILDREN (HIGHLAND HILLS, CHEERFUL DAY & CHAMP CAMP) 119/14 WHEREAS, the will contract with the Achievement Center for Children to provide extended school year services (ESY) in the form of summer camp for 2 students from June 16, 2014 through August 15, 2014 at a cost of $6,766.00; therefore, be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $6, for said services from the General Fund-001. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 9

RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO ACHIEVEMENT CENTER FOR CHILDREN (STRONGSVILLE, SENSATIONAL DAY CAMP) 120/14 WHEREAS, the will contract with the Achievement Center for Children to provide extended school year services (ESY) in the form of summer camp for 4 students from June 23, 2014 through August 8, 2014 at a cost of $17,600.00; therefore, be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $17, for said services from the General Fund Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 8. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO HELP FOUNDATION INC. 121/14 WHEREAS, the will contract with the Help Foundation Inc. to provide extended school year services (ESY) in the form of summer camp for 8 students from June 16, 2014 through July 24, 2014 at a cost of $19,800.00; therefore, be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $19, for said services from the General Fund-001. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 10

RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO ROSE MARY CENTER 122/14 WHEREAS, the will contract with the Rose Mary Center to provide extended school year services (ESY) in the form of summer camp for 2 students from June 16, 2014 through August 8, 2014 at a cost of $4,416.00; therefore, be it RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $4, for said services from the General Fund-001. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 11

RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO AMERICAN EDUCATIONAL CONSULTANTS 123/14 WHEREAS, the will contract with American Educational Consultants during the school year to analyze the existing master schedule, and provide support to district personnel for planning, preparing and implementing the master schedule, therefore be it, RESOLVED, that this board authorizes the treasurer to encumber and pay an amount not to exceed $17, from SIG Fund-537. Ms. Westbrooks, Ms. Fisher, Dr. Keenon, Ms. Avery-Prease and Dr. Blochowiak. 12

RESOLUTION TO ENTER INTO A SERVICE AGREEMENT BETWEEN NORTH COAST COUNCIL (NCC) AND EAST CLEVELAND CITY SCHOOL DISTRICT 124/14 WHEREAS, the is a member of the North Coast Council (NCC), and WHEREAS, the will contract with North Coast Council (NCC), 5700 West Canal Road, Valley View, OH 44125, in an amount not to exceed $$66, for the following services: Fiscal, Accounting, Payroll, and other Basic Services Student Attendance, Scheduling, Grade Reporting Services EMIS (Education Management Information System) INFOhio Library Automation Services, and Technology Infrastructure Capital Improvements, and WHEREAS, the of the authorizes the Superintendent to enter into an agreement with North Coast Council (NCC) for fiscal year , THEREFORE BE IT RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $66, for said services from the General Fund-001. RESOLUTION TO ACCEPT THE ESTIMATED 2015 COMPETITIVE GRANTS AWARDS, CONSOLIDATED GRANTS AWARDS, THE CAREER TECHNICAL AND ADULT EDUCATION GRANT AWARDS, AND OTHER MISCELLANEOUS GRANT AWARDS 125/14 WHEREAS, the has made, or will make application and has been granted, or may be granted the 2015 State and Federal Program Grants, and WHEREAS, the State and Federal Grant awards are estimated as follows: Competitive Grants Public Preschool $144, Alternative Education Challenge $96, Title I School Improvement 1003g $1,000, Consolidated Grants Part B-IDEA $900, Title I Schoolwide $4,050, Title I School Improvement Sub A $200, IDEA Early Childhood Special Education $28, Title II-A Improving Teacher Quality $575, Career Technical & Adult Education Carl D. RESOLUTION TO APPROVE REQUESTING PROPERTY TAX ADVANCES FROM THE CUYAHOGA COUNTY AUDITOR 127/14 WHEREAS, it is the desire of the to request tax advances from the Cuyahoga County Auditor in order to allow for uninterrupted operation of the school district, therefore be it RESOLVED, that the of the hereby authorizes the Treasurer to request from the Cuyahoga County Auditor said advances of property taxes. 17 VI. REPORTS OF COMMITTEES D. WELFARE & PUBLIC RELATIONS DR. PATRICIA BLOCHOWIAK MRS. GLORIA AVERY-PREASE Whereas, three committee meetings were cancelled on Thursday, June 5, 2014, and Whereas, all members of the committees were not notified, and Whereas, the members notified included the Co-chairs of the committees, and Whereas, the other people on the list to be notified were not notified, and Whereas, the board meeting of December 27, 2013, was cancelled less than half an hour before the meeting and only some board members were called, therefore, Be it Resolved, that all members be notified of meeting cancellations by an appropriate method, and Be it Resolved, that all members be called if the meetings are cancelled less than 24 hours before the meeting.
