1 C-funded by the AMIF Prject name Target grup Prject descriptin Prviding cunseling and referral assistance t Indian natinals returning frm Austria, Australia, Belgium, Denmark, Finland, France, Germany, Greece, Italy, Luxemburg, Malta, Netherlands, Nrway, Rmania, Spain, Sweden, Switzerland and the United Kingdm; ERIN Specific Actin Prgram India The target grup f the ERIN Specific Actin Prgram is: Indian natinals, returning frm the abve mentined ERIN partner cuntries, vluntarily r nn-vluntarily, knwn by the hsting/sending ERIN partner cuntries and defined as eligible under the rules f the Eurpean Asylum, Migratin and Integratin Fund (AMIF). The main aim f the ERIN Specific Actin Prgram is the sustainable return and reintegratin f natinals wh n lnger have the legal right t reside in the ERIN Partner cuntries (EU Member States and assciated partner cuntries). The Eurpean Reintegratin Netwrk (ERIN) stimulates the sharing services prvided by the Service Prviders t the different ERIN partner cuntries in the field f reintegratin. Fr ERIN India, Caritas India Caritas Internatinal Belgium (CI.be) will act as ne single fcal pint: Caritas India will be the Service Prvider and will wrk in clse cperatin with Caritas Internatinal t prvide assistance t returnees frm the different ERIN partner cuntries: The fur main cmpnents f the ERIN-prject are: 1 Infrmatin and Cmmunicatin 2 Case management (cunseling and referral services) 3 Reintegratin services 4 Assistance t vulnerable returnees Reintegratin services The reintegratin services prvided by Caritas India include the fllwing (depending n the required assistance per cuntry and n the allcated reintegratin amunt): - Basic pst arrival assistance (airprt pick-up, emergency r temprary husing, legal, administrative and scial supprt etc.) - Assistance in vcatinal training, educatin, setting up a micr-business and jb cunseling - Assistance t vulnerable returnees 1. Basic pst arrival assistance: - Airprt pick-up service if n scial netwrk in India (and nly if asked minimum 3 days prir t return see map belw gegraphical cverage ); - If necessary and if there s n scial netwrk, rganize safe and cnvenient transprtatin t a htel r t the final place f destinatin in India ; - Emergency husing after return: if necessary and if n ther slutin can be

2 C-funded by the AMIF fund Caritas India has the pssibility t make reservatins fr an arriving returnee fr a htel (with a maximum f 7 days); - Other cunseling and referral activities: prvide temprary husing, supprt scial netwrks, refer t lcal (scial and administrative) services, refer t a dctr fr medical check-up, legal and administrative supprt, etc. 2. Supprt in vcatinal training and educatin: different types f vcatinal training, fcused n the demands f the Indian labr market. 3. Prviding access t the labr market: building up self-cnfidence, cach them fr jb interviews, etc. 4. Assistance in jb cunseling: assist the returnee in the jb search and cunsel n prmising sectrs. 5. Assistance in setting up a micr-business: Caritas India can prvide the fllwing services if applicable t the persn returning: individual cunseling/identificatin f returnees needs and preferences business training/rientatin in relatin t lcal business envirnment develpment f a viable business plan with detailed cash flw analysis, incme statement and balance sheet assistance in business registratin f businesses, if needed mnitring f supprted businesses If applicable and necessary: making a business plan basis trainings in accuntancy cllabratins with existing micr businesses 6. Prvide any ther individual tailr made assistance: special attentin fr vulnerable grups will be given, such as (single) wmen, peple with mental r physical disabilities and UAMs. Prcedure 1) The beneficiary takes up cntact with the Service Prvider by phne within a perid f 1 mnth after return t India. The SP assists the beneficiary starting frm the first cntact. Fr mre infrmatin abut the Service Prviders => see further in this briefing nte, r check the ERIN cuntry leaflet. 2) After return, the returnee shuld prvide his/her passprt r ther identity dcument r travel dcument issued by the embassy befre return t the SP as sn as pssible, tgether with the fficial dcument received frm the ERIN

3 C-funded by the AMIF partner cuntry, cnfirming the eligibility f reintegratin package. 3) After a psitive answer n the verificatin prcedure, the returnee shuld make a reintegratin plan if requested by the ERIN partner cuntry, in which he/she describes hw the reintegratin budget will be used. This plan is sent t the ERIN partner cuntry by the SP. => In rder t make the tw previus steps easier, the verificatin prcedure and reintegratin plan check will be dne tgether. 4) After a psitive answer n the reintegratin plan, the returnee shuld prvide invices r ther prfs f purchase t the SP within 6 mnths after return and the payment will be arranged. Depending n the case, the lcal SP can transfer als the reintegratin amunt directly t a lcal shp/pharmacy/apartment wner/r ther. Mre details abut these invices will be given by the lcal SP after return, as they shuld meet different criteria per hst cuntry. 5) If the given invices meet the criteria, the returnee will be reimbursed. He/she will receive the reintegratin amunt in the natinal currency (Indian Rupies) n his/her bank accunt, never in cash. 6) The reintegratin amunt is exchanged frm Eurs t Indian Rupies n the day f transfer by the SP t the accunt f the returnee. The bank rate f that particular day will be used as exchange rate. DO s and DO NOT s 1) The returnee shuld cntact the lcal SP within ne mnth after return, and nt vice versa. 2) During the reintegratin prcess, there will be a fllw up f hw the reintegratin prcess f a returnee is prceeding in rder t justify the spending f the reintegratin package which is made available by the respective ERIN partner cuntry. 3) The reintegratin supprt can nly be used fr purpses directly linked t a shrt term and lng term reintegratin in India, such as: - Husing (apartment rent, huse rent, purchase f land) - Basic husing equipment and furniture - Educatinal curses and trainings - Schling fr children and higher educatin - Kindergarten

4 C-funded by the AMIF - Medical treatment, cnsultatins, purchase f medicatin, transprt t hspital - Incme generating activity (e.g. cattle breeding, taxi business, cnstructin business, etc.) The reintegratin supprt can be used fr ther purpses nly after apprval by the respective ERIN partner cuntry. 4) The reintegratin supprt cannt be used fr the fllwing expenses: - Fd r drinks (unless stated differently in the Natinal Annex) - Payment f debts - Luxury items meant fr persnal use (TV, mbile phne, clthes, etc.) 5) The reintegratin amunt will NOT be transferred t the returnee if: - The persn refuses t prvide prfs f payment t the lcal SP - The persn prvides false prfs f payment t the lcal SP - The persn acts aggressively twards the SP - The persn prvides incrrect infrmatin abut facts that have an impact n his/her reintegratin eligibility Imprtant infrmatin fr the persns returning 1) Emergency husing r htel reservatin: It is imprtant that the returnee understands that these csts will be deducted frm the freseen reintegratin budget. If there is a pssibility t be hsted by friends r family, this is recmmended. 2) Educatin and schling: Fr peple with children wh return t India, it is imprtant t prvide Eurpean (r anther ERIN partner cuntry) schling attestatins t facilitate their schling enrllment after return. If pssible, the schling attestatins shuld be translated already int English prir t return. 3) Medical prblems: Peple with medical prblems shuld als bring Eurpean (r anther ERIN partner cuntry) medical attestatins (if pssible, als translated int English) t India, in rder t facilitate their medical treatment after return. The mre infrmatin abut their medical situatin, the easier it will be after return t receive the necessary treatment and/r ther medical assistance.

Caritas India is a member f Caritas cnfederatin f mre than 160 member rganizatins wrking in nearly 200 cuntries, making it the secnd largest humanitarian netwrk in the wrld. Caritas India has wrked in a missin mde, t alleviate human suffering. It believes that there is a clse relatinship between pverty and the denial f human rights and fundamental freedm, where lack f human rights and fundamental freedm can be bth a cause and cnsequence f pverty. Since its inceptin, Caritas India has been unique in its strategic respnsiveness t emerging scial challenges in internatinal and natinal levels by engaging with scial researchers, prpnents and the plicy makers. Prpelled by the cmmitment t preserve the dignity and sacredness f human persnality, Caritas India has serves the underprivileged sectins f the sciety, hailing frm scially excluded cmmunities, the Scheduled Caste and Scheduled Tribes, and religius minrities by exercising preferential actins fr the mst marginalized. Resultantly, with a large spectrum f develpment interventins acrss the cuntry, Caritas India is recgnized as a leading NGO in pverty alleviatin thrugh Cmmunity Managed Disaster Risk Reductin and Natural Resurce Management. The present interventins are in the areas f livelihd security, climate change adaptatin thrugh natural resurce management and sustainable agricultural practices, disaster risk reductin and emergency respnse, gd gvernance thrugh plitical participatin, antihuman trafficking, peace-building and health care with fcus n HIV/AIDS, Malaria, Tuberculsis and ther cmmunicable diseases. Gegraphical cverage Caritas India main head ffice is based in New Delhi and it has reginal managers in 5 znes: Nrth (Branch ffice in Delhi), Suth (Branch ffice in Bangalre), East (Branch ffice in Klkata), West (Branch ffice in Bhpal), and Nrth East (Branch ffice in Guwahati). Each Znal Manager cvers their respective zne. Caritas India has arund 171 lcal diceses implementing Caritas India prgram. In terms f the Reintegratin prject, the lcal partners f Caritas India are present in the belw mentined states: In Nrthern regin: Punjab (Jalandhar) and New Delhi

6 C-funded by the AMIF In Suthern regin: Kerala (Trivandrum, Kannur and Ernakulum), Karnataka (Bangalre), Chennai, Tamil Nadu (Madurai, Thanjavur, Trichy, Salem, Sivagangai) and Andra Pradesh (Eluru, Hyderabad and Visakhapatnam) In Western regin: Ga, Mumbai, Pune and Gujarat (Ahmedabad) The abve mentined states are the places were majr returnees are reintegrated. If a returnee wants t reintegrate t a new state where Caritas India has n reintegratin partner s ffice, the returnee will be linked t the nearest dicese partner fr the reintegratin supprt. In East and Nrtheast zne, Caritas India didn t receive any returnee yet. Hencefrth Caritas India desn t have reintegratin prject partners there but they d have ther prject partners t cperate with.

Its missin is t cntribute t a humane and dignified return f rejected asylum seekers and undcumented migrants frm Belgium and ther Eurpean cuntries wh have made an infrmed chice t return t their cuntry f rigin. The target grup needs t have prspects fr building up a sustainable livelihd, hence t becme embedded in the sciety again upn return. T cntribute t this, Caritas Internatinal prvides pst return reintegratin assistance tailred t the needs f individual returnees thrugh its lcal partner rganisatins. These natinal based partner rganisatins are mstly nn-gvernmental rganisatins r cnsultancy agencies specialized in specific services, e.g. business creatin and develpment. Caritas Internatinal Belgium is a partner f the REAB prgram (Return and Emigratin f Asylum seekers ex Belgium) implemented by IOM since 1984, putting frward effrts t supprt vluntary return. Since 2007 CIB implements the natinal gvernment prgram as service prvider wrldwide in the field f vluntary return.

The reginal case managers have a lt f experience with the different cuntries and the lcal partner rganisatins. We prvide infrmatin, but we can als prepare the ptential returnees fr their return and reintegratin.( ERSO netwrk: Caritas Internatinal implements the ERIN-prject in clse cperatin with the Eurpean Reintegratin Supprt Organisatins Netwrk (ERSO). ERSO is an internatinal netwrk f nn-gvernmental return cunseling and reintegratin supprt rganisatins wrking and clsely c-peratin in the field f migratin and develpment. The netwrk prvides impartial cunseling and assistance t (rejected) asylum seekers and irregular and/r undcumented migrants regarding their vluntary return and reintegratin in their CO.
