12 The nessesity of European cooperation PRO INNO Europe Cluster Alliance Establishing an interactive community, it is important to remember, that No single action or linear framework will meet complexity of knowledge creation, diversity of location or of commercialisation Consequently, To challenge dynamic interactions between commercial opportunities, academics and financial sources a key component have to be facilitation of performance of excellence and relation building (processes) Not formal position, but real contribution, imvolvement and commitment are key preconditions to develop a cluster focussed European Innovation Community Systemic pluralism and multi-dimensional approaches have to be the platform in identification of excellent performance Focus have to be on excellent innovate performance not only statistically or technologically but in all dimensions/sectors of society And it is decisive to avoid one dimensional/linear/top-down concepts as they do not support facilitation and relation building (processes)
