You cannot preach about human rights whie using mass surveiance. You cannot ecture about peace whie being the word s argest manufacturers of arms. 2 An Agenda that offers opportunities for change The Sustainabe Deveopment 2030 Agenda was signed by 193 countries during the United Nations Genera Assemby in September Its 17 Sustainabe Deveopment Goas (SDG) and 169 Targets together with the Addis Ababa Action Agenda for Financing for Deveopment, and the Paris Agreement on Cimate Change, demand a joint goba action to sove the big socia, economic, poitica and environmenta chaenges of the current gobaisation process, focused on universa rights and equaity to eave no one behind and coherence of a poicies with sustainabe deveopment. Three years after it was signed, the Agenda is a poitica space trying to pave its own way in different countries, regions and cities, with the difficuty of entering into confict with other poitica agendas. This is why organized civi society has a crucia roe in the promotion of a transformative Agenda. For Futuro en Común, the 2030 Agenda is a framework that shoud put peopes rights and the care of the panet at the centre of poitica action. This report, with a nationa and European outook, presents a diagnosis of Spanish reaity that underines the chaenges ahead to make the 2030 Agenda effective in the socia and environmenta fieds as we as for human security and democratic quaity and for the roe that Spain shoud pay in the word. To achieve this, it sets out a ong-term poitica proposa, both with a domestic and an internationa dimension, with an idea to reinforce the pubic and supported by the governance structures that have been announced by the current government. Chaenge 1: Leave no one behind The fact that I have experienced poverty made me see that one has to fight to change a certain system of vaues (...). Above a, I try to be a person Javier Pérez, who ives on a minimum income and is an activist against poverty The 2030 Agenda recognizes the need to put peope at the centre so that they can reach their fu potentia with dignity and equaity in a heathy environment. However, the current economic mode does not favour this. On the contrary, it is a source of inequaity and poverty which, in the case of Spain, goes beyond the impact of the economic crisis and the austerity poicies impemented. Spain is facing a chaenge in terms of inequaity, poverty and excusion. Despite the macroeconomic end of the crisis, in 2016 Spain was the fourth most unequa country in Europe. 1 The recovery is not reaching everbody at the same eve, as is shown by the fact that 70% of househods stated in 2017 that they were not experiencing the recovery, increasing to 91% in the case of househods beow the poverty threshod Eurostat, Gini coefficient of equivaised disposabe income (after socia transfers and taxes), 2016, avaiabe in: 2. 3 In 2017 more than 12 miion peope in Spain were sti at risk of poverty and/or socia excusion (26.6%) which is above the figure before the crisis (23.8% in 2008) 3. The situation gets worse when considering it in more depth: chidren amost 1 out of 3: 2.6 miions, and 2 out of 3 if their parents are foreigners, 4 foreigners not beonging to the EU more than haf: amost 60%, Roma househods 3 out of 4: 72.3%, 5 and singe-parent househods, mainy headed by women, in which case amost haf of them (47.9%) are at risk of poverty and/or excusion, 6 are at a higher risk of poverty or socia excusion by different reasons, ike the ack of investment in socia protection and in networks to support these persons against discrimination. To this reaity one shoud add an increasingy more segmented and precarious abour market where poverty is added to ow work intensity: 16.3% of peope empoyed are at risk of poverty and/or excusion (2016). 7 Having a job is no onger a guarantee for a dignified ife. This happens in Spain with young peope and with certain types of work, ike domestic work and caregiving, especiay unstabe work, not recognized nor highy vaued, and mainy carried out by women. It is time to create the dignified quaity work that the 2030 Agenda is demanding for everybody, with a specia emphasis on those in situations of greater vunerabiity. Strong and equitabe pubic poicies The 2030 Agenda underines the importance of impementing key pubic poicies such as nationay appropriate socia protection systems and measures for a (SDS 1, target 1.3), achieving incusive and equitabe quaity education for a, (SDG 4), ensuring heathy ives and promoting webeing for a at a ages (SDG 3), or eradicating extreme poverty 3. 4 for a peope everywhere (SDG 1, target 1.1.), making cities and human settements incusive, safe, resiient and sustainabe enhancing incusive and sustainabe urbanization and capacities for participatory, integrated and sustainabe human settement panning and management in a countries (target 11.3). It is enough to take a ook at these poicies in Spain to see that there are many peope that remain outside this system, a system that needs more and better resources through fairer and more equitabe taxation in order to reduce and baance the impact of the inequaities created by the socioeconomic mode. Spanish socia protection needs to improve its coverage and impact on dependency (during 2017 more than 100 peope died every day without having received socia benefits or assistance), 8 on chidhood (where investment is amost haf of the European average and there is no universa provision per dependent chid), 9 on pensions, and on minimum income: ony 42% of these househods where a famiy members have no income receive minimum income support, which in no case reaches the minimum wage, and therefore makes it difficut for them to ead a dignified ife. 10 One of the poicies that can better contribute to creating fairer and more incusive societies is education. However, the quaity and incusive capacity of the Spanish system presents serious weaknesses and does not compensate for the inequaities of origin. Spain continues to be the 3rd EU country in terms of eary schoo dropout rates: 18.3% in Non-EU foreign pupis, gipsy pupis and ow socioeconomic eve househods are the ones most affected by schoo dropout rates. According to an anaysis of the Spanish pubic heath system, its universa nature, ost due to the Roya Decree-Law 16/2012, must be retrieved so as to have an impact especiay on migrants in an irreguar situation. It shoud focus on three aspects:achieving the maximum coverage for peope, eaving no one behind, more services for the popuation and fewer individua payments. For housing, the ack of pubic poicies assuring universa access impies that the Human Right to Housing is not guaranteed. 12 Spain is one of the OECD countries where peope 8. 5 aocate a higher part of their income to payment for housing. 13 In 2016, 9.8% of peope had difficuties to cover payments for mortgage or rent. 14 At the same time, energy poverty 15 and evictions remain high, 16 sums persist and the number of homeess peope increases. Action against inequaities and poverty What unites peope ike Marta, Javier, Inmacuada, Serigne or Teresa? Whie Marta, a domestic worker for more than seven years, is now part of the Servicio Doméstico Activo coective and works for the dignity of househod workers and caregivers, demanding Spain s ratification of the ILO Convention 189 on decent work for domestic workers, Javier traves the country with the EMIN bus European Network of Minimum Wages - to expain the need and benefits of a dignified minimum income for peope without resources. Inmacuada, a neighbour facing her third eviction, is part of the Pataforma de Afectados por a Hipoteca in Madrid. She fees that she is no onger aone and she beieves that her story wi end we: it took me a great effort to do this, but here I am because I want to te this story and make it known, because it is unjust. The same idea encourages Serigne, from Senega, another neighbour in Madrid, who was previousy a fisherman, and is now a member of the Asociación sin Papees (Peope without Documents) in Madrid and is a founding member of an organic, cooperative and vegetarian restaurant: this is the way I promote ecoogica consumption, with oca and sma producers, which is precisey the way to avoid the issues that forced me to eave Senega. Different dificuties that aso affect the youngest women. And they act. Teresa, a young gir from Asturias, who moved to the United Kingdom for ack of opportunities in Spain, joined the so-caed Marea Granate, a movement of young peope forced to eave, so caed for the coour of their passports, and which under the motto We are not eaving, we are expeed, caims specific rights for emigrants. Teresa says that she has hope. Another young woman, aso caed Teresa, a student, fees the same whie preparing hersef for the abour market with a course for hairdressing.teresa is a gipsy. Statistics and attitudes and beiefs of the peope around her tod her that she shoudn t study. She insisted and today she is an exampe for other young gipsies around her. She participates in debates and awareness-raising campaigns, making the barriers visibe to those who confront them and showing how to overcome them with support. The experiences and initiatives of these peope, as of so many others, show us the way to foow to work for sustainabe deveopment of peope and the panet. 13. Spain is the OECD country where peope aocate a higher proportion of their saaries to having a roof over their heads: 53% of the popuation aocates more than 30% of their income to this. Like this we contributed our grain of sand to the socia economy of the viages of that area Maite Cabo, a woman from rura Vaencia and ecoogica businesswoman The 2030 Agenda assumes that the panet is facing big environmenta chaenges (SDG 13, 15, 6 and 2, among others), the effects of which undermine the capacity of countries to achieve sustainabe deveopment and the wefare of societies.in Spain there are four main chaenges: cimate change and the energy mode, biodiversity oss, misuse of water, and the production and consumption of food. In 2017, CO 2 emissions in Spain were 17.9% higher than in 1990, 17 and we are one of the European countries most vunerabe to cimate change. One of the reasons is the obsoete energy mode: apart from being expensive, it makes Spain dependent on more pouting energy sources: in 2016, ony 17.3% of primary energy came from renewabe energy, and 72.9% was imported. 18 At the same time, and despite the fact that it is one of the EU countries with higher biodiversity and with more protected spaces, factors such as intensive agricutura production, abandonment of rura areas, transport and energy infrastructures or nonsustainabe fishing, threaten this weath. In 2015, ony 10% of habitats and 20% of species were in a good state of conservation. 19 Water use and management is another chaenge that Spain must address, since everything indicates that water stress wi increase with the impact of cimate change. Misuse of irrigation systems, 20 hydroeectric dam management and habitat poution and destruction have a decreased the quaity of water resources: in 2016, 43% of rivers and wetands and 44% of Spanish acquifers were in bad condition. Finay, the agricutura mode and its food production and distribution systems are unsustainabe. Spain is the European country which empoys the most chemicas in agroindustry; 59% of its agricutura and has a content of organic matter that is ess than acceptabe, 21 and ony 15% of agricutura habitats have a favourabe 17. 7 conservation status. 22 Regarding food consumption, Spain is the seventh EU country in throwing food away. 23 Chaenge 3: Lives free of vioence in an incusive democracy I never thought that this woud happen to me: I thought that gender vioence happened to other types of women, more submissive, uneducated. But reay, what is the profie of the i-treated woman? There isn t one Annete Merino, survivor of gender vioence One of the five piars of the 2030 Agenda for Sustainabe Deveopment is peace, understood as the resut of peacefu, just and incusive societies which are free from fear and vioence. However, in Spain the debate on security, founded on the basis of fear and criminaization of some groups, is gaining ground. There is aso institutiona vioence, produced when institutions do not pay appropriate attention to peope and fai to guarantee their human rights, be it by their actions or by their omissions, in a physica or symboic manner. In 2017, the Ombudsman recorded cases of institutiona vioence in Spain in such areas as heath, housing, chidhood or situations ived by edery peope. 24 In Futuro en Común we promote a security poicy inked to human deveopment and defined as the absence of a types of vioence, bearing in mind the peope in a situation of greater vunerabiity. This invoves speaking of ives free of gender vioence, one of the most specific and outstanding targets of the 2030 Agenda (target 5.2.). During the ast fifteen years in Spain, between 2003 and 2018, 937 women have been murdered by their partners and former partners; the number of victims increases if we add a murders of women, 25 to which we have to add the murder of 25 chidren due to the same type of vioence. 26 Feminist organizations report the existence of big deficiencies: the barriers in the judicia system, the ack of protection to victims of sexua vioence, the risk of expusion of migrant women in an irreguar situation when denouncing vioence, and the ack of recognition that gender vioence victims suffer from, despite the deveopments achieved in this area over recent years. 22. 8 Another chaenge is human trafficking. In a different ways, from sexua to abour expoitation, forced marriages or begging, the 2030 Agenda proposes to end a forms of savery and human trafficking (targets 8.7 and 5.2). In Spain it is urgent to ensure good detection and identification of possibe victims, above a in paces of high vunerabiity such as borders or Reception Centres for Migrants, as we as guaranteeing that in cases of administrative irreguarity, the victims of trafficking are treated outside the context of migratory contro. Lives free of vioence impy speaking aso about mutipe and diverse ives. About chidhood free of vioence, given that in Spain 37 chidren suffer from i-treatment every day in their famiies. If it is a gir or a chid with a disabiity, the risk is mutipied. The main difficuty to identify such abuse is the ack of denunciation, either due to fear (the aggressor is normay part of the victim s circe) or to ignorance. About diverse ethnicities and races, free of vioence, confronting the hostie discourse that is contrary to the toerance and conviviaity that today seems to be ceary permitted. The attention dedicated to this type of vioence in Spain is insufficient, both because it is a type of vioence in which different factors are invoved (reigion, cass, gender) and because of the ack of egisation and proper awareness raising measures. About safe migrant ives, whose rights are vioated during their migratory journeys and on their arriva in Spain. Some of the most serious gaps, provoked by the negigence of institutions or current egisation are: difficuties in the access and deays in the asyum and internationa protection processes; the so-caed immediate returns or coective expusions in Ceuta and Meia, which prevent the identification of peope seeking internationa protection; the very difficut situation of unaccompanied foreign minors, who do not see their higher interest prioritized and protected, as it shoud be according to the Convention on the Rights of the Chid; the disproportionate use of internment of individuas in the Reception Centres for Migrants; and the deays in the treatment of nationaity requests: more than 400,000 peope and their famiies, waiting. 27 Finay, there is no possibe democracy in ives with fear and threats. The 2030 Agenda prompts countries to guarantee fundamenta iberties according to their nationa aws and internationa agreements (target 16.10). However, in the word and in Spain we see a reduction in the number of safe civic spaces where citizens can express themseves and act freey. 28 A proof of this is the vaidity and appication of Organic Law 4/2015 on the Protection of Citizens Security or Gag Law in Spain, which is a threat to the exercise of the freedom of peacefu assemby, expression and information. Ony in the first year and a haf more than 25,000 penaies reative to the exercise of civi rights. For Axier López, the first journaist fined under the Law, the rue aims to contro new forms of protest born in the heat of the crisis, and the new ways to communicate, more horizonta and puraistic. It aso has effects in criminaizing poverty in the pubic space, affecting peope and groups that carry out prostitution, ive on street trading or homeess peope. 27. 9 Chaenge 4: Goba interdependence: our roe in the word We bet for a system that defends its own deveopment mode, that puts sustainabiity, ife, nature and peopes determination at the centre Aura Loita Chávez, K iche peope rights defender, Guatemaa The 2030 Agenda proposes to sove current chaenges through agreed soutions in the framework of a revitaized Goba Partnership for Sustainabe Deveopment (target 17.2). The vicious circe of poverty and inequaity (2,2 biion poor peope iving in deveoping countries in 2013 whie 62 peope in the word are hoarding the same amount of weath as haf the word s poorest popuation), 29 the overexpoitation of resources, the impacts of cimate change and the reduction of civic spaces a create an emergency context that forces us to reconsider the societa mode. The 2030 Agenda is a poitica scenario that offers opportunities, where Spain can revise its roe in the word. In this goba dimension, Spanish pubic cooperation poicy is fundamenta and its degradation in quantity and quaity must be reversed. 30 On the one hand, the expenditure of the Officia Deveopment Assistance (ODA) impemented since 2012 has been beow 0.2%, against an average of 0.49% in the 20 EU countries that are members of the OECD. 31 The Goba Impementation Pan for 2018 foresee 0.22%, far away from the intention of reaching 0.4% to which a poitica groups committed to reach in In addittion, the quaity of the aid has decined. Its instrumenta use, be it nationa or internationa, for security and migratory contro purposes, or the use of aid as oans, mixed financing or pubic-private partnerships, distort its essentia purpose: to fight against inequaity and poverty. Beyond cooperation poicy, Spain must assume a positive eadership on systemic goba issues towards the coherence of poicies for sustainabe deveopment. For this purpose, it is fundamenta to consider the mutipe dimensions of both domestic and internationa poicies, as we as to integrate in their decisions the impact on human wefare, be it present and future. From there, Spain shoud respond to severa chaenges which mutiatera poitica processes and which the 2030 Agenda recognise. For exampe, issues such as the arms trade, with the rea and effective respect of nationa and internationa egisation, not transferring arms to countries in confict or at risk of damaging the rights of individuas; the agreements reached at a regiona eve reated to migration and asyum, where non-compiance, so far, has been constant and favours an instrumenta use of cooperation; human rights and transnationa companies, faciitating and not opposing the deveopment at the UN of a Treaty on transnationa companies and human rights; and internationa taxation, taking the necessary eadership and ambition in the European discussions on proposas ike the tax on internationa financia transactions. 29. With the soe exception of 2016, where the ODA represented 0.35% of GNI argey due to condoning a arge amount of debt to Cuba. 9

10 Recommendations To face the chaenges presented and with the aim of impementing a transformative Agenda, we, the organizations that compose Futuro en Común, recommend to the Spanish Government: 1. To make the roadmap to create the definition of a Nationa Strategy for Sustainabe Deveopment that shoud be participatory, buit on consensus, specific and measurabe, based on equity, sustainabiity and soidarity, putting the focus on peope and the panet and responding to a country project made with a ong-term vision. 2. Commitment and action: poicies and pubic investment that shoud address the deep causes of probems, in four priority intervention fieds: 2.1. Poicies to fight inequaity, poverty and excusion. Among others, it is recommended to: Strengthen socia protection through a minimum income guarantee system configured as a subjective right, and through a universa provision per dependent chid, as we as more resources for the Dependency Law. Increase pubic investment and momentum of ega reforms to ensure universa access to heath, decent housing and quaity education for a. Tacke structura reforms in the abour and tax fieds so that they enabe both an improvement in job quaity and an increase in the pubic resources avaiabe for socia expenditure in a gradua way Environmenta poicies. Among others, it is recommended to: Adopt an Emergency Pan to stop biodiversity oss in 2020 and appy a Reformed Water Law; Promote sustainabe food systems, incuding environment-friendy food production and consumption; Formuate a Cimate Change and Energy Transition Law Deveop poicies against any vioence that threatens human security and deepens democratic civic spaces. Among others, it is recommended to: Reform the Comprehensive Law against Gender-Based Vioence adapting it to the Istambu Convention. Adopt a Comprehensive Law on Vioence against Chidhood; Modify the Law on Foreigners to prevent the type of irreguar immigration that has occurred, guarantee heath care and chidren s rights for a; Repea the Gag Law to guarantee a safe civi pubic space for citizen participation; Adopt a Comprehensive Law against Human Trafficking Initiatives on the roe of Spain in the internationa arena and the 2030 Agenda. Among others, it is recommended to: 10

11 Reinforce pubic poicy on deveopment cooperation, increasing Spanish ODA up to the average EU expenditure eve, whie ensuring its quaity and focus on poverty and inequaity; Exercise positive eadership coherent with the internationa Human Rights framework on such goba issues as migration, the arms trade, cimate change, foreign trade or internationa taxation. 3. Poicy Coherence for Sustainabe Deveopment: an interconnected, mutidimensiona and indivisibe Agenda. This means having a poitica, institutiona and ega commitment that aows for the aignment of a stakehoders behaviour under sustainabiity criteria and with the exempifying eadership of the government. It is necessary to specify a mechanism that shoud be operationa and at the service of Government management at the highest eve. 4. Toos for assessment and foow-up: increasing and deepening the knowedge of reaity through better disaggregated data and incorporating other ways to measure progress beyond GDP. It is recommended to: Incorporate a nationa framework of SDG indicators to the Spanish statistica system with ambitious targets, counting on the participation of Autonomous Communities, Ministries, the Spanish Statistica Office (INE) and supranationa institutions such as Eurostat. Compie and anayse information according to the human rights and gender equaity approach, recognising and identifying the reaity and probems of peope and groups in a situation of greater vunerabiity and at risk of excusion. Incorporate synthesis indicators to the foow-up system that wi enabe to compete and track progress beyond GDP. 5. Impementation of the Counci on Sustainabe Deveopment proposed in the Non- Legisative Motion (PNL) 161/ of December 5, 2017 of the Spanish Pariament, as an opportunity to strengthen diaogue, articuation and accountabiity among organised civi society, the different government eves and other stakehoders of the SDG ecosystem. 11

More than 50 organisations from eight different socia sectors: environment, human rights, socia action, feminism, chidhood, cooperation for deveopment and goba justice, disabiity, aternative economy, human mobiity, trade union, etc. which, among other things, work from a transversa and systemic ogic to generate proposas that enabe buiding a 2030 Agenda that is a «ever for change» in our country and in the word.
