S.E. Thurston Fire Authority has requested the county coect impact fees on their behaf. The decisions under consideration for this pubic hearing incude: 1) Whether or not the County wi amend the Thurston County Impact Fee Schedue to add the $0.36 per square foot impact fee for S.E. Thurston Fire Authority. 2) Which date wi the County begin coecting the impact fee if the County chooses to move forward with fee coection.
2 The proposed start date is March 1, This wi provide notice to externa stakehoders of when the fee wi begin, and wi aow county staff time to impement the fee in the county's permit system. It wi aso aow for the Cities of Yem and Rainier to coordinate the date for their coection of the fee. The date is subject to change prior to fina consideration of the Impact Fee Schedue Amendment. S.E. Thurston Fire Authority has been working with Thurston County on the deveopment of their impact fee and exceptions to fee payment. S.E. Thurston Fire Authority has competed their impact fee study and a competed capita faciities pan to the county and submitted them to the county. Exceptions to the fee incude: Singe-famiy homes with residentia fire sprinkers Ag-exempt structures up to 775 square feet Structures not requiring permits Bukheads Retaining Was Stair Towers Ground based soar panes Structures which are not frequenty used such as: docks, waking surfaces such as porches and decks Any addition to current structures which is ess than 500 square feet The foowing steps sti need to be competed prior to coecting a fee: An interoca agreement is signed by both Thurston County and the fire authority The Board amends the Thurston County Impact Fee Schedue to add the fee Pubic Notice was pubished in The Oympian on November 22, A press reease wi be sent by November 29, 2017 Date Submitted: 11/22/2017
3 RESOLUTION NO. A RESOULUTION RELATING TO THE ADOPTION OF A NEW FEE SCHEDULE FOR FIRE IMPACT FEES AUTHORIZED BY THE THURSTON COUNTY FEE IMPACT FEE ORDINANCE, TITLE 25 OF THE THURSTON COUNTY CODE. WHEREAS, the Board of County Commissioners has adopted Ordinance No , which amended the Thurston County Code to add reguations for the assessment of impact fees; and WHEREAS, the Board of County Commissioners has adopted Resoution No , THURSTON COUNTY IMPACT FEE SCHEDULE which incorporated impact fee rates for transportation and parks; and WHEREAS, the impact fee schedue for fire districts and fire authorities are generated from the Fire District or Authority Capita Faciities Pans and Impact Fee Studies; and WHEREAS, Tite 25 Thurston County Impact Fee Ordinance authorizes the County Manager to execute on behaf of the county, interoca agreements for the coection, expenditure, and reporting of impact fees for fire districts and authorities; and WHEREAS, Tite 25 Thurston County Impact Fee Ordinance was amended by Ordinance No on August 23, 2016 to incude authorization for the coection of impact fees for fire districts; and WHEREAS, Tite 25 Thurston County Impact Fee Ordinance was amended by Ordinance No on Apri 25, 2017 to incude authorization for the coection if impact fees for fire authorities; and WHEREAS, the County Manager has executed an interoca agreement for the coection of impact fees with the S.E. Thurston Fire Authority; and WHEREAS, the S.E. Thurston Fire Authority has submitted to the county a capita faciities pan and impact fee study for the purposes of coecting impact fees. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THURSTON COUNTY as foows: Section 1. The Thurston County Impact Fee Schedue for and use activities is hereby amended to incude impact fees for S.E. Thurston Fire Authority as set forth in Attachment A. Beginning in 2018, the impact fees and exemptions for S.E. Thurston Fire Authority sha be updated with the adoption of updates the County s Capita Faciities Pan. Section 2. Severabiity. If any section, subsection, sentence, cause, phrase, or other portion of this Resoution, or its appication to any person is, for any reason, decared invaid,
4 iega or unconstitutiona, in whoe or in part by any court or agency of competent jurisdiction, said decision sha not affect the vaidity of the remaining portions hereof. Section 5. Effective Date. 5 ATTACHMENT A: THURSTON COUNTY IMPACT FEE SCHEDULE FIRE DISTRICT/AUTHORITY IMPACT FEE SCHEDULE Fire District/Authority Construction Type Impact Fee per Square Foot S.E. Thurston Fire Authority New Construction* $0.36 per square foot * Certain activities are exempt from S.E. Thurston Fire Authority impact fees. Pease see the most recenty adopted S.E. Thurston Fire Authority Capita Faciities Pan for the current ist of exemptions. Singe famiy residentia structures with residentia fire sprinkers are exempt from fire operations impact fees, but not from impact fees reated to the deivery of emergency medica services.
