1 Update The Arizona Association for Economic Development is the leading advocate for responsible economic development for all of Arizona. Volume 31, No. 4 April Base Closures JAMES MASON, CITY OF PEORIA The federal government has created a systematic process for closing down unneeded military installations. As the nation's military needs change, base closures are a result of technological innovations, adoption of new strategies and the new developments in the nature of potential threats facing our country. Governor Napolitano is committed to keeping Arizona bases open. An economic study completed in late 2002 by two firms confirmed that military operations in Arizona are "among the state's most important sources of economic activity." At the AAED Spring Conference, Lay Gibson, Director, E/D Research Program, University of Arizona and Thomas Browning, Brigadier General (ret.), President, Greater Phoenix Leadership, Inc. will discuss some of the far reaching impacts of military bases on our state's economy. It is also the time of year when economic developers attend the AAED Spring Conference to obtain new economic tools for the upcoming year. The conference is an opportunity to learn, to share and expand your connections with fellow AAED members. There will be a variety of informative educational sessions which include "Global Economic Trends" and "The Fish! Philosophy How to "Catch" a World Famous Attitude" (discovering how you can improve teamwork, customer service, creativity and personal fulfillment). In addition, there will be panel discussions on activities and issues on Arizona's reservations, immigration, military base closures and techniques to recruit highly desirable companies. 2 AAED Update Page 2 President's Message: ADVANCE RESERVATIONS ARE MANDATORY It seems that most everyone is finding the new website easier to use and more member friendly. The problem, very few members are using the site to make reservations for A.A.E.D. events. We are all famous (myself included) for not making timely reservations. This creates major headaches for the staff. Initially they worry if an event will have adequate participation, and then inevitably have an oversold situation. For every event we must guarantee a minimum number of seats that we pay for if we fill them or not. At the last Phoenix luncheon, Tucson luncheon, and Legislative Luncheon we had limited advance reservations and then had members upset when they just showed up or called in the day of the event and were told it was sold out. This is going to be the norm as A.A.E.D. continues to be the "event to attend". Myra Getsch needs your help. Every member must start using the website to R.S.V.P. for every event we offer. You don't have to pay for the event at the time you make your reservation. You can still pay at the door with cash, check or credit card. If you are paying via credit card or check you can also pay at the time of the reservation by using the paypal feature on the website. A few members have voiced some concerns about the security of paying via PayPal. I have been using paypal for over five years and have never experienced any problem. All paypal transactions are on a secure server. You also save A.A.E.D. money by using paypal. Our transaction fee to process a credit card through paypal is much less than taking your credit card at the door. It will also expedite your check-in. Brownfields in the Town of Cave Creek? ROSANNE SANCHEZ, CITY OF PHOENIX After several years of talking about and promoting the benefits of redeveloping environmentally contaminated properties known as brownfields, I am glad to report that cities across the state are cleaning up and redeveloping brownfields of their own. The Town of Cave Creek was recently awarded a $165,500 grant from the U.S. EPA for funds to investigate a former 38-acre gold mine. Cleanup of the site should pave the way for proposed development that includes constructing horseback and mountain bike trails, the Cave Creek Museum, offices for the county parks and recreation division, and a water storage tank. The City of Tucson has been awarded a total of more than $600,000 in grant funds from the EPA for its brownfields efforts since The City of Tempe is in the process of reclaiming 200 acres of former landfills with a $1 million brownfields grant and a $7 million loan from HUD for the project. Glendale, Yuma County, Gila River Indian Community and Salt River Pima- Maricopa Indian Community are all in the process or have submitted grant applications to EPA for brownfield funds for projects in their jurisdictions. 3 AAED Update Page 3 Spotlight On: Brian Dalke ANDREA NORMAN, LANGDON WILSON ARCHITECTURE PLANNING INTERIORS This month's spotlight shines brightly on Brian Dalke. Brian, who has served as AAED president ( ), has been the Director of Economic Development for the City of Goodyear for the past ten years. Brian has been married for 25 years and has two children. His hobbies include golf, hiking, travel, reading, and landscaping. Say hello to Brian. What are some of your successes to date? "Three projects/areas come to mind: Lockheed Martin relocated a division from San Jose, CA to Goodyear, with average salaries of $100,000 for up to 80 jobs." "Second, Timco Aviation, a 3rd party aircraft maintenance company, is thriving after having taken over for a business that failed. "Lastly, getting great anchors for retail power centers." What do you enjoy about your job? "Most importantly, I enjoy helping people by providing them opportunities to get and keep their jobs. Timco Aviation is a good example where we helped to save the jobs of over one-hundred employees whose previous employer had gone bankrupt. By negotiating with Timco, we were able to provide an alternative for qualified but out-of-work aircraft maintenance experts." "Second, I enjoy building a community. I enjoy doing the right thing. This is not just a job but also an opportunity to put my heart and soul into building a community." "Third, I love mentoring and developing my staff. All of us have had people help us in our careers. I try to be that person for my staff, now." "Lastly, I like to wear different hats. I managed the new City Hall project from start to finish. I am active on the new 300-acre City Center Master Plan project. Our department coordinated the 4,000-acre employment corridor study, which will be home to about 40,000 employees at build out. I enjoy the variety." What is one little known fact about you? "I am a part-time college professor and have been for six and a half years. Another little known fact, although I am telling anyone who will listen, is that I had the opportunity to join progolfer Tom Lehman for nine holes of golf and he used two of my drives." Newsworthy JOHN BOWERS, AAED EXEC. DIR. Lake Havasu City has been selected as the location of the 2004 Arizona Governor s Conference in Partnership with AAED. The conference, which also serves as AAED s Fall Conference, will be held October 6-8, Annie Alvarado, Rural Development director, Arizona Department of Commerce ADOC) will serve as General Chair of the Conference Planning Committee. Jeff Fairman, Economic Development Director, City of Avondale, will serve as one AAED Co-Chair. A rural practitioner member will be selected as the other AAED Co-Chair. Robert Detweiler has left the Arizona Film Office to become Executive Director of the Carlsbad, New Mexico Department of Development. Robert is a member of the AAED Board of Directors and chairs the Rural Committee. Michele Pino has been selected as Director of the ASU Research Park. Michele was formerly with the ADOC. Gracie Burton has been hired as Director of Economic Development for the Town of Annie Alvarado (upper left) and Jeff Fairman (left) are coordinating activities for the Fall Conference. Fountain Hills. Gracie was the long-time Director of Economic Development for the City of Page. Steven Burke, Sr. Business Manager of Industrial Development for the Union Pacific Railroad, has replaced Edward Rhodes as UP s representative in AAED. Steve s office is in Chandler. Jack Lunsford is the new President and CEO of Westmarc, a West Valley business development organization and a strategic partner of AAED. Miguel Bravo, formerly with the Greater Yuma Economic Development Corporation, has joined ADOC s Global Business Development team. Paul Drake, formerly with Cox Business Services, has accepted a position as Director of New Business Development for Charter Communications Southeast Division in Alpharetta, Georgia.

TUCSON Citi Cards, a division of Citigroup, is the newest tenant at the University of Arizona Science and Technology Park in Tucson, Arizona. The company, listed as number two on the Forbes Fortune 500 list in 2003, will occupy 116,000 square feet, and expects to hire nearly 1,300 employees to handle customer service, collections and fraud operations for its credit card business. The project is the result of the collaborative efforts of the U. of A. Office of Economic Development, the City of Tucson Office of Economic Development, Cushman & Wakefield, Greater Tucson Economic Council, PICOR Commercial Real Estate, Pima County Community Service, and the State of Arizona Department of Commerce. PAYSON Home Depot will start construction this summer on a 102,000 s.f. store with 35,000 s.f. garden center. The store will be built on the southwest corner of Houston Mesa Road and Highway 87. 5 AAED Update Page 5 Legislative Luncheon: Made in the Shade SCOTT HANSON, HMA PUBLIC RELATIONS AAED had it made in the shade at our annual legislative day. Sixty-five of our elected officials were among the 200 who joined us for lunch on the Capitol lawn. Shade canopies, provided by APS, were quite popular for those who picnicked on the Capitol lawn on a bright, 90-degree day. Garrett Newland, economic development director for the city of Chandler, said the format for this year s event was a big hit with the legislators. I think they appreciated the lack of a formal agenda or presentation, Newland said. That allowed our members to meet with them informally to talk about issues and to share information about AAED and its mission. It certainly created an environment for more personal interaction. John Bowers, AAED s executive director, agreed, we certainly accomplished what we set out to do. Having Outback cater the event didn t hurt either. Newland credited Dave Naugle of Southwest Gas and chair of AAED s governmental affairs committee, along with AAED staff and committee members Jeff Weir, David Bentler, Charlie Thompson, Bruce Coomer, Kathy Senseman, Jose Esparza, and Kevin Moran, for helping make the event so successful. AAED Members To Present On Incentives NICK DAVIS, BECK GROUP Several AAED members are heading a panel discussion on economic incentives for the Valley Partnership breakfast meeting on May 21 st. Valley Partnership is a professional organization representing the greater Phoenix area s development community and has several AAED members on their roster. The program will view the use of incentives to attract and retain business development opportunities. Presenting from the municipality viewpoint will be Jeff Fairman, City of Avondale and David Roderique, City of Scottsdale.
