1 A Message from Robert Cartwright, Jr. Chair, RISK PAC Trustees As 2017 comes to an end, I would like to thank all of you for your support of the RISK Political Action Committee (PAC). As you know, the PAC will be critical in the next year to ensure that RIMS continues to have legislative successes on Capitol Hill so I thank you for all of your help this year. A new Congress and Administration brought new leadership to The Hill. That is why this year, the PAC donated to more Members of Congress than ever before. These donations were important to help RIMS to establish a presence with key Senate and House members. We were able to directly voice our concerns about the reauthorization of the National Flood Insurance Program (NFIP). RIMS members from across the country worked to advance this legislation and we had a huge win in the House. Now we will focus on the Senate. That is why your donation is crucial to give us a seat at the table and have a direct impact on the 2018 issues and legislation that affect risk managers across the country. As RISK PAC Trustees, we make carefully studied, well-informed decisions on whom to support, based upon a member s voting record, congressional committee, and for being an overall champion for RIMS on Capitol Hill. In 2018, we welcome Kristen Peed from CBIZ, Inc. to the Trustees. Kristen, who is also a member of the RIMS Board of Directors, has supported the PAC and RIMS advocacy efforts in a number of ways over the years and I am extremely excited to have her on board. Again, thank you to everyone who gave this year; your contributions have gone a long way in advancing our efforts. 3 Quarterly Report December 2017 Legislative Summit Recap On October 18-19th, over 40 RIMS members from across the country came to Washington, D.C. to participate in the 2017 RIMS Legislative Summit. The Summit kicked off with presentations from Capitol Hill staff who have been directly involved with the reauthorization of the National Flood Insurance Program (NFIP), RIMS members from Louisiana and Florida who discussed how they utilize the NFIP, and presentations from RIMS staff. On Day 2, attendees descended on Capitol Hill for over 50 meetings with their congressional leaders and staff. The goal was to share RIMS legislative priorities and advocate for a long-term reauthorization of the NFIP. 3

4 RISK PAC in Action RISK PAC Trustees participated in two fundraisers during the 2017 Legislative Summit. Robert Cartwright, Jr. attended a fundraiser for Sentor Patrick Toomey (R-PA) and discussed with him personally our RIMS legislative concerns. Also, RISK PAC Trustees, RIMS CEO Mary Roth, and members of RIMS Board of Directors attended a RIMS sponsored fundraiser for Senator Mark Warner (D-VA). Mr. Warner and Mr. Toomey were urged to reauthorize the National Flood Insurance Program (NFIP) long-term. They were also made aware of our cybersecurity concerns and other issues risk managers need congress to address. RIMS Wins in 2017 U.S. House of Representatives passed the RIMS supported 21st Century Flood Reform Act. The bill renews the National Flood Insurance Program (NFIP) until 2022, updates federal flood mapping requirements, and intends to bolster the private flood insurance market. RIMS members from across the country participated in grassroots efforts to urge the House to pass this legislation. The House and Senate have extended the program twice this year demonstrating that they do not want a lapse in coverage, which is what RIMS pressed during advocacy efforts. In September, the United States and the European Union signed a covered agreement which addresses three areas of prudential insurance oversight: reinsurance, group supervision and the exchange of insurance information between supervisors. RIMS sent a letter and advocated to U.S. Treasury Secretary Steven Mnuchin voicing its support for the proposed covered agreement in May of this year. 4

7 Donor Spotlight Barry Dillard is the Director of Claims Management at Walt Disney World Resort I have been a RISK PAC donor for quite some time. As a RIMS member and a member of RIMS Board of Directors, I recognize how important it is to have the ability to support those Member of Congress who work hard to hear and support RIMS legislative issues. I know that my annual donation allows RIMS staff and members to speak face-to-face with the decision makers on Capitol Hill. I also make sure to take the time to attend the Legislative Summit and state RIMS on the Hill.
