We had a first degree exemplification on Tuesday September 25, We had three scheduled but only our newest Brother Michael Limon was in attendance. By the time that you read this Michael Limon, John Mata, Les Hartmann, Victor Lepe, and Antonio Palacios should have attained there 2nd and 3rd degrees that was held on Saturday September 29, 2012 at St. Louis De Montfort. After our exemplification on Tuesday, Junior Garcia informed me that I would be getting a letter from him in the mail. He also handed me a copy of that letter. It is a letter informing myself and the council that he does not wish to continue his financial secretary duties beyond the end of Columbian year June He informed me of the hardships that he is having and does not feel that he can devote the time to the position that he would With this in mind, I put the call out to any 3rd degree that would like to become our financial secretary to please at gk3570@yahoo.com. Junior is willing to do on the job training as soon as possible and he will field questions about the job if presented to him. If the new candidate would like to take over sooner then he is willing to let that happen also. The role of the financial secretary is described in the readers digest version below.
2 Knights of Columbus October 2012 Page 2 of 12 FINANCIAL SECRETARY (FS) The FS s important role is underscored by the fact that he is not elected by the membership but, his appointment upon the recommendation of the grand knight and trustees is approved by the supreme knight for a period of three years. His work has a direct effect on council members, his fellow officers, the state council and the Supreme Council. Basically, the FS s duties revolve around two key areas of council activities: financial records and membership records. The FS collects and receives all moneys that come into the council from any source. He then turns that money over to the treasurer for deposit in the council account. In accordance with section 130 of the Charter, Constitution and Laws (#30), each FS, upon appointment by the supreme knight, is bonded automatically in the amount of $5, Additional bonding may be provided at a cost of $7.00 per thousand by contacting the office of the supreme secretary. One main function of the FS is to collect money, in the form of dues, from members. He sends out billing notices before the start of the billing period and initiates retention measures to prevent members from being suspended for nonpayment of dues. The compilation of membership records is another of the FS s important roles. He must ensure that new members sign the constitutional roll of membership at the time of their First Degree. The FS also applies to the Supreme Council office for honorary and honorary life membership cards for qualified members. Besides these two major responsibilities, the FS has several others. They include: handling supply orders for members with the Supreme Council Supply Department; filing the Report of Officers (#185) with the Supreme Council office; and reporting all membership/insurance transactions to the Supreme Council office in a timely and correct manner. When a FS wishes to retire from his office, he should send a brief statement of resignation to the supreme knight. The statement should designate a final date by which the resignation is to be effective according to the wishes of the FS. It is to be remembered, however, that every FS has been appointed on the condition that he will remain in the office, if needed, until the supreme knight has been able to appoint the new FS. Upon receipt of the FS s letter of resignation at the Supreme Council office, the appropriate forms for the nomination and appointment of the new FS will be forwarded to the GK. Because the duties and responsibilities of the FS are so varied and complex, a Financial Secretary s Handbook (#1410) and an audiovisual production, The Financial Secretary Our Answer Man, available at no charge, except postage and handling, from the Supreme Council Department of Fraternal Services, have been created to help him and council members understand his task more completely.
3 Knights of Columbus October 2012 Page 3 of 12 The Supreme Council also makes available personal computer software and associated reports and supplies to assist financial secretaries to automate record keeping/billing tasks. Information on hardware requirements and ordering information for the software and supplies may be obtained by contacting the Supply Department or the Department of Membership Records. The council officers are looking forward and developing ways to improve the spirituality of their council and communities. A salute to all the councils.

I ask you especially the new Knights to participate in as many council activities as you can and to work with the older brothers to find what else you can do. If you have any ideas, just ask for help. During the next few months the essay, poster, and basketball competitions are coming up. Council winners advance to district and chapter level competitions before going to state level. I m looking for a brother to step up and help me manage the district playoffs. Call me. Finally, the District Softball tournament on Sunday afternoon, 14 October is postponed to the spring. Too many council activities overrode adequate participation. Just like with becoming a 1st Degree, they re only waiting to be asked. The exemplification to become a 4th Degree is only offered once a year in our area. This year it will be in Oxnard on the first Saturday in November. See any of the Sir Knights in your Council for more information. Even though the Color Corps is the most visible part of the 4th, it is not required to become a Color Corps member. Let your prospective brothers know they are welcome, even if they will not become Color Corps. The exemplification will be at the Residence Inn Resort in Oxnard again this year on Saturday 3 November. Events start Friday evening with a welcome dinner. The exemplification on Saturday afternoon followed a Mass and banquet Saturday evening. There will be a Ladies Luncheon while we Knights are at the exemplification.

Booking on-line may not get the special rate. While there be sure to take advantage of our or other Hospitality Rooms. Our annual Holiday Dinner is scheduled for Friday 4 January 2013 at the Santa Maria Radisson Hotel (near the airport). The Dinner is open to all Sir Knights, their ladies, and guests. The cost will be between $25.00 & $30.00 per person. Our next Call-Out will be Veterans Day, November 11th at the Santa Maria at 11:00 AM at the Santa Maria Cemetery. (This is a Sunday.) For those new Knights this ceremony is a community wide event that has many different local organizations participating in. In the field of stem cell research, the predominant progress is being made by noncontroversial adult stem cells, said Chuck Donovan, president of the Charlotte Lozier Institute, which serves as the education and research arm of pro-life Susan B. Anthony List. Donovan told CNA on July 16 that an analysis of scientific funding over several years suggests that morally acceptable types of stem cell research offer the greatest promise for a wide variety of effective therapies and treatments. Research on adult stem cells does not require the destruction of a human embryo and therefore does not pose the ethical difficulties associated with embryonic stem cell research. In addition, adult stem cell research has already contributed to advancing therapies for various diseases.on July 12, the Lozier Institute released a report titled
6 Knights of Columbus October 2012 Page 6 of 12 The Ethical Stems of Good Science, which examined changes in the funding offered by the California Institute for Regenerative Medicine since The California institute was created after President George W. Bush announced in 2001 that his administration would become the first to provide federal funding for human embryonic stem cell research, although this funding was limited to stem cell lines that had already been developed. Dissatisfied with the limits put in place by the president, California established its own Institute for Regenerative Medicine to distribute $3 billion to stem cell research efforts, with a particular emphasis on human embryonic stem cells and other types of research that received limited or no federal funding. One calculation found that the institute was the largest funder of overall stem cell research in the world from 2007, when it first began issuing grants, to February According to the recent Lozier report, the California institute funded more than 100 projects in 2007 involving embryonic research and cloning, while giving virtually no funding to adult or other non-embryonic avenues of stem cell research. In the years that followed, however, the organization s grants increasingly went to fund projects using non-controversial forms of research. A new category of grants in 2009 was specifically awarded to projects with the best chance of resulting in clinical trials, the report observed. Of these grants, only four went to human embryonic stem cell research, while the remaining 10 went to nonembryonic types of research. This trend has continued every year since 2009, the report found. As grants are awarded based on their potential to prove therapeutically beneficial, non-embryonic research receives far more support than embryonic research. The failure of embryonic stem cell research to yield therapeutic results has also led private investors to put their money elsewhere. Last November, the biopharmecuetical company Geron announced that it had ended a widely publicized embryonic stem cell research study due to capital scarcity. Donovan said that the shift in funding based on results is logical. In a statement released with the Lozier report, he explained that despite the millions of dollars spent on this research, cures brought about by embryonic stem cells have continued to prove elusive, while adult stem cell research applications have exploded. As the leading funder of stem cell research, the California Institute for Regenerative

In the past six years, where that promise lies has become increasingly clear: ethical adult stem cell research.
