The Cuncil has adpted a mre restrictive cnflict f interest prcess than has been used in the past.

2 The members present were reviewed and a qurum was cnfirmed taking int accunt thse wh have cnflicts and will nt be able t vte. 1. Apprval f February 1, 2008 Minutes All Amendments t the February 1, 2008, Juvenile Justice Crdinating Cuncil (JJCC) minutes were prpsed. A mtin was made t apprve the minutes as amended. A vte was taken and the minutes were apprved. The minutes will be psted t the Prbatin Department s internet site. 2. Public Cmment Patrick McKinley requested clarificatin frm Jerry Czuleger abut the issues that have arisen with the cnflict f interest rules adpted by the Cuncil. Jerry advised that when funding is ging t a public entity and the decisin t grant the funding is being made by a bdy such as the JJCC, which includes a member frm the agency prpsed fr funding, the member cannt participate in any way with the making f the cntract that wuld ultimately fund their department. Members f the Cuncil need t remve themselves frm the vting and frm the prcess f develping the prpsal r the cntract. Yu are left with having a delegate r delegatin f ther members f the Department, nt thse n the Cuncil, t make a presentatin r t be invlved in negtiatins. When the matter cmes t the JJCC, the member is t nt participate in discussin r vte n that matter. Mr. Gnzalez stated that Santa Barbara Schl Districts d nt receive direct funding frm the JJCC hwever, Prbatin assigns fficers t the schls n a part time basis. He inquired if this cnstituted a cnflict. Chief Stewart advised that the schl districts receive a benefit frm the funded services which des cnstitute a cnflict. Mr. Gnzalez requested clarificatin if during the JJCPA agenda item thse with a cnflict culd ask questins r discuss. Jerry advised that thse with a cnflict can nt participate in discussin; they can ask fr clarificatin, make a crrectin t detail, ask a nn substantive questin, but culd nt interject anything that wuld influence the discussin r decisin. In additin, members withut a cnflict can nt ask a questin fr a member with a cnflict. 3. Chief Prbatin Officer Cmments Patti Stewart Chief Stewart attended the Chief s cnference in Sacrament last week. The Gvernr met with all the Chiefs present at that meeting and assured his supprt fr Prbatin and highlighted his recgnitin f Prbatin as an integral part f law enfrcement and as playing a key rle in the ultimate crrectin f prisn vercrwding. CPOC and ther law enfrcement assciatins are supprting the Safe Neighbrhds Act (SNA). The allcatin f SNA funding has been distributed in a related infrmatinal handut. Substantial funding will be directed t Prbatin Departments fr bth juvenile and adult interventin, preventin, and enhanced supervisin services befre ffenders escalate int the State systems f DJJ r CDCR. 4. JJCPA Develpment f FY Spending Plan There are 17 members present at tday s meeting and f thse 10 can vte n the JJCPA spending plan. The seven members that have cnflicts are: Fred Raz - Cunty Educatin Office; Judi Nishimri - Santa Maria Valley Yuth and Family Services; Al Rdriguez ADMHS; Pat McKinley District Attrney s ffice; Patricia Stewart Prbatin; Carlyn Cntreras Cmmunity Actin Cmmissin; and, Michael Gnzalez Santa Barbara Schl District. There are tw mtins that need t be decided n tday. The first is hw t budget a shrtfall f $248,978 as a result f reduced revenue. The secnd is a subsequent mtin t apprve a secndary budget reductin prpsal. There is a pssibility that the additinal acrss the bard 10% State cuts might nt happen but tday s decisin will ensure the JJCPA spending plan cntingency withut the need t return fr additinal discussin. With an apprved cntingency in place we will have the ability t mve frward with thse cuts if 2

3 necessary by the 5/1/08 CSA deadline. The ttal reductin culd be $380,000 which includes the additinal 10% cut if affirmed by the State. Tw things must be decided tday: A recmmendatin must be presented t the Bard f Supervisrs t apprve f the Wrkgrup s draft f the Lcal Actin Plan fr FY An expenditure plan t accmpany the plan must be agreed upn. Once the plan is apprved by the Bard f Supervisrs, it will be frwarded by May 1 st t the Crrectins Standard Authrity (CSA). Wrkgrup summary presented by Dean Farrah. The JJCC wrkgrup met n three different ccasins setting parameters fr the grup prcess, gathering infrmatin n trends and ptential impacts f reductins t develp the prpsals fr the JJCC members. Members f the wrkgrup included representatives frm Lmpc Unified Schl District, Cunty Executive Office, Cunty Educatin Office, Lmpc Plice Department, ADMHS, Santa Maria Plice Department, District Attrney s Office, Santa Barbara Plice Department, Cmmunity Based Organizatins, and the Prbatin Department. Currently funded prgrams: The initial assessment with Santa Barbara Asset Risk Assessment is used t determine the apprpriate treatment prgram and services assessrs are lcated in each gegraphic regin. Juveniles with a higher risk are referred a mental health clinician fr an additinal assessment thrugh ADMHS, this service is primarily in the nrth cunty. Early Interventin Officers prvide first ffender services and supervisin. These caselads serve the medium t high risk minrs and their families with extensive cunseling and supervisin. The Truancy Prgram serves minrs that cntinue t be truant despite effrts t prmte schl attendance. This prgram is cmprised f five steps including a schl letter, a District Attrney letter, an after schl meeting, Truancy Mediatin Team (TMT), and Schl Attendance Review Bard attended by Prbatin. Cunseling services are prvided t families t help prvide supprt and encuragement f attendance at schl. Schl Interventin r Schl Based Officers supervise minrs with truancy issues that have als been assessed as a high risk fr vilence and/r gang issues. These fficers als serve as schl liaisn respnding t the needs f prbatiners, schl administratrs, and law enfrcement resurce fficers. The highest pririty is fr vilence preventin and schl safety. Aftercare services are prvided by Juvenile Institutin Officers and are aimed at facilitating a successful transitin when a minr returns hme frm a grup hme placement, Camp, r lng term detentin. The fcus is placed n curtailment f reentry int the juvenile justice system, increased schl attendance and perfrmance, and access t supprt netwrk f services and prgrams t assist the minrs in establishing a different life style. Cunseling is als prvided t address nging criminal behavirs and causes. The budget reductin packages were prvided with the agenda fr tday s meeting via e- mail, cpies were prvided t thse present. Dean Farrah guided the review f Prpsals A A1 and B - B1 reductin packages. It was submitted that wrkgrup participants decided that prpsals A- A1 and B B1 wuld be brught t the Cuncil and C C1 and D D1 wuld be available shuld the Cuncil want t cnsider thse ptins as well. Prpsals C C1 and D - D1 reductin packages were reviewed at the request f the Cuncil. There was discussin abut the fur spending plans by thse withut cnflicts. A mtin was made by Tim Dabney and secnded by Bb Lwry t remve spending plans C C1 and D D1. 3

A vte was taken t adpt spending plan B: Ayes: 10 (Kevin Smith, Richard Mrgantini, Jim Petersn, Tim Dabney, Jhn Greer, Dan Ast, Teresa Menchaca, Greg Parasku, Bb Lwry, Janet Wlf) Chief Stewart nted that there is an additinal prpsed cut that can be vted n nw, the decisin culd be tabled which wuld require an additinal meeting if the subsequent cuts are necessary. A mtin was made by Jhn Greer and secnded by Tim Dabney t adpt spending plan B1 if the state cut JJCPA funds by the additinal 10% submitted in the gvernr s budget prpsal. Chief Stewart thanked everyne fr the hard wrk with making these tugh decisins. Dean Farrah thanked thse that participated in the advisry grup and appreciates all the assistance in this challenging task. 5. Review f Nminatins & Selectin f Tw-2 Year Term nn-prfit yuth services Cmmunity Based Organizatins Members Martin Cnley It was necessary t make sme membership changes t cnfrm t the Welfare and Institutins Cde which designates permanent members and tw year term members. The permanent members will be vting n the tw nn-prfit yuth services Cmmunity Based Organizatin members. There were members selected by the calitins r assciatins fr the drug and alchl prgrams serving yuth, Cunty Law Enfrcement Chiefs, and lcal schl district representatives. Cmmunity-based drug and alchl prgram calitin representatives are Kevin Smith, Directr f Znz Seca s Yuth and Family Treatment Center in Lmpc and Teresa Menchaca, Santa Maria Fighting Back. Cunty Law Enfrcement Chiefs (CLEC) representatives are Chief Tim Dabney, Lmpc Plice Department, Chief Dan Macagni, Santa Maria Plice Department, and Chief Cam Sanchez, Santa Barbara Plice Department. Lcal schl district calitin representatives are Dr. Francis J. Lynch, Lmpc Unified Schl District, Dr. Jeffrey N. Hearn, Santa Maria Jint Unin High Schl District, and Michael J. Gnzalez, Santa Barbara Schl District. There are tw seats fr the nn prfit cmmunity based rganizatins, prviding yuth services that need t be vted n by the permanent members. 4

5 Teresa Menchaca is t be remved frm the selectin as she has been selected as a representative fr the drug and alchl prgrams. There was need fr clarificatin if Dr. Jill Sharkey psitin at UCSB wuld qualify as a nn prfit cmmunity based rganizatin prviding yuth services and Anna Kktvic is pending retirement culd preclude her frm meeting the qualificatins necessary t serve. The Cuncil had a discussin abut the five nminees wh s names were submitted. It was decided t have each permanent member make a selectin f tw f the five nminees. Once the members have been selected it culd be necessary t determine the representative s eligibility. DJJ Realignment Legislative and Prject Update Bev Taylr The Prbatin Department has submitted the Juvenile Justice Develpment Plans fr the expenditure f YOBG funds t Crrectin Standards Authrity and it was apprved and recmmended. On April 3 rd the Prbatin Department received a letter that ur Juvenile Justice Develpment plan was apprved. The CSA bard requires an update t the plan in May Cpies f the Juvenile Justice Develpment Plans are available upn request. 10.
