3 2018 INFORMATIONAL PACKET REGARDING APPOINTMENT TO NEW ALBANY CITY COUNCIL EXPLANATION OF SUBMISSION AND REVIEW OF APPLICATIONS The New Albany City Cuncil will fllw the prcess utlined belw fr accepting applicatins, giving cnsideratin t and selecting a candidate fr the vacant Cuncil member seat: Applicatin Perid: Wednesday, Octber 3, 2018, t Mnday, Octber 15, 2018, at 5:00 P.M. Applicatin Submissin: Octber 15, 2018 by 5:00 p.m.: Applicants must timely submit a cmplete applicatin packet, t include: applicatin fr appintment, letter f interest, resume, and written respnses t the supplemental questins t the New Albany City Cuncil Clerk, Jennifer Masn. Only candidates wh timely submit a cmplete applicatin packet and participate in Cuncil interviews will be cnsidered. Submissin f cmpleted applicatins can be made in ne f three ways: 1. City Cuncil will annunce final candidates fr in-persn interviews: Octber 23rd: City Cuncil will discuss the qualificatins f the submitted applicatins in executive sessin, after which Cuncil will annunce in the pen public meeting the names f the final candidates selected fr in-persn interviews with Cuncil. The City Cuncil Clerk will prmptly ntify the final candidates by f their selectin fr in-persn interviews befre Cuncil t be held during the regular cuncil meeting n Nvember 6, Page 3 f 5

4 In-persn Cuncil interviews fr final candidates: Nvember 6, 2018: City Cuncil will invite the final candidates t an pen meeting t hear a brief presentatin frm the candidates, t ask questins f the candidates, and t receive public cmment. The City Cuncil shall cnvene an executive sessin t discuss the presentatin and applicatins f the final candidates. Annuncement f the selected candidate may happen after executive sessin at the Nvember 6 th cuncil meeting. In the event that Cuncil fails t fill the vacant psitin by the end f the 60-day perid set frth in the City Charter, the Mayr shall select a qualified candidate t fill the Cuncil member vacancy. ELIGIBILITY FOR COUNCIL SERVICE AND V ACANT COUNCIL MEMBER SELECTION PROCESS Belw is a descriptin f the relevant prtins f the New Albany City Charter addressing eligibility t serve as a City Cuncil member and the methd f appinting a candidate t fill a vacant Cuncil member seat. Please nte that this vacant Cuncil member seat has a remaining term f ffice f ver three years. Per the Charter, the qualified persn appinted by Cuncil shall serve until the next regular municipal electin. Therefre, the candidate selected t fill this vacancy is eligible t run fr the seat during the Nvember 2019 general electin. The elected individual will then serve fr the remainder f the term thrugh December 31, New Albany City Charter ELIGIBILITY AND NOMINATIONS (A) Eligibility Any electr f the Village wh has been dmiciled in the Village, r any area annexed t the Village, fr ne (1) year immediately prir t filing a nminating petitin, shall be eligible t hld an elected ffice. All elected fficials shall be dmiciled in and electrs f the Village during their entire term f ffice. New Albany City Charter VACANCIES AND FILLING OF VACANCIES (B) Filling f Vacancies (2) Cuncil Member Any vacancy in the ffice f a Cuncil member shall be filled by the appintment f an electr, qualified under 5.01(A), by a majrity f the remaining Cuncil members. If the vacancy ccurs n r after July 1 f the secnd year f the vacated Cuncil member s term, the persn nminated by Cuncil shall serve fr the unexpired term, except as prvided in Sectin 5.04(B) (1). If the vacancy ccurs n r befre June 30 f the secnd year f the vacated Cuncil member s term, the qualified persn nminated by Cuncil shall serve until a successr is elected at the next regular municipal electin. The persn s elected shall take ffice n January 1 fllwing such electin fr the remainder f the vacated Cuncil member s term. If Cuncil fails t fill a vacancy n Cuncil within sixty days after the ccurrence f the vacancy, the Mayr shall appint a persn t serve fr the time as prvided in this Sectin. Page 4 f 5

5 OVERVIEW OF CITY COUNCIL DUTIES AND COMPENSATION Per ur City Charter, New Albany perates under a City Cuncil-City Administratr frm f gvernment. The seven-member City Cuncil, which includes the Mayr, serves as the legislative bdy f the City. The Cuncil is respnsible fr setting plicy, adpting the annual budget, adpting laws, determining the services t be prvided and the funding levels fr thse services, and cnfirming the Mayr s appintment f citizens t its advisry bards and cmmissins. The duties f a City Cuncil member will likely invlve a mnthly minimum cmmitment f hurs fr meeting preparatin, participatin, and attendance. Cuncil member duties generally include, but are nt limited t: City Cuncil Meetings: Cuncil member attendance is required at each City Cuncil meeting, which are typically held n the first and third Tuesday evenings f each mnth, frm 6:30 P.M. until ended (usually arund 9:00 P.M.) Frm time t time, the City Cuncil r Mayr may call a special City Cuncil meeting t handle particular City business. Liaisn t City Bards and Cmmissins: Cuncil members are expected t serve as liaisns t the City s Bards and Cmmissins which typically meet ne evening a mnth (nt during Cuncil meetings). Public Events: Cuncil members are encuraged t participate and attend public events as representatives f the City f New Albany. City f New Albany Cuncil members are cmpensated annually at $10,758.40, which is paid bi-weekly via direct depsit. OHIO ETHICS COMMISSION AND P UBLIC RECORDS ACT Persns appinted t an unexpired term f Elected Office shall file a Financial Disclsure Statement with the Ohi Ethics Cmmissin within 15-days after being swrn in t ffice.
