1 TOGETHER WITH HUMAN RIGHTS DEFENDERS WORLDWIDE FOR TEMPORARY RELOCATION 1. Eligibility Criteria 1.1. Wh can apply? Applicatins received shuld be made by r n behalf f a specific Human Rights Defender in need f temprary relcatin because f risks related t his/her human rights wrk, and in need f urgent supprt fr his/her prtectin. The applicant can be based in any regin f the wrld but the Human Right Defender applying t the grant must be nn-eu citizen. The EU Human Rights Defenders Mechanism allws the allcatin f grants t: - a member f the EU Temprary Relcatin Platfrm n behalf f a specific Human Rights Defender; - a hst rganisatin which is nt part f the EUTRP, n behalf f a specific Human Rights Defender; - a Human Rights Defender directly that has identified a ptential hst. NB: In case a Human Rights Defender has nt managed t identify any ptential hst rganisatin and if the relcatin is deemed urgent and necessary, PrtectDefenders.eu will endeavur t assist in identifying a ptential hst rganisatin fr the applicant. In this case, the time frame fr the respnse will vary n a case by case situatin In what situatin? The applicant is in need f temprary relcatin because f risks related t his/her human rights wrk, and in need f supprt fr his/her prtectin. This prject is funded by The Eurpean Unin

2 It is imprtant t highlight that prir t relcating a human rights defender utside his/her cmmunity, preventive measures fr persnal security and prtectin shuld be priritized. PrtectDefenders.eu can prvide grants fr security training and security measures fr Human Rights Defenders. Hwever, if relcatin is inevitable, pririty shuld be given t relcatin in the defender's wn cuntry r in his/her subregin if pssible, thus allwing him r her t cntinue ding their wrk clse t their cuntry. Extending the netwrk f hst institutins at a reginal level is ne f the bjectives f PrtectDefenders.eu. The fllwing criteria will be cnsidered under each applicatin: IDENTITY - The applicatin is in the name f a human rights defender wrking fr human rights in accrdance with the UN Declaratin n Human Rights Defenders; SITUATION / SECURITY ASSESSMENT - The applicatin is in the name f a Human Rights Defender wh is facing risks because f his/her human rights wrk and the nature f these risks is detailed (has the Human Rights Defender been facing persecutin, threats, attacks, harassment, arrests, scial marginalisatin, blacklisting, etc.?) NEEDS - The applicant needs temprary relcatin supprt (lack f access t alternative surces f supprt r reasns why ther frms f prtectin are inapprpriate will be taken int accunt) What are the eligible csts? Typical actins eligible fr funding are all the phases f the relcatin cycle, such as pre-entry identificatin, relcatin and placement utside the cuntry, stay in the hst cuntry, return t hme cuntry and mnitring and fllw-up. The eligible expenses can vary and may include, amng thers (nt exhaustive list): travel csts, visa csts, travel expenses in the hst cuntry, insurance (medical, liability, etc.), medical csts, livelihd, husing, psychlgical supprt, training, visa 2

3 request, security analysis, supprt and crdinatin (frm lcal Human Rights rganisatin r thers). The csts indicated in the estimated verall budget attached t the grant applicatin must be reasnable and in accrdance with the lcal living standards f the relcatin place. If duly justified by the applicant in the applicatin frmat, the amunt f funding cnsidered fr a relcatin grant can reach a tp level f Eurs. Csts fr family members (relcatin, ther supprt) can be included, if duly justified and if the ptential hst rganisatin is ready t receive them. T be nted that the allcated grant will nt cver 100% f the relcatin csts. As per the c-funding rules applicable t temprary relcatin grants: - if the temprary relcatins prpsed is twards Australia, Austria, Belgium, Bulgaria, Canada, Cyprus, Cratia, Czech Republic, Denmark, Estnia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Lithuania, Luxemburg, Malta, Netherlands, New Zealand, Nrway, Pland, Prtugal, Rmania, Slvakia, Slvenia, Suth Krea, Spain, Sweden, Switzerland, United Kingdm, United States, PrtectDefenders.eu can cntribute up t 70% f the ttal csts f the relcatin; - if the temprary relcatin prpsed is twards any ther cuntries PrtectDefenders.eu can cntribute up t 95% f the ttal csts f the relcatin. 1 In-kind cntributins can be cnsidered but shuld remain an exceptin. They will be evaluated by the bard n a case-by-case basis. Budget Example: 1 In exceptinal circumstances and nly fr extremely urgent cases, the 5% cntributin requirement can be waived (please cntact PrtectDefenders.eu fr mre infrmatin). 3

Applicatin Prcess In rder t be awarded a grant, the hst rganizatin r the rganisatin representing the Human Rights Defender, r the Human Rights Defenders themselves must present t the Selectin Cmmittee f PrtectDefenders.eu a Grant applicatin, using the frmat available in English, French, Spanish, Russian and Arabic. The Selectin Cmmittee accepts applicatins by at: tr@prtectdefenders.eu NB: Please nte that is is pssible t cmmunicate with the Secretariat via encrypted (gpg) r encrypted chat (Jitsi). The Grants Applicatin Frmat includes the fllwing sectins: Persnal details f the Human Rights Defender(s) If applicable, details f the rganisatin representing him/her; Descriptin f the security risks faced by the Human Rights Defender; 4

5 Descriptin f the activities planned fr the relcatin prcess: the planned cuntry f relcatin and rganisatins apprached as pssible hst; rganisatins apprached fr additinal funding (if any); planned activities in relatin with the relcatin; planned (security) trainings key cntacts fr yur relcatin prcess; strategy fr return t hme cuntry, if any). Amunt requested in Eurs, with a breakdwn and explanatin f csts. The rganisatin r Human Rights Defender applying must stipulate clearly what are the ther ptential surces f funding fr the relcatin as per pint 1.3 (requests fr funding submitted shuld be mentined as well as answers btained). References wh can cnfirm the human right wrk dne by the Human Rights Defender and the risks he/she faces. Once the Secretariat f PrtectDefenders.eu has established that an applicatin cntains the requested infrmatin, the applicatin will be submitted t the Bard f the Cnsrtium and evaluated during the Bard's mnthly meeting. If the request is linked t an emergency situatin, an emergency prcedure can be applied in rder t prvide the Human Rights Defender r rganisatin wh applied fr the grant with a respnse in a shrter time: the Bard f the Cnsrtium will take a decisin within five (5) days after the submissin by the Secretariat. The applicatin can be submitted by the Secretariat nly nce all clarificatins required have been prvided by the applicant. In case the Human Right Defender r rganisatin have nt managed t identify any ptential hst rganisatin, the time frame fr the respnse will vary n a case by case situatin. 5

6 Once a Grant is apprved, a Grant Agreement Dcument / Cntract will be signed with the hst rganizatin. The disbursement f the funding available will be realised directly by the Secretariat f PrtectDefenders.eu. 6

Mnitring and fllw-up Each Grant Agreement Dcument / Cntract will include an agreed prcess fr supprting the return f the Human Rights Defender t his/her hme cuntry, including supprt with security and prtectin, and fllw-up in crdinatin with a relevant natinal r internatinal rganisatin. The beneficiary f the Grant is expected t prvide a narrative and budgetary reprt within a fixed perid, and t prvide supprting dcuments, receipts and vuchers evidencing their expenditures (riginal cpies f supprting dcumentatin related with flights tickets, accmmdatin related csts and trainings): these requirements will be defined in the Grant Agreement Cntract that will be signed t award the Grant.
