Black Gold Presentation Irene Macias Zone 1 Director; Irene Macias gave the Library Advisory Committee a presentation on the Black Gold Cooperative System. 2. Los Alamos Library Facility Friends of the Los Alamos Library Stephan Bedford and Vickie Gill spoke to the Committee about the possibility of opening a Los Alamos Library site. 3. Legislative Committee Action on SCA-7 Herman Parker On September 9 th the SCA-7 letter that was written by staff was taken to the County Legislative Platform Committee. This letter will go to the Board of Supervisors for approval and staff will let the Committee know the date. Claire VanBlaricum asked about the letter she was approved to write on behalf of the Committee. ACTION: A motion was made by Markolf and seconded by Stacy to approve Claire VanBlaricum to write a letter on behalf of the Library Advisory Committee to the Board of Supervisors recommending approval of the SCA-7 letter. 4. Library Directors Zone Updates and Budgets i. Zone 1 Irene Macias The Friends of the Carpinteria Library have completed the meeting room remodel and will be having a grand ribbon cutting on Friday, September 20 th. Jodi Thomas from the Montecito Library has been promoted to the Central Library. She was so beloved by the community that the Montecito Journal wrote an article about her. The Solvang Friends of the Library are doing a project at the Santa Ynez Library. There was a Fire at the Grange, which houses the Los Olivos Library. There was no loss of materials, other than smoke damage. The books will most likely have to be replaced. The Goleta Library had its highest participation in the summer reading program this year. An IMLS grant helped with advertising this program. The Eastside Library received a Santa Barbara Beautiful Award for the mural Libraries, Where Adventures Begin in conjunction with the Santa

Zone 1 worked hard on their grant writing and brought in $212,000. Zone 1 Budget, the City of Santa Barbara increased their funding by $500,000 and the County restored their funding cut. With the increased funding the libraries will be getting much needed maintenance, extra funds for books, more hours, and more staffing. ii. Zone 2 Ashlee Chavez All Zone 2 libraries had very successful summer reading programs for the sixth year in a row. Staff continues to see an increase in the number of children who sign up and complete the program. This was the first year that an adult summer reading program was implemented. Radio Frequency Identification (RFID) technology has been implemented at the Lompoc Library. This allows the libraries to do a lot of different things, including install self-check machines. These machines will be installed by the end of October. As of October 21 st, 8 hours of service will be restored to the Lompoc Library due to the County increase of funds. This will make the new schedule Monday thru Thursday, 10AM-7PM and Friday thru Saturday, 1PM-5PM. Also, the library has been re-roofed. The Solvang and Buellton Friends are working together to host a Golf Fundraising Tournament on November 3 rd at Zaca Mesa Golf Course. Also, story time has resumed at the Buellton Library, which occurs every Thursday. The Village Library has received a $1500 donation from the Quaddy Foundation, which is going towards the purchase of large print and rental books. Last year they installed computers. The Support the Village Library Group will start meeting in October to discuss the new goal of raising $25,000. The speaker series has also restarted and is every second Thursday. Staff is still working with interested parties on the Memorandum of Understanding (MOU) for the Charlotte s Web Book Mobile. Once the MOU is signed, Ms. Chavez believes the project could be completed in six to nine months. Ms. Chavez also wrote a grant for a program to allow all First Grade students to get a library card. She incorporated the book mobile in this program to visit all the local schools. The California State Libraries like the idea so much that they are giving more money than the grant provided. Also, the Lompoc District Library Foundation is donating $285,000 to the project.

Zone 3 Mary Housel The Cuyama Library s circulation has increased 48% for the fiscal year over the previous fiscal year. The goal for this library is to partner with the Family Resource Center, once completed, and start a story time. The Guadalupe Library s circulation increased 35% for the fiscal year and hours increased from 20 to 32 hours a week. Ms. Housel is working on a grant to the Santa Barbara Foundation to install Wi-Fi. At the Orcutt Library, the circulation has increased 7% for the fiscal year. They library is located in rented space with a 20 year lease. Monthly children s programs have been presented by Altrusa of the Central Coast. The Santa Maria Library had a 4% circulation increase for the fiscal year. Hours increased from 48 to 56 hours a week on January 1, 2013 thanks to $70,000 funding for staff from the City of Santa Maria s sales tax measure U. A Book Club in a Bag rental program was started this summer and a Youth Services Librarian was hired. The Santa Maria Library is contracting with their book vendor, Baker & Taylor, to provide customized library services. Books will be processed (cataloged, labeled, covered, barcoded and RFID tagged) and delivered shelf ready. A cost analysis showed that the company can perform this service at a lower cost than library staff. The increase of funds from the County to the Zone 3 budget will allow for an increase in book budgets, increase reserves, offset Black Gold fees, and provide a budget for a proposed new branch in Los Alamos. Zone 3 s budget includes a spreadsheet for each branch and one for extension services which represents 28% of the total branch allocation. This budget includes branch libraries Black Gold membership fee, library materials, office supplies, delivery car and the some wages for staff who service the branches (delivery and processing of items, and substitution). Assembly bill AB 10 recently passed which will increase the state s minimum wage in two increments with the first effective July 1, This increase will have a significant impact on the library budget since many library staff receive minimum wage pay. 5. Member Reports/Roundtable Discussions Shirley Stacy announced that the Buellton and Solvang Friends groups will be hosting a Golf Tournament Fundraiser at Zaca Creek Golf Course on November 3 rd. If all goes well with flooring, Ribbon cutting is scheduled for October 12 th to reopen the renovated Santa Ynez Library. Most of the supplies needed for this renovation were generously donated.

Supervisor Farr asked the Committee if they were ok with changing the December 18 th meeting to December 11 th. The Committee approved. 9 STAFF REPORT STANDARD AGENDA ITEM #1 DATE: December 11, 2013 TO: Library Advisory Committee FROM: Mary Housel, City Librarian, SMPL CC: Herman Parker, Director SUBJECT: Los Alamos Library Facility Update RECOMMENDATION: That the Library Advisory Committee receive an update from Stephan Bedford, a Los Alamos resident, on the efforts of the Friends of the Los Alamos Library toward reestablishing library services in Los Alamos. SUMMARY: Stephan Bedford and Vickie Gill representing the Friends of Los Alamos Library will provide an update on their work with the Orcutt School District, the County of Santa Barbara and City of Santa Maria to reestablish public library service in Los Alamos at the former public library site located at 405 Helena Street in Los Alamos. 20 STAFF REPORT STANDARD AGENDA ITEM #3 DATE: December 11, 2013 TO: Library Advisory Committee FROM: Irene Macias, Library Director, Santa Barbara Public Library System CC: Herman Parker, Community Services Director SUBJECT: Zone 1 Report All Zone 1 Libraries Zinio for Libraries, an online digital magazine service is now available to all Black Gold Cooperative Library card holders. Patrons can download and keep magazines on their computer, tablet or Smartphone. More than 6,000 residents from all of Zone 1 participated in the Big Read, including High School students from Carpinteria to Santa Ynez, who received free copies of the book The Things They Carried for their students. SBPL will offer Freegal Music an online downloadable music service beginning February 1, Library card holders will be able to download and keep up to 3 songs a week and stream up to three hours of music daily. There are more than 1.2 million songs in the Freegal Music Library. Central Library Weekly MakerSpace programs have had regular attendance of In October schoolaged kids attended three classes and learned to build Sumobots using parts made with the Library s 3D printer. Classes had participants. At the Lunchtime Stories for Grownups, local writer Max Schott's weekly readings and discussions bring classic literature to life. Upcoming programs will feature stories by Chekhov, Babel, Lessing, Markham, Welty, Faulkner and Austen. Wednesdays, Central Library Faulkner Gallery, 12:10-12:50pm Carpinteria Library The Friends of the Library and community members funded renovation of the meeting room. The reopening ceremony was held on September 20 and open house on Saturday, September 21. The Meeting room is in operation again and currently hosts many events including for after school homework help. Eastside Library The branch had a successful and popular display of Hispanic history month that featured a photo essay titled Hispanics on the Central Coast: 300 Years of History. This exhibit was produced by the Black Gold Information Center in cooperation with the System Advisory Board of the Black Gold Cooperative Library network.
21 DECEMBER 11, Goleta Library The Library has requested State grant funding earmarked for training staff in the fundamental principles of the provision of the Family Place Program. Montecito Library Sarah Doehring was hired as the Branch Supervisor effective October 5, replacing Jody Thomas who was promoted to a Librarian II position at Central Library. A local resident donated funding to the Friends of the Library for a Poetry corner, and books are being ordered for this display shelving. Solvang Library Library hours were expanded on October 15. The library is now open 38 hours a week. Open hours begin at 10 AM on Tuesday through Saturday, and the community has responded positively to this change. Santa Ynez The rejuvenation project for the Santa Ynez building was completed as scheduled. The floor covering was removed down to the original wood floor and refinished. Local community members donated shelving and many hours of labor. The library reopened on Saturday October 12, and the official ribbon cutting was Saturday, November 16 with approximately 30 people in attendance. Los Olivos Due to needed repairs on the building, the library in the Los Olivos Grange remains closed until at least the end of December 2013, per information received from the Grange Master.
22 STAFF REPORT STANDARD AGENDA ITEM #3 DATE: December 11, 2013 TO: Library Advisory Committee FROM: Ashlee Chavez, Library Director, Lompoc Public Library CC: Herman Parker, Director SUBJECT: Zone 2 Report All Zone 2 Libraries Successful Fall/Winter fundraising, including special book sales, a black tie dinner event and auction (Turducken Dinner Group), benefit theatre performances, two raffles and a golf tournament. Halloween programming was new and fun Buellton Library had a special storytime and staff dressed up as Wizard of Oz characters. Lompoc Library had a program that let tweens and teens decorate a haunted gingerbread house. Lompoc Library RFID implementation and installation completed! Three self-check kiosks are available for library patrons. The Lompoc and VAFB Libraries Writer s Group completed their six month workshop in October. 12 dedicated students were led by a volunteer who helped them understand the craft of planning and writing a novel. They are all participating in NaNoWriMo (National Novel Writing Month). Buellton Library Buellton staff working with People Helping People to host informational nights for Spanish speaking population of Buellton. The events help attendees better understand what services the library offers and how they can use the library. Village Library Support the Village Library campaign has started; the goal is raise $25,000 for FY This money helps maintain service levels at the Village Library. The first project of the group is a matching donation letter writing campaign the group has already received some very generous donations. Storytime numbers continue to exceed expectations between children and their families attend every Wednesday. Charlotte s Web Children s Mobile Library Hired a consultant and beginning work on design phase of project
23 STAFF REPORT STANDARD AGENDA ITEM #3 DATE: December 11, 2013 TO: Library Advisory Committee FROM: Mary Housel, City Librarian, Santa Maria Public Library CC: Herman Parker, Director SUBJECT: Zone 3 Report Santa Maria Public Library Our new Youth Services Librarian, Dawn Jackson, and staff will be planning four annual children s programs for both Guadalupe and Orcutt, and two annually for Cuyama. Dawn is also planning to launch early children s programs for children ages 18 months to 3 years old at the main library in Santa Maria in the Spring. Santa Maria continues to post tweets from our Twitter page and updates on library activities from our Facebook page. Please like us. Links to both are on the library s home page. A new movie theater opened up the street in the Santa Maria mall and we hope that the increased traffic will bring new library users our way. Cuyama Library Santa Maria City Councilmember Terri Zuniga is spearheading a fundraising effort to fund drought tolerant plants and an irrigation system for the new Cuyama Library. Our city Recreation and Parks Department has helped design the layout and plant choices. We look forward to the Family Resource Center opening next door in January. An early learning computer for children ages 3-8 has been purchased with funds from E&B Natural Resources donation made last May for the grand opening. Guadalupe Library Energy Partners awarded a $750 grant for the purchase of junior high grade level STEM (Science, Technology, Engineering & Math) books A grant to the Santa Barbara Foundation has been submitted to fund network cabling which will enable the library to install Wifi, and increase the number of public Internet computers. Wish us luck! The Library building was recently sold to new owners who have raised the rent $300 a month. Orcutt Library Preschool storytime continues to thrive with about 30 children attending weekly. Since building capacity (48) was nearing maximum occupancy, the storytime was moved to preopening hours to accommodate more children and their caregivers. The Library s 1 st birthday was celebrated by storytime children on December 10 with a birthday themed storytime and a giant paper cupcake to decorate with a candle. Circulation at the Orcutt Library was up nearly 27 % from October a year ago.
24 DECEMBER 11, The Friends of the Orcutt Library donated $5000 for adult non fiction book updates and replacements and recently agreed to fund a start up DVD rental collection of bestsellers. Los Alamos Friends of the Los Alamos Library are forming a 501c3 organization and actively raising funds to start up a library with computers, furniture, shelving, and materials. The goal is to have the library open sometime in The Orcutt Unified School District has verbally approved the use of their building for $1/year rent and Mary is working with them on a joint use agreement. The Friends group headed by Stephan Bedford and Vickie Gill are meeting regularly with Herman Parker, Mary Housel, and Doreen Farr to keep the project moving forward as we move through the steps to get the building approved for occupancy.
