MINUTES OF THE SPECIAL ANIMAL SHELTER COUNCIL COMMITTEE MEETING October 24, :00 PM This special meeting was held in the City Council conference room on the second floor of City Hall, 100 N. Midwest Boulevard, Midwest City, County of Oklahoma, State of Oklahoma. The following members were present: Councilmembers: Susan Eads, Pat Byrne, and Sean Reed; and City Staff: Guy Henson, Tim Lyon, Philip Anderson, Chief Brandon Clabes, Major David Huff, and Adrian Sanders. Absent: none. Susan Eads called the meeting to order at 5:15 PM DISCUSSION ITEMS. 1. Discussion and consideration of appointing a Chairman and a Vice-Chairman of the Regional Animal Shelter Council Committee. Byrne made a motion to appoint Eads as the Chairman and Reed as the Vice-Chairman, seconded by Reed. Voting aye: Eads, Byrne, and Reed. Nay: none. Absent: none. Abstain: none. Motion carried. 2. Discussion and consideration of the interest of surrounding cities and their involvement in a regional animal shelter. No action taken. 3. Discussion and consideration of expanding the Regional Animal Shelter Council Committee to include members from surrounding cities. No action taken. 4. Discussion and consideration of findings regarding other regional animal shelter facilities. No action taken. ADJOURNMENT. Byrne made a motion to adjourn, seconded by Reed. Midwest Boulevard, Midwest City, County of Oklahoma, State of Oklahoma. Chairman Susan Eads called the meeting to order at 6:05 PM with the following in attendance: Councilmembers Pat Byrne and Sean Reed; and City Staff: Guy Henson, Tim Lyon, Chief Brandon Clabes, and Major David Huff. Absent: none. DISCUSSION ITEMS. 1. Discussion and consideration of Committee Appointments. Reed made a motion to expand the Committee to five members and to appoint Jana Beller as one of the new members, seconded by Byrne. Voting aye: Eads, Byrne, and Reed. Nay: none. Absent: none. Abstain: none. Motion carried. 2. Discussion and consideration of animal control services costing methodology regarding contractual pricing for other municipalities. Byrne made a motion to continue current costing methodology, seconded by Reed. Voting aye: Eads, Byrne, and Reed. Nay: none. Absent: none. Abstain: none. Motion carried. 3. Discussion and consideration of continuing contracts for animal control services for other municipalities. Reed made a motion to continue current costing methodology and to authorize Chief Clabes to advise the other municipalities of the new rates, seconded by Byrne. Voting aye: Byrne and Reed. Nay: Eads. Absent: none. Abstain: none. Motion carried. 4. Discussion and consideration of design, engineering, locations, and costing for a new animal control facility. Bryne made a motion to accept the costing, seconded by Reed. Voting aye: Eads, Byrne and Reed. Nay: Eads. Absent: none. Abstain: none. Motion carried. 5. Discussion and consideration of a financing methodology for a new animal control facility. Reed made a motion to submit a new animal shelter project a an item on the G.O. Bond, seconded by Byrne. At the October 24, 2017 Special meeting of the Regional Animal Shelter Council Committee, the Committee voted to appoint Jana Beller, but did not have the name of the second citizen for approval; therefore, Dr. Acree needs to be appointed. Midwest Boulevard Midwest City, OK Office Fax To: From: Subject: Midwest City Council Animal Welfare Subcommittee Chief Brandon Clabes Discussion and consideration of reviewing and/or approving the recommended preliminary animal welfare construction plan and associated costs and to take further action if necessary. Date: March 26, 2018 Originally, there was discussion of a regional animal welfare center that included several surrounding communities. Through those multiple conversations, it was determined by the Mayor and Council to create a Midwest City Council Animal Welfare Subcommittee which is comprised of Councilwoman Susan Eads, Councilman Pat Byrne and Councilman Sean Read. Furthermore, the original idea of a regional animal welfare center was vacated and focus began on proposed new animal welfare center that could possibly be funded through a future general obligation bond election. The Animal Welfare Subcommittee tasked the police department staff to identify a preliminary construction plan and associated costs. Clark Construction has created an initial facility floor plan and budget estimate. The police department coordinated with the Norman Animal Welfare center and has generated an introductory FFE budget estimate. It is at the pleasure of the Animal Welfare Subcommittee to take whatever action necessary. Staff will be present at the meeting to explain in more details the provide information.
