1 Geneva Area City Board of Education August 15, 2012 The Board of Education of the Geneva Area City School District met in regular session at 7:00 p.m., August 15, 2012, at the Geneva High School, Room 817. At 7:00 p.m., the regular meeting was called to order by Mr. Behm. Roll Call: Present: Absent: Visitors & Guests: Mr. Behm, Mr. Brashear, Mr. Foote, Mr. Trice, Mrs. Wilt, Superintendent Zappitelli, and Treasurer Lillie None Ed Leitch, Director of Maintenance/Transportation; Charlotte Leonard, Bus & Route Supervisor; GATA & OAPSE representatives; newspaper reporter and other citizens Certification by Treasurer of Compliance with Meeting Requirements Rules The Treasurer reported that we were in compliance with meeting notification rules. Pledge of Allegiance Correspondence Agenda Modification Hearing of Public Approval of Minutes President Behm led the Pledge of Allegiance. There were none. Several modifications were made. Jeff Burkholder, 663 Stolz Rd., Geneva, thinks the Board should consider encouraging sacrifice from employees to bring back laid off employees. He also thinks there should be more transparency in regards to labor contracts, perhaps putting them on the District website. Mrs. Wilt moved, seconded by Mr. Brashear, to approve the minutes of the regular session on July 18, 2012, as presented by the Treasurer. Roll Call: YES: Behm, Brashear, Foote, Trice, and Wilt. Motion carried. Financial Report Mr. Foote moved, seconded by Mr. Trice, to approve the July, 2012 financial report as presented by the Treasurer. Roll Call: YES: Brashear, Foote, Trice, Wilt, and Behm. Motion carried. Approval of Invoices Mrs. Wilt moved, seconded by Mr. Foote, to approve the July, 2012 invoices as paid and listed by the Treasurer. Roll Call: YES: Foote, Trice, Wilt, Behm, and Brashear. Motion carried.

2 Informational Items - Current Investments (see addendum file) Donations: $50.00 from the Ashtabula County Parks Foundation for Geneva High Schools participation in the 12 th annual Ashtabula Botany Competition, to be used to promote botanical and environmental sciences studies. $50.00 from Ashtabula County Parks Foundation for Geneva High Schools 2 nd place finish in the 2011 Fall Tree ID Competition, to be used to promote botanical and environmental sciences studies. Legislative Report A-tech Report Mr. Foote reported. The Senate voted to move forward with pension reform. The House is currently conducting testimony on the proposed bills. School funding hearings are being conducted around the state. Mr. Brashear reported that the School of Nursing held commencement exercises last night. Report of the Superintendent Executive Session Upon Mrs. Zappitelli s recommendation, Mr. Brashear moved, seconded by Mr. Foote, that the Board hold an executive session for discussion of negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment and the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee. Went into executive session at 7:14 p.m. Returned from executive session at 8:04 p.m. Roll Call: YES: Trice, Wilt, Behm, Brashear, and Foote. Motion carried. Maintenance Report Ed Leitch, Director of Maintenance/Transportation, gave a report on our buildings and grounds for the school year. The early part of the summer was spent preparing for the move into the new Austinburg and Cork Elementary Schools and readying for the auctions at both of the old buildings. The middle part of the summer was tied up with many hours of training on the various systems at the new buildings and mowing at the High School. With all new classroom buildings in the District, more focus will be on taking care of the older, non-classroom buildings. The Board office will receive some needed repairs. One of the problems currently facing maintenance is working out of PODS. Mrs. Wilt asked when bus routes will be posted on the website. Mrs. Leonard responded that they should be available the first part of next week. Mr. Behm asked what we will be doing different to take care of our new buildings. Mr. Leitch responded that the District was just presented with a revised maintenance plan from Four Seasons Environmental, Inc., outlining a schedule of preventative maintenance.

3 Mr. Brashear asked what grade would we now give the HVAC system at the High School. Mr. Leitch answered that great strides have been made in the efficient operations of the High School building systems. RttT Mrs. Zappitelli gave a Race to the Top report. Mrs. Zappitelli, Mr. Horvath and all principals completed three days of training for the Ohio Teacher Evaluations System (OTES). All evaluators must get credentialed. The District will look at doing a pilot this year while still using the current evaluation system. The District will also have the support of the Educational Service Center during the process. District Report Mrs. Zappitelli reported that District personnel took part in three days of ALICE training at the High School. ALICE stands for Alert, Lockdown, Inform, Counter, and Evacuate, and the training was very important and worthwhile. Mrs. Zappitelli thanked the volunteers who participated, including Alisa Schroeder-Cork; Curtis Bryan and Kristen Berg-GPS; Angie Myers-Austinburg; Corrine Ball, Becky Pierce, and Alex Anderson-Middle School; and Brad Hunt and Anthony Markijohn- High School. Mrs. Zappitelli noted that with the defeat of the Emergency Levy in August, the District will not be going back on the ballot in November. Mrs. Zappitelli thanked levy committee chairman Jeff Griffiths and the rest of the levy committee for their efforts. Mrs. Zappitelli reported that a contingent representing the City of Geneva, SPIRE, and the School District toured Memorial Field on August 14, Discussions will continue with the City of Geneva and SPIRE on possible future uses of the site. With the completion of Austinburg Elementary and Cork Elementary, Reed Tarkington of Four Seasons Environmental, Inc. presented the Facilities Maintenance Plan at a meeting with Mrs. Zappitelli, Mr. Lillie, and Mr. Leitch on August 13, Mr. Tarkington discussed how preventative maintenance and energy management would in the long run create savings that would pay the salary of a person who was devoted to managing the HVAC System. The alternative to paying a salary is to pay for expensive repairs and premature equipment failure. This concept will be discussed further with the Board at future meetings. Mr. Lillie distributed spreadsheets showing a Comparison of Transportation and Operations/Maintenance expenses over the last six years. Both summaries showed decreases in expenses over the six-year period and represented only General Fund spending. Mr. Lillie explained that these reports would be used as a starting point to examine ways to reduce expenses in these cost centers. Review of Change Orders The following change order was enclosed for the Board s review: New Austinburg & Cork Elementary Construction C.T. Taylor Company, Inc.

4 /13/12 ($1,089.00) Exterior Basketball Equip-Aust /13/ Temp Drainage of Lift Station-Cork /13/ Extend Dining Room Decking-Cork GATA Contract Upon Mrs. Zappitelli s recommendation, Mr. Foote moved, seconded by Mrs. Wilt, that the Board approve the attached tentative bargaining agreement with the Geneva Area Teachers Association (GATA) effective July 1, 2012 through June 30, This agreement was ratified by the GATA membership on August 15, Mr. Brashear read from a prepared statement: Please bear with me as I feel a strong necessity to choose my words carefully so that my message is delivered clearly and succinctly. I have labored over this decision. Even more so because there is evidence of hard, heartfelt and productive work in these agreements. But I will vote no on both recommendations. This in no way should be misconstrued as anything negative towards any of our wonderful staff. Anyone who knows me understands that my grandmother, mother, wife and current friends and other family have been or are part of the brave and noble persons that have been called to serve schools in some measure. We have admittedly sacrificed the quality of education we are providing. We used this fact emphatically in our recent levy campaign. We must not only return to the quality we were once delivering but our charter needs to be raised to improve the quality with less revenue. I am having difficulty reconciling spending more in salary or benefits without at least first providing all the lost programs for our students. As a board member, we need to remember that our first and greatest concern must be the educational welfare of all children attending our schools. I am not convinced, under current conditions, that some use of our public dollars in these agreements is an effective use in increasing the quality of education for our children or services as an example of sustained responsible spending for the educational welfare of our students. Finally, I am grateful that I am allowed to express my personal opinions, but once the board has acted on these measures, I will accept the will of the majority and support it. Roll Call: YES: Wilt, Behm, Foote, and Trice. NO: Brashear. Motion carried. OAPSE Local 307 Agreement Upon Mrs. Zappitelli s recommendation, Mrs. Wilt moved, seconded by Mr. Trice, to approve the attached tentative agreement between the Geneva Area City Schools Board of Education and the Ohio Association of Public School Employees, Local #307, effective July 1, 2012 through June 30, 2015, with a wage reopener for wages and fringe benefits for the second and third years. This agreement was ratified by the members of OAPSE Local #307 on August 13, Roll Call: YES: Behm, Foote, Trice, and Wilt. NO: Brashear. Motion carried.

5 Personnel Upon Mrs. Zappitelli s recommendation, Mr. Brashear moved, seconded by Mr. Foote, the following personnel actions for the school year: a. Change of Contract Brenda Hall, Custodian I, High School, 7 hrs./day, from 10.5 mos./ year to 10 mos./year, effective 08/06/12 b. Reinstatement from Reduction in Force Danielle N Knapp, Teacher, Grade 2, Geneva Platt R. Spencer, effective 08/27/12 Anne M. Pfouts, Teacher, Grade 4, Geneva Platt R. Spencer, effective 08/27/12 Julie L. Simmons, SLD Tutor, Hours-to-be-assigned, Cork, effective 08/27/12, (contingent upon funding) c. The hiring of the following personnel on a one-year contract, to be paid according to the adopted wage guidelines, subject to meeting certification requirements of the State of Ohio, as well as a satisfactory physical examination, background check and/or other training, if applicable. 1) Teacher Tracy L. Board Buddy assignments for the school year will be as follows: Austinburg - Mr. Foote Cork - Mr. Behm Geneva Platt R. Spencer - Mr. Brashear Middle School - Mrs. Wilt High School - Mr. Trice Being a Board Buddy creates the opportunity for the Board to spread out across the District for the many events that take place throughout the school year. It is also a way for a Board member to learn a bit more about a specific building.
