Leavy Anderson, Blakeley, De Forest, Dunkin, Forbeck, and Preuschl 2) PLEDGE OF ALLEGIANCE 3) SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS 3.a Councilor Dunkin presented a proclamation Proclaiming May 7-13, 2017 as National Travel and Tourism Week. Celestino Ruffini, Executive Director of Visit Beloit, accepted the proclamation and presented his quarterly update. Attachment File ) PUBLIC HEARINGS 4.a Director of Community Development, Julie Christensen, presented a proposed Ordinance amending the Zoning District Map to change the zoning district classification from R-1A Single-Family Residential District to C-3, Community Commercial District, for the property located at 3375 Prairie Avenue. Nicole Fischer has submitted an application for a Zoning Map Amendment to change the zoning district classification from R-1A, Single-Family Residential District to C-3, Community Commercial District, for the property located at 3375 Prairie Avenue. The subject property is a vacant 2-acre parcel along Prairie Avenue/County Highway G, located immediately north of the YMCA Sports Complex. The applicant has made an accepted offer to purchase the subject property for future retail development. The current owner of record has signed the application. A wide range of retail sales & service uses are permitted in the C- 3 district If this rezoning request is approved, the applicant may be submitting a separate request for a convenience store with a drive-through component. Drive-through uses require a Conditional Use Permit in all commercial districts. The applicant has not developed a site plan or architectural renderings at this time. A site plan would be a required component of an application for a Conditional Use Permit. The subject property is located on an arterial roadway that also serves as County Highway G. Nearby land uses include the YMCA sports complex,

If this site is developed, a Landscape Buffer will be required between the subject property and the adjacent residential parcels. The allowed retail sales & service uses in the C-3 district are compatible with the surrounding land uses. The Plan Commission reviewed this item on May 3, 2017 and voted unanimously (7-0) to recommend approval of this Zoning Map Amendment. President Leavy opened the public hearing. No one spoke. President Leavy closed the public hearing. Moved by Sheila De Forest Seconded by Regina Dunkin to lay over to the June 5 regular meeting. Forbeck, Kevin Leavy, Mark Preuschl Attachment File 8749 City of Milton Mayor Anisa Welch, and Milton House Executive Director Carrie Klebba addressed the council inviting them and the community to Civil War Living History Days as the Milton House. This event provides a unique living history experience where visitors are encouraged to walk the grounds and interact with Civil War soldiers and civilian reenactors. The festival kicks off on Friday May 19 with an invitation only event for students from area schools. Saturday and Sunday events are free and open to the public. Rick Elliott, 2222 Milwaukee Road, Beloit addressed the council on behalf of Jackson Monument Corporation who has served this community for 150 years in custom made memorials and services. He is concerned about the City competing with businesses like his in the steps they ve taken to sell columbariums which are spaces for cremains to be placed. Why would the City get into the retail market place and compete against businesses like his own? He feels this is an unfair ground and is undermining. Phil Wilson, 1035 Pleasant Street, Apt 3414 spoke about his journey with mental illness. He stated that 1 of 5 people are struck with some type of mental illness in their life. Rose Richard, 618 Church Street, recently attended an NAACP where four councilors were in attendance. She thanked them for their commitment. She shared some ideas to increase diversity efforts within the City. The Equal Opportunities Commission is having a community meeting and she would like citizens to participate in this conversation. Tom Larson, 2303 North Street, expressed his dislike for the new logo. He likes the flying B. He's not an artist and couldn't do better but needed to voice his opinion. Tracy Bliss, 2210 James Kelly Lane, addressed the council on concerns she has about the new logo design. She is born and raised in Beloit and graduated from UW Milwaukee with a marketing degree. She is currently a graphic artist with DeCori Design. She offered her service to work with the city on a new logo because she thinks the new logo lacks contrast and color. She did some research on iconic images and would love to present.
3 Page 3 MINUTES May 15, 2017 George Williams, 2170 Hayfield Lane addressed the council with concerns of hiring practices. He and his wife moved to Beloit in 1999 because of Beloit College and are very happy here. He has noticed that the businesses here don't have employees that live here in Beloit and he wants to encourage businesses to attract their workers to live here. Secondly, the City of Beloit s hiring of police and fire employees doesn't reflect the diversity of Beloit and he would like the Police and Fire department to reflect the population. Shawn Leavy, 2074 Cobblestone Court, addressed the council as a professional educator. He and his wife are BMHS grads and their family lives here. He is involved with the school districts ad hoc diversity committee because the staff working for the school district doesn't represent the children being served. He shared that his grandfather worked at Fairbanks Morse as a laborer, but through the generations, many of his family have now become educated professionals with advanced degrees. A little more progress would be nice. He believes that the hiring practices of the City can stand to see progress. Tyrec Amin, 2121 East Ridge Road. addressed the council as a senior at BMHS. There aren't a lot of jobs for teens or activities for teens and he d like to see a way where the City could open recreational centers for the kids that would help them develop their skills and have something productive to do. Shirley Williams, 2175 Hayfield Lane stated that the logo is not acceptable for the City. She thinks the logo speaks to a certain community and doesn't embrace the diversity of the community. She thinks it s a good idea to bring individuals with skills to the table and take advantage of the citizens here willing to offer their services to come up with something that represents all of Beloit. 6) CONSENT AGENDA 6.a The Minutes of the Regular meeting of May 1, 2017 were approved. Attachment 6.b A resolution approving a Four-Lot Certified Survey Map for the properties located at 1405 Madison Road and 1402 Townline Avenue was approved. Attachment File c An application for a Conditional Use Permit to allow an automotive hand wash business, Limited Vehicle Service in a C-2, Neighborhood Commercial District for property located at 2667 Prairie Avenue was referred to Plan Commission. Attachment File d A resolution awarding Public Works Contract C17-06, Operations Roof Repair was approved. 4 Page 4 MINUTES May 15, ) LICENSES 7.a City Attorney Elizabeth Kreuger recused herself and Bill Henderson will represent the city at this time. Chief of Police, David Zibolski presented his recommendation for denial of a resolution approving a Class "B" Beer and "Class B" Reserve Intoxicating Liquor License for HRNS V Entertainment LLC, d/b/a Adiktion, 1310 Cranston Road, Edgardo Garrido Mateos, Agent. The Alcohol Beverage License Control Committee also brings forward a unanimous recommendation to deny this application for a liquor license. Chief Zibolski provided some background on this item via a memo provided by him and assistant City Attorney Patrick Bruce. Chief Zibolski is authorized to recommend a lawful denial if there is a rational connection to his reasons and he stated those reasons to the council. Assistant City Attorney Patrick Bruce also presented some concerns on behalf of the city. He emphasized the rules for review and recognized that the council has the power to regulate any decision so long as it isn't arbitrary. The standard of review is broad and gives you broad discretion on any applications. Mr. Bruce explained that the application is very flawed and listed several concerns with the application. The Applicant was present but chose not to address the council. 8) ORDINANCES Moved by Mark Preuschl Seconded by Nancy V. Forbeck to approve the resolution. Resolution failed 7-0. Forbeck, Kevin Leavy, Mark Preuschl Attachment 10) COUNCILOR ACTIVITIES AND UPCOMING EVENTS Councilor Forbeck attended a meeting today at Beloit College in their archival unit. The professor of archives spoke today about the information they have not just on campus but also on the City of Beloit. She was very impressed by their resources. Councilor Preuschl said this is a great week to support the Beloit Snappers with games all week. The Farmers market is off to a busy start. Also, this summer the Discover Wisconsin television show will be filming in Beloit throughout the summer for a show they are preparing to represent Beloit. Councilor Anderson attended a Government 101 training in Madison presented by the WI League of Municipalities. He mentioned that this Thursday is the Little Free Library cutting at Merrill School. Councilor Blakeley also enjoyed the training in Madison. She also attended the Beloit College graduation where 270 students graduated. She is going to the Equal Opportunities Commission event Saturday morning at Riverside Park. She commended the citizens who are present tonight representing themselves and sharing their concerns. Councilor De Forest stated that she was pleased that recent Beloit College graduate, Rose Richard has decided to make Beloit her home. It s nice to see students who come to Beloit College choose to stay and contribute to this great community. She is working with Community Action on initiatives for youth. She looks forward to supporting our officers this week at the police department awards as well as the police memorial Thursday at 1pm at Rotary River Center. Finally, The Rock River Trail grand opening is June 1 at 10am at the Rotary Center. Councilor Dunkin attended the Rock County Breakfast on May 3. On May 4 she welcomed golfers from all over the state at Krueger Haskell golf course. This was the 37th year for the golf tournament and the 90th anniversary of the golf course. She attended the Appointment Review Committee on May 8. She attended the NAACP meeting last week. She believes many good things are happening in Beloit and she looks forward the grand opening of the Hendricks Heart Hospital on June 3. President Leavy attended the Art Walk last Friday and was pleased at so many in the community who came out to support the local businesses and arts. He presented at the NAACP last week and participated in a very fruitful conversation there.
6 Page 6 MINUTES May 15, ) CITY MANAGER S PRESENTATION 11.a City Manager Lori Luther presented a resolution Adopting the City of Beloit Logo. She gave historical timeline on this process. In 2014 a large community effort was engaged to bring forward a new logo costing nearly $100,000 which was never adopted. The flying B continues to be the formal logo although there are a number of logos and images that represents the City. In October of 2016, the City Council passed a Strategic Plan that included the goal to create and sustain a positive image, enhance communications, and engage the community. Within that goal area, the key initiative is the creation of the new City of Beloit branding and logo. To support this effort, in November of 2016, AFFIRM out of Pewaukee was retained to: Pursue a process of data collection, analysis and compiling of a Brand Discovery Report; developing and writing a brand positioning statement; communications audit; writing an inward marketing plan for internal communications; compiling visual and verbal brand communications guides, budget timetable and launch plan; all research, planning meetings and related materials; account service charges; and all associated costs of production and presentation. Develop a brand, including logo concept, layout/design, digital file creation, digital proofs, art direction, account service charges, and final approved files for a comprehensive logo library. The City Council voted on Tuesday, April 18, 2017 to endorse the final logo concepts with minor modifications to be created by AFFIRM at an expense not to exceed $5,000 with city council consideration of final design to occur as soon as practicable. A Council Workshop was held on Monday, May 8, 2017 to review the modifications. A consensus was reached on the logo and a request for a vertical option for particular applications was also requested. Forbeck, Kevin Leavy NOES: Clinton Anderson, Mark Preuschl Attachment File b City Manager Luther presented with Chief of Police, David Zibolski and Marianne Marshall, Human Resources Director an update on Hiring Practices. City Manager Luther began by reviewing the strategic values, goals and initiative. One of the strategic goals and initiatives is to create and sustain a high performing organization which means a sense of common purpose, constant improvement throughout the organization, tapping into employee talent and innovations, recognizing leadership at all levels. The City strives to recruit and retain a diverse workforce within our organization that reflects the community we serve. City Wide hiring statistics already show an increase and improvement in a
7 Page 7 MINUTES May 15, 2017 more diverse workforce that reflects the population that we serve and they will continue to explore new and effective to fill all openings with competent and diverse individuals. Human Resources Director Marianne Marshall explained that they are looking at a baseline for improving the hiring practices in looking for new ways to reach out to this community. There were six posting for seasonal workers this spring and only yielded 120 applicants. This tells her that they are not where they want to be and they are not reaching a broad enough base. They have begun an Affirmative Action outreach initiative as a new/recent opportunity. Recruitment efforts include local newspaper, school outreach, training opportunities and other avenues. As Marianne researches and reviews this year s hiring, she will be able to find deficiencies in the process. Understanding barriers is just one area they are diving into to be more sensitive to the potential impact on this process. The employment link on the homepage is active and lists all positions available. Chief of Police David Zibolski reviewed his own departments hiring practices. One requirement he eliminated in his short two year tenure was removing the requirement to attend the Assessment and Recruitment team academy. Credit requirements were reduced to 30 credits with 40 within 3 years. Western Illinois University also has a great partnership program that has excellent diverse candidates and the City and recently, he sent a recruitment team to the University to recruit applicants. Sustaining a diverse organization requires retention, recruitment, promotion and looking forward. Gerardo Castro has filed an application for a Conditional Use Permit (CUP) to allow an automotive hand wash business, Limited Vehicle Service, in the C-2, Neighborhood Commercial District for the property located at 2667 Prairie Avenue. The proposed car wash will provide hand wash services out of two existing bays and will not be automated. This property was previously used as an oil changing service facility, which closed in April of This property shares a driveway, off Prairie Avenue, with an adjacent lot. City staff has reviewed traffic and vehicle stacking issues. The applicant has not proposed any exterior alterations to the building or landscaping. The Plan Commission reviewed this item on May 17, 2017 and voted unanimously (5-0) to recommend approval of the Conditional Use Permit, subject to the six conditions recommended by Planning staff. President Leavy opened the public hearing. No one spoke. President Leavy closed the public hearing. Councilors Blakeley and De Forest made a motion to adopt the resolution as presented. 9 Page 2 MINUTES June 5, ) PUBLIC COMMENTS Nick Hamilton, 805 E. Azalea Terrace, spoke on behalf of Tracy Bliss, residing at 2210 James Kelly Lane who is a graphic designer for DeCori Design. He explained by reading a letter from her the reasons she believes the current logo is unfit and deserves reconsideration. He presented a handout of her designs and explained that she would like the council to revisit the logo vote by opening it up to local artists. Danielle Hamilton, 805 E. Azalea Terrace, spoke on behalf of Matthew Bliss, residing at 2210 James Kelly Lane. She read his comments into the record that stated that he is disappointed in the logo decision made by the council on May 15, Sara Miller, 3221 Riverside Drive, stated that she believes the logo is a very important issue and needs revisited. She is in the marketing and design field and thinks that the citizens of Beloit deserve more than something that can be lived with and should not be asked accept something that isn't perfect. Matthew Nemetz, 2614 S. High Crest Road, addressed the new logo and his disappointment in the process and the logo. He urged the logo discussion to be reopened to allow local artist to make submissions. He presented the council with some samples of his work as a graphic artist. Shirley Williams, 2170 Hayfield Lane, thanked the Council members for allowing her the opportunity to express her opinion on the logo. She also believes the council should revisit the logo. She'd like the council to keep the current flying B logo and wait a couple years and then reopen the design options to local artists and more community input. 6) CONSENT AGENDA Councilors Preuschl and De Forest made a motion to approve the consent agenda as presented. 10 Page 3 MINUTES June 5, ) LICENSES 7.a Clerk Stottler presented a resolution approving Renewal of Alcohol Beverage Licenses for License period July 1, June 30, The laws defining and regulating the sale, procurement, dispensing and transfer of alcoholic beverages is regulated by Wis. State Stats Chapter 125 and Chapter 31 of the General Code of Ordinances for the City of Beloit. Annually, and premise engaging in the sale, procurement, dispensing and transfer of alcoholic beverages must make application to the City of Beloit for annual renewal of their appropriate liquor license(s). ALL licenses shall expire on June 30 of each year and a renewal process is necessary to maintain operations. The renewal process in the Clerk s office begins March 15 when letters are mailed to current license holders with a renewal application (AT-115), Auxilliary Questionaire (AT-103), instructions for filing with clerk and a list of applicable fees. They are asked to return the paperwork and pay the publication fee by April 17, The list is assembled and brought to Council for referral to the ABLCC upon which a recommendation to the City Council is made at the 1 st meeting in June. Royal Enterprizes, LLC, d/b/a Mama s Chicken & Fish Carryout, James Bennett Jr, Agent has applied for a license at the property for the July 1, June 30, 2018 license period and was approved at the May 9, 2017 ABLCC meeting. The Plan Commission reviewed this item on May 3, 2017 and voted unanimously (7-0) to recommend approval of this Zoning Map Amendment. Councilor De Forest expressed her opinion that of the four residential properties that were noticed about this, two responded. This creates a compelling argument to represent our community and honor that. Ms. Christensen added that the Comprehensive Plan s Future Land Use Map (#10) recommends Planned Mixed Uses and

However, the plan does recommend PUD or C-3 zoning for Planned Mixed Use areas. This proposed Zoning Map Amendment is consistent with the Comprehensive Plan, as required by Section (3) of Wisconsin Statutes. Fridays in the park have begun and the music has been wonderful. She attended the Hendricks Heart Hospital opening and the Rotary River Center Rock River Trail event on the same day. Councilor Preuschl mentioned the upcoming events of the Confluence Center in S. Beloit on June 15. The Welty Environmental Center stream monitor training is coming up next week. Music at Harry's kicks off this Friday. Councilor Anderson mentioned a class of 2011 Beloit graduate pitching against the Beloit Snappers. He attended the Vets Roll homecoming. This week is high school graduation - he congratulated all graduates. Councilor Blakeley attended an Urban Revitalization listening session at the Public Library with 6 state legislators present. She stopped by Austin s Barber Shop today to celebrate their 100th Anniversary. Councilor De Forest stated that the Rock River Trail means so much to her and she's happy to have the designation of a federal water trail. We now have access to federal grant funds to further improve water quality and navigability. Sun Valley is having their Strawberry Fest on June 17 and proceeds are donated to local charities. President Leavy thanked parade goers and planners; it was a great event. He thanked the councilors who donated candy for the councilors to hand out along the parade route. The summer food kickoff is on June 14 at Beloit Memorial High School. There will be several locations around the city where students can go to get Breakfast or lunch. Residents can call (608) for more information. 11) CITY MANAGER S PRESENTATION 11.a Michael Devries and Meghan Miller presented the Summer Library Club events at the Beloit Public Library. The summer program will kick off June 10 from 1-3 p.m. They are having a diaper drive to help support local families in partnership with Caritas of Beloit. There are several events for both youth and adults. Please go to to find more information on the summer program and much more information on the library in general.
13 Page 6 MINUTES June 5, b Beloit Fire Department Chief Brad Liggett and Beloit Police Department Chief David Zibolski gave a Fireworks Safety Presentation. Chief Liggett reviewed the hazards of fireworks and rules for having a safe fireworks season. If it goes up or blows up, it's not legal for recreational use. He urged residents to never mix fireworks with alcohol. He also stated that if someone notices vendors selling illegal fireworks to minors or local residents, they should call the non-emergency line and the fire department will investigate. Chief Zibolski reminded residents that they will enforce fireworks regulations and will issue citations for those in possession of illegal fireworks. He discussed concerns over street closures during the 4th of July holiday. These street closures/block parties have contributed to increased safety hazards and the police department s ability to patrol for safety. Block parties who discharge fireworks at their party will risk not having a street closure for their block parties in future years. Voluntary compliance will be needed by the community for all to have a safe holiday. 12) REPORTS FROM BOARDS AND CITY OFFICERS 12.a Finance Director, Eric Miller, presented a resolution awarding the Sale of Approximately $1,730,000* General Obligation Promissory Notes, Series 2017A. Each year, as part of the City s capital improvement process, staff evaluates projects to determine which items are eligible for and require debt financing. The City is planning on issuing a total of $7,375,000 in general obligation debt. $5,000,000 of general obligation bonds and notes will be for the projects included in the adopted 2017 Capital Budget. The remaining $2,375,000 of the issue will be used to refund the 2008 general obligation bonds. Current market rates compared to the existing rates of the 2008 Bonds make the proposed refunding economically feasible. 1. Debt financing is required to fund budgeted capital improvement projects. 2. Refunding the 2008 bonds is projected to save approximately $187,000 over the next 11 years or approximately an average of $17,000 per yearmr. Miller introduced Dawn Gunderson of Elhers and Associates to review the details of the borrowing. She reviewed the Sale Day Report.
