1 WALNUT CITY COUNCIL MEETING CALL TO ORDER: Mayor Pacheco called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: C/Cartagena led the flag salute. ROLL CALL: PRESENT: COUNCILMEMBERS: M/Pacheco, MPT/Su, C/Cartagena, C/Ching, C/Tragarz Also present were City Manager Wishner; Administrative Services Director Ogawa; Community Development Director Weiner; Community Services Director Rooney; City Attorney Leibold; City Engineer Gilbertson; Interim Finance Officer Cortez, Deputy Director of Community Services Jensen; City Planner Carlson; Senior Management Analyst Layman, Administrative Assistant Markel, and City Clerk De Dios. INVOCATION - NON-DENOMINATIONAL: Walnut United Methodist Church. The invocation was led by Jimmy Nih of PRESENTATIONS: Walnut High School Aquatics Facility Council congratulated Walnut High School and Principal Dade on the grand reopening of their aquatics facility. Outgoing Councilmember Tony Cartagena The City Council as well as local agencies and organizations honored and thanked outgoing Councilmember Tony Cartagena for his sixteen years of service. CERTIFICATION OF ELECTION: 1. Resolution No A Resolution of the City Council of the City of Walnut, California, Reciting the Fact of the General Municipal Election Held on April 12, 2016, Declaring the Result and Such Other Matters as Provided By Law. 2 MOTION ON ITEM 1 M/Pacheco made a motion to adopt Item 1; seconded by MPT/Su. Motion COUNCILMEMBERS: Cartagena, Ching, Pacheco, Su, Tragarz SWEARING IN OF NEW COUNCILMEMBERS: Oath of Office Administered to Councilmember Nancy Renne Tragarz Ken Tragarz administered the Oath of Office to Councilmember Tragarz. Oath of Office Administered to Councilmember Eric Ching City Clerk De Dios administered the Oath of Office to Councilmember Ching. Oath of Office Administered to Councilmember Andrew E. Rodriguez Daniel Tsai administered the Oath of Office to Councilmember Rodriguez. ORAL COMMUNICATIONS FOR THE CITY COUNCIL: Willis Chen commended C/Rodriguez for his hard work and dedication during his campaign. There being no one present wishing to speak during oral communications, it was moved by MPT/Su to close oral communications; seconded by C/Ching. Motion carried. MINUTES: 2. Approval of the March 23, 2016 City Council Meeting Minutes. 3. Approval of the April 13, 2016 Special Meeting Minutes. 4. Approval of the April 13, 2016 City Council Meeting Minutes. Motion COUNCILMEMBERS: Ching, Pacheco, Rodriguez, Su, Tragarz SUCCESSOR AGENCY CONSENT CALENDAR: COUNCIL DISCUSSION/TRANSACTION ITEMS: ANNOUNCEMENTS (COUNCIL MEMBERS AND STAFF): A. Councilmembers report on meetings attended at the expense of the local agency MPT/Su shared information from the Metropolitan Transit Authority and asked staff to communicate with Mt. San Antonio College and Cal Poly Pomona regarding the possibility of a Metro Link station between both campuses. B. Individual Members comments and updates C/Ching shared that while campaigning, public safety and development were the main concerns of residents; he assured the community that Council will address their concerns in the near future. 4 COUNCIL LATE BUSINESS: RECESS TO THE MEETING OF THE WALNUT HOUSING AUTHORITY WALNUT HOUSING AUTHORITY MEETING ORAL COMMUNICATIONS FOR HOUSING AUTHORITY: There being no one present wishing to speak during oral communications, it was moved by VC/Su to close oral communications; seconded by AM/Tragarz. Motion carried. AUTHORITY PUBLIC HEARINGS: AUTHORITY CONSENT CALENDAR: 6. Resolution No WHA A Resolution of the Walnut Housing Authority Allowing Certain Claims and Demands in the Amount of $26,101.12, Demand No through , Both Inclusive. Recommendation: That the Authority adopt Resolution No WHA. MOTION ON ITEM 6 AM/Ching made a motion to adopt Item 6; seconded by AM/Rodriguez.
