The motion passed with a unanimous vote. 5) CONSENT AGENDA 1. Approval of Minutes: Work Session December 1, 2011 Council Meeting December 5, 2011 Motion and action: Councilmember Sumlin made a motion to accept the Consent Agenda and Councilmember Rusch seconded the motion. The motion passed unanimously. 6) UNFINISHED BUSINESS 1. Discussion of Proposal for Trees at Veteran s Park Gregory Rusch Councilmember Rusch led a discussion of the proposed plan for trees at Veteran s Park. He stated that the trees need to be planted soon, in order to be established before the summer. He proposed having community volunteers plant the trees with Elizabeth Dean from Wilkerson Mill Gardens over-seeing the project. Councilmember Allen suggested that the Palmetto Community Association has $ that could be used toward the trees. Motion and action: Councilmember Mullis made a motion to differ the decision to a later date. Councilmember Sumlin seconded the motion and it passed with a vote of four (4) in favor and one (1) opposed (Rusch). 7) REPORTS AND PRESENTATIONS Page 1 of 5

Proclamation honoring citizen Marjorie Dudley Morrow Mayor Miller read a Proclamation honoring citizen and volunteer Marjorie Dudley Morrow for her work with the youth of Palmetto teaching photography and local history, as well as her organization of the Fantasy Forest event and help with the design of the Train Depot restoration. The large meeting room in the Train Depot will bear her name as the Marjorie Dudley Morrow Community Meeting Room. Clark Boddie: I,, do solemnly swear (or affirm) that I will faithfully and to the best of my ability perform the duties of Mayor of the City of Palmetto; that I am not the holder of any unaccounted for public money due this state or any political subdivision or authority thereof; that I am not the holder of any office of trust under the government of the United States, any other state, or any foreign state which I am by the laws of the State of Georgia prohibited from holding; that I am otherwise qualified to hold said office according to the Constitution and Laws of the State of Georgia; that I will uphold the Constitution and Laws of the United States and the State of Georgia; and that I will enforce the provisions of the Charter and all duly enacted ordinances of the City of Palmetto, so help me God. 2) Swearing In of the Council Mayor Boddie administered the following oath to Larry Parrott, Leon Sumlin and Patty O Hara Willey: I,, do solemnly swear (or affirm) that I will faithfully and to the best of my ability perform the duties of Council Member of the City of Palmetto; that I am not the holder of any unaccounted for public money due this state or any political subdivision or authority thereof; that I am not the holder of any office of trust under the government of the United States, any other state, or any foreign state Page 2 of 5

Clay Collins Mayor Pro Tem: City Administrator: City Clerk: City Attorney: Newspapers: Cindy Hanson William McNally The South Fulton Neighbor Newnan Times Herald Fulton Daily Report (when required) Motion and action: Councilmember Rockemore made a motion to approve the appointments as proposed and Councilmember Willey seconded. The motion passed with a vote of five (5) in favor and one (1) opposed (Rusch). South Fulton Municipal Regional Water/Sewer Authority: Motion and action: Councilmember Parrott nominated Mayor Boddie and William H. Shell to the South Fulton Municipal Regional Water/Sewer Authority. Councilmember Sumlin seconded the motion and it passed with a unanimous vote. South Fulton Municipal Regional Jail Authority: Motion and action: Councilmember Mullis nominated Mayor Boddie to the South Fulton Municipal Regional Jail Authority. Councilmember Willey seconded and the motion passed unanimously. 4) Resolution No: Re: Bank Resolution and Agreement Signatures Leon Sumlin Page 3 of 5

4 Motion and action: Councilmember Mullis made a motion to approve the Resolution. Councilmember Sumlin seconded and the motion passed unanimously. 5) NEW BUSINESS 6) MAYOR AND COUNCIL/DEPARTMENT HEADS REPORTS AND COMMENTS Councilmember Rockemore welcomed the Mayor and Councilmembers Parrott and Willey. Councilmember Mullis wished everyone a Happy New Year. Councilmember Parrott thanked those that supported him during the election and expressed that he looked forward to serving the next four years. Mayor Boddie recognized family members of the elected officials and thanked everyone for their participation in the election. Mr. Davenport thanked the Council for the appointment of his firm as the City Attorney. Councilmember Sumlin thanked all that voted in the election. Councilmember Willey thanked everyone for the support and encouraged the audience to continue to come to meetings and ask questions. She also recognized her family in the audience and especially her husband for his hard work during her campaign. Councilmember Rusch stated that it was good to see new faces in the audience and invited them to keep coming. Mayor Boddie recognized former Council Members in the audience, as well as Fairburn s former Mayor Betty Hannah. Ms. Hanson announced that would be closed on January 16 th for Martin Luther King, Jr. Day. Mayor Boddie invited everyone to a reception in the front lobby after the meeting. 7) PUBLIC COMMENT Citizens are allowed to voice City-related requests, concerns, opinions, etc. during the Public Comment portion of the Council meeting. Speakers will be granted up to two minutes each, and Public Comment will not exceed 30 minutes. 8) ADJOURNMENT Page 4 of 5
