1 TOWNSHIP OF DENNIS COMMITTEE REORGANIZATION MEETING 2017 JANUARY 03, 2017, 6:30 P.M. DENNIS TOWNSHIP MUNICIPAL BUILDING DENNISVILLE, NJ The meeting was called to order by the Clerk, Jacqueline B. Justice. The Clerk announced that notice of this meeting had been published in the Herald and also had been placed on the bulletin board in the Township Hall, pursuant to N.J.S. 10:4-6 et. seq. The Clerk requested that everyone stand for the Pledge of Allegiance. The invocation will be given by Pastor Fred Marz. Honorable Len Desiderio, administered the oath of office to the newly elected Township Committee Member Zeth A. Matalucci for a three year term. Honorable Len Desiderio, administered the oath of office to the newly elected Township Committee Member Melanie Smith for a three year term. The Clerk conducted the roll call: Salimbene, Tozer, Smith, Fry-DeRose and Matalucci The Clerk asked for a motion nominating the Mayor for the year Motion was made by Fry-DeRose, seconded by Salimbene, with 5 ayes and no nays, the following RESOLUTION NO BE IT RESOLVED, that Zeth A. Matalucci be elected Mayor for the year ATTEST ATTEST Honorable Len Desiderio, administered the oath of office to newly elected Mayor Matalucci for the year The Mayor then asked for a motion nominating the Deputy Mayor for the year Motion was made by Smith, seconded by Salimbene, with 5 ayes and no nays, that the following
2 RESOLUTION NO BE IT RESOLVED, that Julie Fry-DeRose be elected Deputy Mayor for the year ATTEST ATTEST Honorable Len Desiderio, administered the oath of office to newly elected Deputy Mayor Fry-DeRose for the year Freeholder Desiderio extended his congratulations from the Cape May County Freeholder Board as well as the City of Sea Isle. The Mayor asked for a motion nominating the Township Solicitor for the year Motion was made by Salimbene, seconded by Smith, with 5 ayes and no nays, that the following RESOLUTION NO WHEREAS, it is necessary to appoint a Township Solicitor for the year NOW THEREFORE BE IT RESOLVED, that Marcus H. Karavan, Esq. of the firm Blaney & Karavan, PC be appointed as the Township Solicitor for the year ATTEST ATTEST The Mayor asked for a motion nominating the Labor Counsel for the year Motion was made by Fry-DeRose, seconded by Smith, with 5 ayes and no nays, that the following RESOLUTION NO WHEREAS, it is necessary to appoint a Labor Counsel for the year NOW THEREFORE BE IT RESOLVED, that William G. Blaney, Esq. of the firm Blaney & Karavan, PC be appointed as the Township Solicitor for the year ATTEST ATTEST
3 The Mayor asked for a motion nominating the Township Auditor for the year Motion was made by Smith, seconded by Fry-DeRose, with 5 ayes and no nays, that the following RESOLUTION NO WHEREAS, it is necessary to appoint a Registered Municipal Auditor for the year NOW THEREFORE BE IT RESOLVED, that Leon P. Costello, CPA/RMA of the firm Ford-Scott & Associates, LLC be appointed as the Registered Municipal Auditor for the year ATTEST ATTEST The Mayor asked for a motion nominating the Bond Counsel for the year Motion was made by Fry-DeRose, seconded by Smith, with 5 ayes and no nays, the following RESOLUTION NO WHEREAS, it is necessary to appoint a Bond Counsel for the year NOW, THEREFORE BE IT RESOLVED, that Parker McCay be appointed as the Municipal Bond Counsel for the year ATTEST ATTEST The Mayor asked for a motion nominating the Coordinator for the year Motion was made by Salimbene, seconded by Smith, with 5 ayes and no nays, the following resolution was adopted: RESOLUTION NO WHEREAS, it is necessary to appoint a Municipal Coordinator for the year NOW, THEREFORE BE IT RESOLVED, that Zeth A. Matalucci be appointed as the Municipal Coordinator for the year ATTEST ATTEST
4 The Mayor then asked for a motion nominating a Recording Clerk to record Township Committee Meetings for the year Motion was made by Fry-DeRose, seconded by Salimbene, with 5 ayes and no nays, the following RESOLUTION NO WHEREAS, it is necessary to appoint a Recording Clerk to record the Township Committee Meetings for the year NOW, THEREFORE BE IT RESOLVED, that Debbie Berg be appointed as the Recording Clerk for the Township Committee Meeting for the year ATTEST ATTEST The Mayor asked for a motion for the appointment of a Class III Member to the Consolidated Land Use Board. Motion was made by Salimbene, seconded by Tozer, with 5 ayes and no nays, the following resolution was adopted: RESOLUTION NO WHEREAS, it is necessary to appoint a Member of the Governing Body to the Consolidated Land Use Board to serve as its Class III Member for a one (1) year term. NOW, THEREFORE BE IT RESOLVED, that Julie Fry-DeRose be appointed as the Class III Member of the Consolidated Land Use Board for a one (1) year term. 6 WHEREAS, N.J.S. 40A:4-19 provides that the Governing Body shall make temporary appropriations to provide for the period between the beginning of the budget year and the date of the adoption of the budget; and WHEREAS, the date of this resolution is prior to January 31 of the 2017 budget year; and WHEREAS, the total of the temporary appropriations do not exceed 26.25% of the total of all budget appropriations of the preceding year, less appropriations for debt service, capital improvement fund, and public assistance, and which amount is $1,093, NOW, THEREFORE BE IT RESOLVED, that the temporary appropriations in the amount of $1,000, be made and that a certified copy of this resolution be transmitted to the Chief Financial Officer. 7 ATTEST ATTEST The Mayor asked for a motion authorizing the payment of the bills, providing that proper vouchers have been filed and that funds are available. Motion was made by Fry-DeRose, seconded by Salimbene, with 5 ayes and no nays, that the following bills were authorized to be paid: GENERAL ACCOUNT: Twp. SBD Grand Island S.S.C.I Stewart Business Systems Suburban Propane , Uline BSN Sports, Inc Vision Service Plan The Mayor then asked for comments from the Committee. Committeewoman Salimbene gave a shout out to Mr. Mitchell and his 2 sons for volunteering to rake leaves at the Museum last month and they did a great job. She indicated that anytime a parent gets kids involved with volunteering it s good for everyone in the community. She stated that she looks forward to working with this Township Committee to get things done for the Township and that it is an honor and a pleasure to work with everyone. Committeeman Tozer congratulated Mayor Matalucci and Committeewoman Smith and indicated welcome aboard. He offered Lisa and his limited knowledge and indicated he looks forward to the year. Committeewoman Smith thanked everyone for their help with the campaign process and indicated that she would not be setting there without that support. She indicated that she is excited to be here and wants to give back to the community, it really does make a difference. She wished everyone a Happy & Healthy New Year. Deputy Mayor Fry-DeRose welcomed the two new Committee Members aboard and indicated that it should be an interesting, fun and learning year.
8 Mayor Matalucci thanked everyone for coming out and for voting for them. He stated he is looking forward to getting to work and getting things done. He indicated that the next meetings should go smoother and his nerves should calm down by then. Mayor Matalucci thanked everyone again urged them to ask if they need something. He stated that we can t do something if we do not know it needs to be done so please attend the meetings and let us know what is on your minds. Mayor Matalucci thanked various dignitaries for attending: Freeholder Desiderio, County Clerk Rita Fulginiti, Sheriff Gary Schaffer, Republican County Chairman & Solicitor Marc Karavan, Tim Donohue, Mayor Pikolycky, former Dennis Township Mayor Bob Grace, Frank Germanio, Paul Baldini, and Butch Romano. The Benediction was given by Pastor Fred Marz. Motion was made by Salimbene, seconded by Fry-DeRose, that the meeting be adjourned, all in favor and the motion carried. ATTEST ATTEST
