Pursuant to Section of the Texas Government Code, the Planning and Zoning Commission may meet in a closed executive session to consult with the City Attorney regarding matters authorized by Section , including matters posted on this agenda. AGENDA I. APPROVAL OF THE MINUTES OF THE JANUARY 8, 2018, MEETING II. PUBLIC HEARINGS A. Conduct a public hearing and consider a replat of Dr. John D. Horn High School, Block A, Lot 1 submitted by Nathan D Maier Consulting Engineers, Inc. on behalf of Mesquite Independent School District, located at 33 E. Cartwright Road. (PL ) B. Conduct a public hearing and consider zoning text amendments to Chapter 2-203, Schedule of Permitted Uses; Chapter 3-2, Use Regulations; Chapter 3-3, Development Standards; Chapter 3-4, Off-Street Parking and Loading; Chapter 3-5, Supplementary Use Regulations; and Section 6-102, Definitions; all pertaining to new and revised regulations for Educational Services including Elementary, Secondary Schools. (ZTA ) (This item was postpone at the November 27, 2017, and January 8, 2018, Planning and Zoning Commission meetings.) III. DIRECTOR S REPORT A. Director s Report on recent City Council action on zoning items at their meetings on January 16, 2018, and February 5, At the conclusion of business, the Chairman shall adjourn the meeting. Pursuant to Section 30.06, Penal Code (trespass by license holder with a concealed handgun), a person licensed under Subchapter H, Chapter 411, Government Code (handgun licensing law), may not enter this property with a concealed handgun. 3 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING, HELD AT 7: P.M., JANUARY 8, 2018, 757 NORTH GALLOWAY AVENUE, MESQUITE, TEXAS Present: Chairman Ronald Abraham, Vice Chair Sherry Williams, Jennifer Vidler, Sergio Garcia, Yolanda Shepard, Alternate Debbie Anderson, Alternate Elizabeth Allen Absent Staff: Dharma Dharmarajan Manager of Planning and Zoning Garrett Langford, Assistant Senior City Attorney Cindy Steiner, Senior Administrative Secretary Devanee Winn Chairman Ronald Abraham called the meeting to order and declared a quorum present. I. APPROVAL OF THE MINUTES OF THE JANUARY 8, 2018 MEETING A motion was made by Vice Chair Williams to approve the minutes with grammatical corrections. Ms. Vidler seconded and the motion passed unanimously. II. PUBLIC HEARINGS A. Conduct a public hearing and consider a replat of Town East Mall Phase 2 Addition, Block B, Lots 1 and 2 submitted by Collins Engineers, Inc. on behalf of Town East Mall, LLC and ARC Real Estate (TX) LP., located at 2063 Town East Blvd. (PL ) Planning and Zoning Manager Garrett Langford briefed the Commissioners. Staff recommended approval with the conditions 1-9 as listed in the staff report. Chairman Abraham opened the public hearing. No one appeared and Chairman Abraham closed the public hearing. A motion was made by Ms. Vidler to approve the plat with staff s recommendations. Ms. Shepard seconded and the motion passed unanimously. B. Conduct a public hearing and consider a replat of Alma Heights Addition, Block 1, Lot 2 submitted by A&W Surveyors, Inc. on behalf of Joseph Bessie Caperton, located at 1695 Mesquite Valley Road. (PL ) Planning and Zoning Manager Garrett Langford briefed the Commissioners. Staff recommended approval with the conditions 1-4 as listed in the staff report. Chairman Abraham opened for public hearing. No one appeared and Chairman Abraham closed the public hearing. A motion was made by Ms. Vidler to approve the plat with staff s recommendations. Mr. Garcia seconded and the motion passed unanimously. C. Conduct a public hearing and consider zoning text amendments to Chapter 2-203, Schedule of Permitted Uses; Chapter 3-2, Use Regulations; Chapter 3-3, Development Standards; Chapter 3-4, Off-Street Parking and Loading; Chapter 3-5, Supplementary Use Regulations; and Section 6-102, Definitions; all pertaining to new and revised regulations for Educational Services including Elementary, Secondary Schools. Staff recommended that this case be tabled until February 12, 2018, to allow for additional research. A motion was made by Vice Chair Williams to postpone until February 12, Ms. Vidler seconded and the motion passed unanimously. IV. DIRECTOR S REPORT

4 A. Director s Report on recent City Council action on zoning items at their meetings on December 18, 2017 and January 2, Planning and Zoning Manager Garrett Langford briefed the Commissioners. Mr. Langford stated that the Conditional Use Permits for Celebration Station, Precision Auto, and the Aim High Bounce House were all approved. The City Council requested additional changes to the proposed text amendments regarding the reception facilities. This will go back to City Council later this month. There being no further items before the Commission, the Chairman adjourned the meeting at 7:15 pm. Chairman Ronald Abraham
