CALL TO ORDER Mayor 2. PUBLIC HEARINGS a) Conduct a public hearing on a preliminary plat submitted by Cypresswood Village LLC and Soutex Surveyors and Engineers for the Cypresswood Village Phase II subdivision. 4 Staff: Trahan b) Conduct a public hearing on an ordinance of the City of Orange, Texas amending the City of Orange Code of Ordinances by deleting in its entirety Chapter 3 Building and Construction Article Fence Construction and Alterations ; amending Chapter 12 Planning and Zoning Article Definitions Section Definitions by adding definitions for front yard, rear yard, corner side yard and interior side yard; deleting in its entirety Chapter 12 Planning and Zoning Article Zoning Districts and Other Regulations Section (c)(7)b Buffering and Screening pertaining to fence height and opaqueness in the C-S Commercial -Special and C-S Cove zoning districts; amending Chapter 12 Planning and Zoning Article Zoning Districts and Other Regulations Section (A)(n)(2) Fences pertaining to fences in the historic overlay zoning districts; amending in its entirety Chapter 12 Planning and Zoning Article Zoning Districts and Other Regulations Section (6) Fences (Residential, Commercial, Commercial Adjacent to Residential) and providing for requirements for fences in the residential, commercial and industrial zoning districts; amending Chapter 12 Planning and Zoning Article Recreational Vehicle Parks Section A.5 by requiring vehicle parks to have a six-foot fence; finding that this ordinance is consistent with the comprehensive master plan; repealing all ordinances in conflict with this ordinance to the extent of such conflict; establishing a severability clause; establishing an effective date; and making certain findings relative thereto. 8 Staff: Knauf Special Call City Council Meeting, October 30, 2018 City of Orange, Texas Page 1 Page 1 of 34

34 MEMORANDUM To: From: Subject: Mayor and City Council Kelvin Knauf, Interim City Manager Jay Trahan, Assistant City Manager Consider a Memorandum of Understanding between the City of Orange, the Orange County Drainage District and ITEX concerning drainage improvements for Cypresswood Village Phase I subdivision and Cypresswood Village Phase II subdivision Date: October 23, 2018 The City of Orange, the Orange County Drainage District and ITEX are working together on a memorandum of understanding that will improve the drainage through the Cypresswood Village Phase I and Cypresswood Village Phase II subdivisions. As of this writing, we are still working on the wording of the agreement. Normally, we don t like to place items on the agenda without backup information; however, in this case, we are working diligently to get the wording to where it is agreeable to all parties and hope to have the agreement to you before the Council meeting. We will be prepared to discuss the memorandum of agreement, whether or not the wording has been worked out, at the meeting. Page 34 of 34
