1 PENNS MANOR AREA SCHOOL DISTRICT BOARD OF EDUCATION MINUTES OF MEETING OF OCTOBER 8, 2015 The regular meeting of the Penns Manor Area School Board of Education held on Thursday, October 8, 2015 was called to order by President Robert Packer at 7:00 p.m. On roll call the following members were present: Mr. Beilchick, Mr. Hardesty, Mr. Oakes, Mr. Polenik, Mr. Packer, Mr. Sutila, and Dr. Wheatley. Mrs. Dudeck and Mrs. Eckenrode were excused. The following administrators were present: Mr. Johnston, Mrs. Dolges, Mr. Grimaldi, Mrs. Zeglen and Mr. Kudlawiec. Also present was Mr. Ronald Saffron, Esquire. PRESENTATIONS PMEA: Casual for a Cause/Spirit Committee Mr. Dave Fulton introduced Jen Horgan and David Cowles. Mrs. Horgan spoke about the Casual for a Cause Committee at the High School which is funded by High School faculty and staff donations and used to make donations and buy items for High School students and their families who experience certain difficulties such as a house fire or accident. At holiday time, a donation has been made by the Clymer Slovak Club to the committee to be used along with their funds to help make the holidays brighter for some students. Mrs. Horgan also spoke about the PMEA Senior of the Month Award which is given to 10 seniors every year. Mr. Cowles spoke about the Elementary Spirit Committee which is comprised of all adult staff at the Elementary school. Donations are collected and sent to charitable causes such as Love Basket, Teddy Bear Fund and Comet Crusaders. Donations are also made to elementary children and their families who experience disasters. On behalf of the board and school district, Mr. Packer thanked the presenters and staff who participate in these committees to help the children. EXECUTIVE SESSION Motion by Mr. Sutila, seconded by Mr. Hardesty to move to Executive Session. Motion passed. The board met in Executive Session from 7:08 pm to 7:12 pm for personnel reasons. APPROVAL OF AGENDA Motion by Mr. Sutila, seconded by Mr. Hardesty, to altar the agenda as follows: Add under New Business; Item H; Hire Technology Assistant Support through the ICTC Co-op program. Under Curriculum Committee ; Item 1; add Kim Bodek as mentor for Special Education teacher. Item 2, Change dates from 2015 to Under New Business; Advance on Salary Schedule; change Penn Manor to Penns Manor. Motion by Mr. Hardesty, seconded by Mr. Beilchick to approve the agenda as altered. Motion carried. CITIZENS REMARKS TO BOARD Mr. Larch spoke to the board about the Challenger Program at ICTC. He does not want the school to fund the program. REPORTS Superintendent Mr. Johnston reported on the following: Reviewed agenda items Cafeteria accounts for students can be accessed online by parents by going to either school website and setting up their account. Raptor identification systems are up and running in both schools to check visitor identifications upon entry to the school. High School Principal Mrs. Dolges reported on the following: Introduced the High School teachers in attendance Challenge Program in conjunction with State Farm insurance; students in 10 th, 11 th and 12 th grades can be awarded up to $3000 for meeting goals in five different areas. 2 nd annual Safe Driving day next Friday, Oct 16 th. In partnership with Dave Smith from State Farm, IUP, PennDot, Tri County and other agencies. Elementary Principal Mr. Grimaldi reported on the following: Distributed Elementary newsletter Introduced Elementary teachers in attendance PA Farm Bureau Mobile Ag Lab will be at the Elementary School on Oct 26 th -29 th. 3 COMMITTEE REPORTS Negotiations Committee - Mrs. Dudeck, Spokesperson The Negotiations Committee met with PMEA and their representatives before the board meeting this evening. Next meetings are scheduled for Nov 9, 2015 and Nov 19, 2015 at 5:30 p.m. in the District boardroom Curriculum Committee - Mr. Sutila, Spokesperson Mentor Motion by Mr. Sutila, seconded by Mr. Beilchick, to approve Kim Bodek as a mentor for Special Education teacher, Christine Ferguson, as per the induction program of the District for compensatory time. On roll call the following members voted: Out-of- State Fieldtrip High School Senior Class Trip Motion by Mr. Sutila, seconded by Mr. Beilchick, to approve the Senior Class Trip to Washington D. C. and Baltimore, MD, from Sunday, May 22, 2016 to Tuesday, May 24, The cost to the District is $340 for substitute teachers while both Class Advisors are traveling with the senior class. On roll call the following members voted: Penns Manor Area Cyber Academy Teacher Approval Motion by Mr. Sutila, seconded by Mr. Hardesty, to approve the following Penns Manor Area School District teachers to instruct Penns Manor Area Cyber Academy students throughout the school year as teacher coverage on an as-needed basis: Leanne Thome, Dan Antonacci, Scott Lowry, Lori Thompson, Todd Shobert, and David Fulton. On roll call the following members voted: Budget & Finance Committee - Mr. Beilchick, Spokesperson Insurance Proposal Motion by Mr. Beilchick, seconded by Dr. Wheatley, to accept and approve the school insurance proposal from Liberty Mutual as presented by Walbeck Insurance. The commercial liability package shall include coverage for Property, Inland Marine, Automobile, General Liability, School Leaders Errors and Omissions, Crime and Excess Liability. The effective date of this insurance coverage will be October 1, 2015, with an expiration date of October 1, The total premium for the insurance proposal is $52,875.00, and payment of said premium is hereby approved. 4 E-Rate Amendment Renewal enclosure 7 Motion by Mr. Beilchick, seconded by Mr. Sutila, to approve the Epic Communications Amendment E-Rate 19 agreement with Epic Communications, Inc. of Cleveland, Ohio, attached hereto as Enclosure #7, which amendment adds E-Rate Year to the existing contract between the School District and Epic Communications, Inc.; and further to authorize the appropriate officers of the School Board to execute the Epic Communications Amendment E-Rate 19 agreement and a Letter of Agency for the year on behalf of the District. On roll call the following members voted: Tax and Revenue Anticipation Note(s)-Bond Counsel Motion by Mr. Beilchick, seconded by Dr. Wheatley, to retain the law firm of Clark Hill, PLC, of Pittsburgh, Pennsylvania, on an as needed basis, in connection with the District s anticipated borrowing through the issuance of tax and revenue anticipation note(s) for the fiscal year pursuant to the Local Government Unit Debt Act, or in the alternative, other short-term borrowing, to finance the District s anticipated cash flow problems created by the current impasse in the state budget process which has resulted in the non-receipt of state subsidy payments from the Commonwealth of Pennsylvania. On roll call the following members voted: Authorization to proceed with work regarding Tax and Revenue Anticipation Note(s) or alternative short-term borrowing. Motion by Mr. Beilchick, seconded by Dr. Wheatley, to authorize Clark Hill, PLC, the District s solicitor and the District s Business Manager to proceed with the preparation of the documents necessary to sell at private sale by negotiation or Invitation a draw down Tax and Revenue Anticipation Note(s) for fiscal year , pursuant to the Local Government Unit Debt Act, of the Commonwealth of Pennsylvania, in the aggregate principal amount not to exceed three million ($3,000,000.00) dollars, or in the alternative, to proceed with other short-term borrowing, in order to finance the District s anticipated cash flow problems created by the current impasse in the state budget process which has resulted in the non-receipt of state subsidy payments from the Commonwealth of Pennsylvania. On roll call the following members voted: Buildings & Grounds Committee Mr. Polenik, Spokesperson Public Water Installation Project Motion by Mr. Polenik, seconded by Mr. Hardesty, to grant the Administration permission to have HHSDR Engineers assess and develop a plan of work needed for the installation of public water into the School District facilities. 5 Athletics Committee - Mrs. Eckenrode, Spokesperson Boys Track and Field Head Coach Resignation Motion by Mr. Polenik, seconded by Mr. Sutila, to accept the resignation of Ray Beisel as the Boys Track and Field Head Coach effective immediately; and to grant the Administration permission to post and advertise, if necessary, for this position. On roll call the following members voted: Girls Basketball Jr. High Assistant Coach 2 Resignation Motion by Mr. Polenik, seconded by Mr. Sutila, to accept the resignation of Rebecca Bowser as the Girls Basketball Jr. High Assistant Coach 2 effective immediately; and to grant the Administration permission to post and advertise, if necessary, for this position. On roll call the following members voted: Boys Basketball Jr. High Assistant Coach 1 Motion by Mr. Polenik, seconded by Mr. Beilchick, to hire Robert Paronish as the Boys Basketball Jr. High Assistant Coach 1 effective immediately. All clearances are currently on file in the District Office. The salary for this position is $2, as per the current expired Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association. On roll call the following members voted: Transportation Committee - Mr. Oakes, Spokesperson Bus Driver Approval Motion by Mr. Oakes, seconded by Mr. Hardesty, to approve the following as bus drivers for Tri County Transportation for the school year: Trista Keith, Wilda Keith, Alicia Patterson and Tom Patterson. On roll call the following members voted: Safe Schools Grant Security System Motion by Mr. Sutila, seconded by Mr. Polenik, to grant the Administration permission to submit a Safe Schools Equipment Grant Application to the Pennsylvania Department of Education for the purchase of security cameras within the District. 7 Retirement Resignation Bernatzky Motion by Mr. Sutila, seconded by Mr. Beilchick, to accept the resignation of Kimberly Bernatzky submitted to the District by letter dated September 22, 2015, with regret, as a cleaner effective October 30, 2015, due to retirement. Ms. Bernatzky has been employed with the Penns Manor Area School District since September The board hereby grants the Administration permission to post and advertise, if necessary, for this position. On roll call the following members voted: Retirement Resignation Rebovich Motion by Mr. Beilchick, seconded by Mr. Sutila, to accept the resignation of Thomas Rebovich, Sr. submitted by letter to the District on September 11, 2015, with regret, as a custodial/maintenance worker effective November 5, 2015, due to retirement. Mr. Rebovich has been employed with the Penns Manor Area School District since October The board hereby grants the Administration permission to post and advertise, if necessary, for this position.
