1 PENNS MANOR AREA SCHOOL DISTRICT BOARD OF EDUCATION MINUTES OF MEETING OF NOVEMBER 13, 2014 The regular meeting of the Penns Manor Area School Board of Education of November 13, 2014 was called to order by President, Robert Packer at 7:00 p.m. On roll call the following members were present:,,,,, and. Mrs. Eckenrode and were excused. The following administrators were present: Mr. Johnston, Mrs. Dolges, Mr. Grimaldi, Mrs. Zeglen, and Mr. Kudlawiec. Ronald Saffron, Esquire was also present. EXECUTIVE SESSION The board met in Executive Session from 7:02 pm to 7:20 pm for personnel and legal reasons. APPROVAL OF AGENDA Motion by, seconded by, to amend the agenda as follows: Under Athletics; Amend motion; Jr. High Boys Basketball Head Coach, add name Andrew Lansberry. Jr High Boys Assistant Coach, add name Travis Welch. Under New Business: Amend motion; Elementary Secretary B, add name Kathy Vasbinder, vacated Instructional Aide position. Effective date will be Dec 15, Under New Business: Amend motion; Full-Time Health Care Assistant; add name Erin Zack, add benefits as identified as a 9 month employee in the Collective Bargaining Agreement. Under New Business: Add motion; Refrigerator Purchase; add motion to purchase new two door reach in Refrigerator from Singer at a cost of $2, plus deliver of $ for a total of $2, Under New Business: Add motion; Four Hour Instructional Assistant; add name Kim McCombs. On roll call the PROGRAMS UPDATE None REPORTS Acting Superintendent Mr. Johnston reported on the following: Reviewed items on agenda for approval SBP Scores Elem- 72.2; H.S Policies to be reviewed at next work session Arts in Education Grant Apply again in April Substitute High School Principal Mrs. Dolges reported on the following; Veterans Day Program Donation to Indiana County Veterans Home; $ Elementary Principal Mr. Grimaldi distributed the Elementary Newsletter. Cafeteria financial - enclosure 4 Athletic financial - enclosure 5 High School Activity account enclosure 6 OLD BUSINESS None COMMITTEE REPORTS Negotiations Committee -, Spokesperson Information only: Negotiations with the School Board s Negotiations Committee and the Penns Manor Education Association have been scheduled for the following dates: Thursday, November 20 th at 5:30 in the District Board Room, and Wednesday, December 3 rd at 5:30 in the District Board Room. Curriculum Committee -, Spokesperson IU 28 Special Education Service Motion by, seconded by, to grant the Administration permission to obtain additional school psychologist services and/or special education director services from ARIN IU 28 when services are needed due to a high volume of services needed and IDEA deadlines needing to be met. 3 Out-of- State Fieldtrip High School Senior Class Trip Motion by, seconded by, to approve the Senior Class Trip to Washington D. C. /Baltimore, MD from Sunday, May 17, 2015 to Tuesday, May 19, The cost to the district is $340 for substitute teachers while both Class Advisors are traveling with the senior class. On roll call the Budget & Finance Committee -, Spokesperson New Home Construction Tax Abatement Program Reals Estate Tax Exemption Request Motion by, seconded by, to accept and approve the New Home Construction Tax Abatement application of Mr. & Mrs. Ronald Sexton, Sr., 3249 Metz Road, Penn Run, PA for School Real Estate Tax Exemption for a period of twenty-four (24) consecutive calendar months starting with the effective date as determined by the County Board of Assessment Appeals. A copy of the approved application will be forwarded to the County Board of Property Assessment Appeals and Chief Assessor for review. On roll call the New Home Construction Tax Abatement Program Reals Estate Tax Exemption Request Motion by, seconded by, to a accept and approve the New Home Construction Tax Abatement application of Mr. & Mrs. Dan McCracken, 2978 Metz Road, Penn Run, PA for School Real Estate Tax Exemption for a period of twenty-four (24) consecutive calendar months starting with the effective date as determined by the County Board of Assessment Appeals. A copy of the approved application will be forwarded to the County Board of Property Assessment Appeals and Chief Assessor for review. On roll call the 3

4 Service Agreement Renewal Motion by, seconded by, to accept and approve the HVAC service renewal proposal presented by Daikin in the amount of $4, Payment for this renewal service will be $2,231.00; payable semi-annually in advance. The total cost of this service remains the same as the previous year. On roll call the Booster Organization Approval enclosure 7 Motion by, seconded by, to approve the Elementary Wrestling Boosters as an official booster club of the Penns Manor Area School District. A copy of this new resolution is included as enclosure 7. On roll call the ALPHA Services Payment Motion by, seconded by, to approve a payment of $2, stipend to the ALPHA Program of the Community Guidance Center in Indiana, PA for mental health therapy and academic assistance for Penns Manor students during the school year. On roll call the Buildings & Grounds Committee, Spokesperson Timber Management Agreement enclosure 8 Motion by, seconded by, to enter into an agreement with Michael Barton Forestry Consulting to manage the timbering of the district s wood lot as defined in the Timber Management Agreement as presented in enclosure 8 at the rate of $35.00 per hour or 12% of the accepted bid for the timber sale; whichever is the lower of the two amounts. Should the Sellers decide not to sell the timber offered for sale, the District shall then agree to pay M. B. Forestry Consulting the amount of six percent (6%) of the highest acceptable bid, for services rendered. On roll call the following members voted: 4

5 Electrical Wiring for Back-up Power enclosure 9 Motion by, seconded by, to approve K & K Jewart Electrical Contracting for electrical wiring services to run back-up to operate the District s telephones during power outages in the amount of $3, See enclosure 9 for a copy of the proposal. On roll call the following members voted: Infrared Roof Moisture Survey enclosure 10 Motion by, seconded by, to approve Non Destructive Surveys to conduct an infrared roof moisture survey of the Jr./Sr. High School roof and Kindergarten quad roof in the amount of $1, See enclosure 10 for a copy of the proposal. On roll call the Athletics Committee -, Spokesperson Jr. High Boys Basketball Head Coach Motion by, seconded by, to hire Andrew Lansberry as the Jr. High Boys Basketball Head Coach pending completion of the Concussion Impact and Cardio Training. All clearances are currently on file in the district office. The salary for this position is $3, as per the current expired Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association. On roll call the Jr. High Boys Basketball Assistant Coach 1 Motion by, seconded by, to hire Travis Welch as the Jr. High Boys Basketball Assistant Coach 1 pending completion of the Concussion Impact and Cardio Training, and receipt of all current clearances. The salary for this position is $2, as per the current expired Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association. On roll call the Resignation of Girls Varsity Volleyball Head Coach Motion by, seconded by, to accept the resignation of Barbara Thornton as the Girls Varsity Volleyball Head Coach, effective immediately, and to grant the Administration permission 5

6 to post and advertise, if necessary, for this position. On roll call the Resignation of Girls Varsity Volleyball Assistant Coach Motion by, seconded by, to accept the resignation of Sarah Alman as the Girls Varsity Volleyball Assistant Coach, effective immediately, and to grant the Administration permission to post and advertise, if necessary, for this position. On roll call the Fitness Center Attendant Substitute Motion by, seconded by, to hire the following as a fitness center attendant substitute (pending appropriate clearances) at minimum wage: John R. Rizzo III. On roll call the Transportation Committee -, Spokesperson Nothing at this time. POLICIES Nothing at this time. CORRESPONDENCE Nothing at this time. NEW BUSINESS Hiring of Elementary Secretary B Motion by, seconded by, to approve the voluntary transfer of Kathleen Vasbinder to the position of the eleven (11) month Secretary B/Elementary Receptionist at the current contracted hourly rate of $13.74, and to grant the Administration permission to post and advertise, if necessary, for her vacated Instructional Aide position. The effective start date will be December 15, The probationary period for this position is 30 workdays. On roll call the 6

7 Substitutes Motion by, seconded by, to approve the following as day-to-day substitutes for the school year pending the receipt of all current clearances: Support: Donna George, Cafeteria, Cleaner, Instructional Assistant & Secretarial; Cindy Goril, Instructional Assistant & Secretarial; Sherri Leamer, Instructional Assistant; and Christine Tate, Secretary. On roll call the Memorandum of Agreement Pertaining to Full Time Health Assistant enclosure 11 Motion by, seconded by, to approve the Memorandum of Agreement between the Penns Manor Area School District and the Penns Manor Area Education Support Professionals for a Full Time Health Assistant as presented in enclosure 11. On roll call the following members voted: Memorandum of Agreement Pertaining to Four Hour Instructional Assistant enclosure 12 Motion by, seconded by, to approve the Memorandum of Agreement between the Penns Manor Area School District and the Penns Manor Area Education Support Professionals Association for a Four Hour Instructional Assistant as presented in enclosure 12. On roll call the Hiring of Full-time Health Assistant Motion by, seconded by, to hire Erin Zack as a Full Time Health Assistant effective Friday, November 14, 2014 at her current rate of $13.55 per hour as provided in the Memorandum of Agreement for the Full Time Health Care Assistant between the Penns Manor Area School District and the Penns Manor Education Support Professionals Association and Article X, Section C, Filling Vacancies of the Collective Bargaining Agreement between Penns Manor Area School District and the Penns Manor Education Support Professionals Association. Erin Zack will be on probation for a period of thirty (30) workdays. Erin Zack will also be entitled to benefits as identified as a 9 month employee in the Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Support Professionals Association. On roll call the following members voted: 7

8 Leave of Absence Caroff Motion by, seconded by, to approve the request of Cheryl Caroff for leave without pay under the provisions of Article IX, UNPAID LEAVES OF ABSENCE, Section C, of the collective bargaining agreement of August 24, 2008 August 23, 2013 (the CBA ) with a tentative commencement date that began on September 29, 2014, and with an anticipated return to work date of November 10, 2014 provided, however, that such unpaid leave shall not exceed twelve (12) months as provided for under Article IX, Section C of the CBA, and with the understanding that the employee intends to utilize sick leave as provided for by the CBA, and subject to the requirements and conditions pertaining thereto as set forth in the CBA. On roll call the Long-term Substitute Busovicki Motion by, seconded by, to hire Tina Busovicki as a long-term substitute to fill the temporary vacancy in the position held by Cheryl Caroff, who was on an approved leave of absence without pay that began September 29, 2014 through November 7, 2014, and further, to approve the compensation of Tina Busovicki in accordance with the District s policy, at the rate of $85.00 per day for the first 20 consecutive days worked in that position and with the remainder of the days worked in that position to be compensated at the daily rate of $ This long-term substitute position is not to exceed ninety working days. On roll call the Leave of Absence Mountain Motion by, seconded by, to approve the request of Amy Mountain, for leave without pay under the provisions of Article IX, UNPAID LEAVES OF ABSENCE, Section C, of the collective bargaining agreement of August 24, 2008 August 23, 2013 (the CBA ) with a tentative commencement date of December 8, 2014, and with an anticipated return to work date of January 5, 2015 provided, however, that such unpaid leave shall not exceed twelve (12) months as provided for under Article IX, Section C of the CBA, and with the understanding that the employee intends to utilize sick leave as provided for by the CBA, and subject to the requirements and conditions pertaining thereto as set forth in the CBA. 9 Leave of Absence Carney Motion by, seconded by, to approve the request of Donna Carney, for leave without pay under the provisions of Article IX, UNPAID LEAVES OF ABSENCE, Section C, of the collective bargaining agreement of August 24, 2008 August 23, 2013 (the CBA ) with a tentative commencement date of November 6, 2014, and with an anticipated return to work date of January 5, 2015 provided, however, that such unpaid leave shall not exceed twelve (12) months as provided for under Article IX, Section C of the CBA, and with the understanding that the employee intends to utilize sick leave as provided for by the CBA, and subject to the requirements and conditions pertaining thereto as set forth in the CBA. And to grant the administration permission to advertise for a long-term substitute, if necessary. On roll call the Long-term Substitute - Filipovich Motion by, seconded by, to hire Christine Filipovich as a long-term substitute to fill the temporary vacancy in the position held by Donna Carney, who will be on an approved leave of absence without pay with a commencement date of November 6, 2014 through January 5, 2014, and further, to approve the compensation of Christine Filipovich in accordance with the District s policy, at the rate of $85.00 per day for the first 20 consecutive days worked in that position and with the remainder of the days worked in that position to be compensated at the daily rate of $ This long-term substitute position is not to exceed ninety working days. On roll call the Student Recognition PMEA Senior of the Month for November 2014: Roman Tate Refrigerator Purchase Motion by, seconded by, to purchase a new two door reach-in True Food Refrigerator Model Number T-49 at the cost of $2, from Singer as per PEPPM 2014 state contract There will also be an approximate freight charge of $ bringing the total cost of the refrigerator to $2, See enclosure 13 for a copy of the quote. On roll call the following members voted: Hiring of Four Hour Instructional Assistant Motion by, seconded by, to hire Kim McCombs as a Four Hour Instructional Assistant commencing Friday, November 14, 2014 through to the last day of school for the

10 school year at the rate $7.25 for the first 60 work days as approved in the Memorandum of Agreement for the Four Hour Instructional Assistant between the Penns Manor Area School District and the Penns Manor Education Support Professionals Association. After this probationary period Kim McCombs will be paid at the hourly rate of $10.55 as set forth in the Article XVI, Section I, Category Cleaners, Monitors & Instructional Assistants of the current bargaining agreement.
