1 PENNS MANOR AREA SCHOOL DISTRICT MINUTES OF BOARD MEETING September 13, 2018 The regular monthly board meeting of the Penns Manor Area School Board of Education was held on Thursday September 13, The meeting was called to order at 7:00 p.m. The following members were present:, Mr. Beilchick,,,,,,, and. The following administrators were present: Mr. Johnston, Mrs. Dolges, Mrs Zeglen, Mr. Grimaldi, and Mr. Muscatello. Mr. Dalton was excused. Also present was Mr. Saffron, Esquire. PRESENTATIONS A. Mr. Beilchick 2) Catapult Learning Professional Services Agreement - enclosure 7 Motion by Mr. Beilchick seconded by to approve an agreement with Catapult Learning, LLC for the school year, as presented in enclosure 7, as part of our Title I Non-public services at Seeds of Faith, in the amount of $3, Mr. Beilchick
4 3) Ignite Educational Services Agreement - enclosure 8 Motion by Mr. Beilchick seconded by to approve an agreement with Ignite Education Services for the school year, as presented in enclosure 8, as part of our Title I Non-public services at Northern Cambria Catholic School, in the amount of $1, per Title I eligible student not to exceed $10, Mr. Beilchick 4) Work Sampling Online Renewal - enclosure 9 Motion by Mr. Beilchick seconded by to approve the renewal of Work Sampling Online License for the PreK Counts Assessment Tool, as presented in enclosure 9, in the amount of $ for the school year. There is no increase in cost from the previous school year. Mr. Beilchick 5) New Home Construction Tax Abatement Program Real Estate Tax Exemption Request Motion by Mr. Beilchick seconded by to accept and approve, subject to review by the County Board of Property Assessment Appeals and the Chief Assessor, the New Home Construction Tax Abatement application of Andrew and Lynn Kohan of 1312 Nolo Rd., Penn Run, PA 15765, for School Real Estate Tax Exemption for a period of twenty-four (24) consecutive calendar months starting with the effective date as determined by the County Board of Assessment Appeals. A copy of the application will be forwarded to the County Board of Property Assessment Appeals and Chief Assessor for review. Mr. Beilchick
5 6) Affordable Care Act Recording System Motion by Mr. Beilchick seconded by to approve an engagement agreement with the Reschini Group to assist the School District in the completion of the District s reporting requirements mandated by the Patient Protection an Affordable Care Act as codified in Sections 6055 and 6056 of the Internal Revenue Code. As part of this engagement, the Reschini Group will use the information obtained through databases, coupled with information that the District provides,to generate and complete the District s I.R.S. forms. The cost of these service will be $6.25 per 1095 form that has to be filed with a minimum charge of $ Mr. Beilchick 7) Approve Commercial Liability Package Motion by Mr. Beilchick seconded by, to accept and approve the school insurance proposal from Liberty Mutual as presented by Walbeck Insurance.The commercial liability package shall include coverage Property, General Liability, Automobile, Crime and Excess Liability. The effective date of this insurance coverage will be October 1, 2018, with an expiration date of October 1, The total premium for the insurance proposal is $26,120.00, and payment of said premium is hereby approved. Mr. Beilchick 8) Other budget and finance committee business D. Buildings and Grounds -, Spokesperson 1) Approve Cafeteria Roll-up Door - L & L Door Motion by, seconded by Mr. Beilchick to approve the quote and contract with L & L Doors in the amount of $2,588 to purchase and install a 4 x 4 stainless steel roll up counter door in the high school cafeteria washroom. Mr. Beilchick
6 2) Approve Clymer Furniture - Carpet Removal and Installation Motion by, seconded by, to approve the quote and contract with Clymer Furniture in the amount of $1,100 for the removal of old carpet and the installation of new carpet in room 15 of the high school. Mr. Beilchick 3) Approve Clymer Furniture - Carpet Removal Motion by seconded by Mr. Beilchick to approve the quote and contract for additional cost of $700 to remove carpet in the high school office. Approve Substitutes and Guest Teachers Motion by seconded by, to approve the following as substitutes and guest teachers for the school year, subject to the receipt of all current clearances and certifications: Professional: James Smatlak, Mathematics, 7-12; Guest Teachers - Cassandra Casper, Daniel DeFloria, Daniel Gennaro, Kristine Reilly, Stacie Sawallish-Adkins, Tori Saxfield, Kayley Weaver and Loralie Wheeler; Support Staff: Nancy Kubalek, instructional assistant. Mr. Beilchick B. Hire Long-term Guidance Counselor Motion by Mr. Beilchick seconded by to hire Todd Surloff as a long-term substitute Guidance Counselor effective September 17, 2018, to fill the temporary vacant Guidance Counselor opening created by an administrative approved leave, and further, to approve the compensation in accordance with the District s policy, at the rate of $90.00 per day for the first 20 consecutive days worked in that position and with the remainder of the days worked in that position to be compensated at the daily rate of $ This long-term substitute position is not to exceed ninety working days 1

Correct Salary - Mr. Miloser Motion by seconded by to correct the pay step listed in the motion, Advance on Salary Schedule - Jason Miloser, approved during the business meeting of the Board on July 12, 2018 whereby the motion read to advance Mr. Miloser from Bachelor s, Step 2 to Bachelor s + 20, Step 2. The correct steps for Mr. Miloser s advancement should have been to advance Mr. Miloser from Bachelor s, Step 1 to Bachelor s + 20, Step 1 as per the Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association dated August 24, 2018 through August 23, Mr. Beilchick D. Correct Salary - Mr. Shearer Motion by seconded by Mr. Beilchick to correct the pay step and salary listed in the motion, Advance on Salary Schedule - Adam Shearer, approved during the business meeting of the Board on August 16, 2018 whereby the motion read to advance Mr. Shearer from Bachelor s + 20, Step 2 to Master s, Step 3. The correct steps for Mr. Shearer s advancement should have been to advance Mr. Shearer from Bachelor s + 20, Step 1 to Master s, Step 2 at the salary of $58, as per the Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association dated August 24, 2018 through August 23, Mr. Beilchick 2

Correct Salary - Mrs. Stoehr Motion by seconded by to correct the pay step listed in the motion, Advance on Salary Schedule - Rebecca Bowser Stoehr, approved during the business meeting of the Board on August 16, 2018 whereby the motion read to advance Mrs. Stoehr from Instructional I, Step 3 to Master s + 20, Step A. The correct steps for Mrs. Stoehr s advancement should have been to advance Mr. Stoehr from Instructional I, Step 3 to Master s, Step A as per the Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association dated August 24, 2018 through August 23, Mr. Beilchick F. Hire Long-term Substitute Vocational Department Head Motion by Mr. Beilchick seconded by Mr. Tate to hire Scott Lowry as a long-term substitute Vocational Department Head for the first 12 weeks of the school year at the prorated Extracurricular Salary rate of the Vocational Department Head listed in the Collective Bargaining Agreement between the Penns Manor Area School District and the Penns Manor Education Association dated August 24, 2013 through August 23, 2019 in the amount of $ Mr. Beilchick G. Signing Citations Motion by seconded by, to authorize the following administrators of the District to sign and submit citations in conjunction with the School Tobacco and Compulsory School Attendance Acts: Mrs. Kristen Zeglen, Mrs. Michelle Dolges, Mr. David Grimaldi and Mr. Daren Johnston. APLHA Services Payment Motion by Mr. Beilchick, seconded by to approve the payment of a stipend in the amount of $2, to the ALPHA Program of the Community Guidance Center in Indiana, PA for mental health therapy and academic assistance of Penns Manor students during the school year.
