17 Proclamation Honoring Leadership Flower Mound Whereas, Leadership Flower Mound is a nine-month leadership training program offered through the Flower Mound Chamber of Commerce; and Whereas, Leadership Flower Mound was started in 1996 to offer local citizens and business members an opportunity to learn more about their community; and Whereas, Leadership Flower Mound has graduated more than 500 people over the past 20 years; and Whereas, Leadership Flower Mound offers an in-depth, behind-the-scenes look at local, county and state government; and Whereas, in addition to government, the Leadership Flower Mound program also offers programs on history, education and community service; and Whereas, the Leadership Flower Mound program is an important source of essential information for current and future leaders and offers its participants an opportunity to share the learning experience with other local business leaders; and Whereas, Leadership Flower Mound participants have a genuine commitment to the community and a desire to make a difference; and Whereas, the Leadership Flower Mound program acknowledges that Denton County plays an important role in shaping the quality of life offered to its citizens; and Whereas, the Flower Mound Chamber is proud to be in a community that cares enough about its future to invest time in training its leaders; and Whereas, many graduates of the Leadership Flower Mound program pursue a role in serving the public, while others prefer to use their knowledge simply to enrich their own lives and lead by example. 21 AGENDA PLACEMENT MEMO To: From: Denton County Commissioners Court Claire Yancey, Assistant District Attorney Date: January 10, 2017 Subject: Public Hearing to consider installation of stop signs on Trailblazer Drive to make the intersection of Trailblazer Drive and Coronado Drive a four-way stop located within the boundaries of Denton County Municipal Utility District No. 5 ( Cross Oak Ranch ) in Denton County Commissioner Precinct #1. ************************************************************************ BACKGROUND: Denton County Commissioner Hugh Coleman has asked to install stop signs on Trailblazer Drive to make the intersection of Trailblazer Drive and Coronado Drive a fourway stop located within the boundaries of Denton County Municipal Utility District No. 5 ( Cross Oak Ranch ) in Denton County Commissioner Precinct #1. Denton County entered into an Interlocal Cooperation Agreement with Cross Oak Ranch on March 18, 2014, for Traffic Regulation in a Special District, and accordingly, Denton County has authority to extend traffic regulations into the boundaries of Cross Oak Ranch. County Engineer James Gossie conducted a traffic study on the two roads, and he believes that stop signs on Trailblazer Drive could improve the operational characteristics and safety of the intersection. On December 13, 2016, the Denton County Commissioners Court scheduled a Public Hearing on January 10, 2017, at 9:00 a.m., to discuss and take formal action on the proposed installation of stop signs. The Aide-to-the-Court posted a Notice of Public Hearing in the kiosk outside the Courthouse-on-the-Square and published a Notice of Public Hearing in the Denton Record-Chronicle on December 18, OPERATIONS AND MAINTENANCE: Denton County Municipal Utility District No. 5 ( Cross Oak Ranch ) will be responsible for installing and maintaining the traffic control devices. LEGAL INFORMATION: Under Texas Transportation Code , the commissioners court of a county may regulate traffic on a county road or on real property owned by the county that is under jurisdiction of the commissioners court. Before the commissioners court may issue a traffic regulation, the commissioners court must hold a public hearing on the proposed regulation under Texas Transportation Code (a). In accordance with Texas Transportation Code (b), the commissioners court shall publish notice of the hearing in a newspaper of general circulation in the county. The notice must be published not later than the seventh or earlier than the 30th day before the date of the hearing. Texas Transportation Code authorizes the Commissioners Court to adopt regulations establishing a system of traffic control devices in restricted traffic zones which must conform to the manual and 21 of 75

22 specifications of the Texas Department of Transportation ( TxDOT ). The Commissioners Court by order entered on its minutes may install and maintain stop signs that the Court considers necessary for public safety. FINANCIAL IMPACT: N/A PROJECT SCHEDULE: Installation of the stop signs can commence immediately following a Public Hearing and formal approval by the Denton County Commissioners Court. PRECEDING COURT ACTION: On March 18, 2014, Denton County Commissioners Court entered into an Interlocal Cooperation Agreement with Denton County Municipal Utility District No. 5 ( Cross Oak Ranch ) for Traffic Regulation in Special District, Court Order No On December 13, 2016, the Commissioners Court scheduled a Public Hearing on January 10, 2017, at 9:00 a.m. to consider the installation of stop signs on Trailblazer Drive. 22 of 75

(a) In each county there is a salary grievance committee composed of the county judge and : (1) the sheriff, county tax assessor-collector, county treasurer, county clerk, district clerk, county attorney or crimi na l district attorney, and the number of public members necessary to provide nine voting members; or (2) nine public members, if the commissioners court votes to have nine public members. 49 AGENDA PLACEMENT MEMORANDUM TO: FROM: Denton County Commissioners Court William Schultz, Assistant District Attorney DATE: January 10, 2017 SUBJECT: Approval of Memorandum of Understanding between the City of Denton Police Department, pursuant to and under authority of the Interlocal Cooperation Act, Chapter 791 of the Texas Local Government Code and for the purpose of participation in the Urban Counties TechShare Program, TechShare.Juvenile and Denton County, Texas, and any appropriate action. BACKGROUND: The Denton County Juvenile Probation Department recommends approval of the Memorandum of Understanding (MOU) between the City of Denton Police Department and Denton County. The purpose of this MOU is participation in the Urban Counties TechShare Program. TechShare.Juvenile is an extended case management system that will allow participating law enforcement agencies within Denton County to view juvenile information statewide. The City of Denton Police Department will have access to TechShare.Juvenile in order to file cases electronically, perform statewide juvenile record searches, and perform other functions as allowed by statutes and role based permissions. OPERATIONS AND MAINTENANCE: The City of Denton Police Department will be required to have a site-to-site Virtual Private Network connection and Denton County in order to access TechShare.Juvenile. City of Denton Police Department will be required to support its end of the site-to-site Virtual Private Network, its circuit, and all of its own hardware and software. Denton County will make recommendations concerning the agencies current infrastructure to help facilitate connectivity. LEGAL INFORMATION: Denton County has statutory authority to enter into, modify, amend, terminate and enforce contracts. The District Attorney s Office has reviewed and approved this MOU, as to form. FINANCIAL IMPACT: Denton County will not incur costs pertaining to this MOU. All costs for interface development and maintenance to TechShare.Juvenile shall be the responsibility of the participating agency, in this case, The City of Denton Police Department. PROJECT SCHEDULE: This Memorandum of Understanding shall be indefinite unless terminated by one of the parties, whereupon, either party may terminate this Memorandum of Understanding with 30 day written to the other Party. 62 AGENDA PLACEMENT MEMO TO: FROM: Denton County Commissioners Court Claire Yancey, Assistant District Attorney DATE: January 10, 2017 SUBJECT: Approval of Renewal No. 4 to the ATM Placement Agreement between Denton County, Texas, and PointBank, and any appropriate action. ***************************************************************************** BACKGROUND: On March 12, 2013, the Denton County Commissioners Court approved the Agreement for ATM Placement services with PointBank. Currently the ATM Placement Agreement provides for the placement of Automated Teller Machines ( ATMs ) for ATM services at 11 Denton County facilities/locations. The placement of the ATMs is for the benefit of the public and Denton County employees. The attached Renewal No. 4 extends the terms and conditions of the original Agreement for the fourth of four (4), one-year renewal options. There are no changes to the terms and conditions of the Agreement with the exception of the term period. OPERATIONS AND MAINTENANCE: This bank service is necessary for the efficient daily operations of most county offices and assists the public by providing access to funds. PointBank shall provide all maintenance service to the ATMs located at all designated Denton County facilities. LEGAL INFORMATION: Denton County is authorized to enter into, modify, enforce, or terminate agreements. FINANCIAL IMPACT: PointBank shall continue to provide all equipment necessary to operate the ATMs at the designated County facilities. Denton County bares no financial impact from the continued placement of the ATMs. PROJECT SCHEDULE: The Renewal period shall be for a final term of one (1) year, commencing January 22, 2017, and ending January 21, PRECEDING COURT ACTION: On March 12, 2013, the Denton County Commissioners Court approved the Agreement for ATM Placement services with PointBank, Court Order No On November 19, 2013, the Court approved Renewal No. 1 to the Agreement, Court Order No On December 9, 2014, the Court approved Renewal No. 2 to the Agreement, Court Order No On January 26, 2016, the Court approved Renewal No. 3, Court Order No of 75
