Committee Reports, Proposals and Recommendations A) Architectural Committee: ACC Guidelines were discussed and amended, Pages 1 & 2 add Julie number to text of page 2. Page 5 add web site (thetrailsroselle.com) to paragraph where it was referenced, page 20 basketball hoops, discussion regarding hours, decided to keep hours as is. Motion by Ullburg to approve ACC guidelines as revised, seconded by Nicholas, Aye-balance of present board members. B) Treasurer's Report A. Horvath questioned various checks on the May register. C) Management Committee: -no report. D Neighborhood Watch -Mike Hanley filled in for Keith Ullburg, policeman states the Trails has been quiet. Social Committee: First sign up flyer has been sent out via with the Trailblazer, a paper flyer will be sent out with the Financial Statement. Possibility of live entertainment (a Trails resident). Management Report: Access cards: Since the pool opened another cards have been picked up. Next year should be easier because cards are permanent. 50/50 Driveway Program: 3 Bids were given to the board, after discussion Nicholas motioned to accept the bid from U&V Paving for 6500, to reseal 1/2 of the Trails, and $2.50 per square for repaving, seconded Ullburg. Pool: Issues regarding the guards was discussed (longer than 10 minute adult swim) garbage can overflowing, management will speak with the guards concerning these issues. Pool Chairs have been delivered. Basketball/Tennis Court Sign: The sign regarding the locking of the gate (at 9:00 pm) on the basketball/tennis court has been installed. Picnic Tables: Motion by R. Sitov, seconded by H. Nicholas to purchase 3 picnic tables (for the grassy area at the pool) not to exceed $3000. Aye - balance of the present board members. Committee Reports, Proposals and Recommendations: A.)U&V Paving it was voted on at previous meeting to have representative come and explain process of re-paving driveways. Victor explained the process dig up old driveway, have 3 of asphalt packed down to 2.5. Inch amount is going to be confirmed of what is required by the Village of Roselle. The mixture was questioned, as there appears to be a lot of stones mixed in. Victor explained that supplier has been the same for many years. It was commented that edging is not neat, and seal coating is messy, and has been splashed on garages and sidewalks. It is recommended by board that the crew needs more supervision and better quality control is required. Victor promised he will make sure jobs are done at a better level. B.)Architectural Committee Pre-paint work orders, & 499 Canterbury. Motion: to approve ACC recommendation to fine $50. and paint to correct color at 499 Canterbury s garage door. Motion: H. Nicholas; Seconded: A. Horvath. Aye: Balance of present board members. The fence at 785 Chisholm is to be finished in 3 years or taken down this year. Prepaint work orders Motion: to approve IDP to complete 807 Overland $250.00; 702 Yosemite $250.00; 664 Overland $ and approve First Place Painting to complete 814 Overland $ Motion: A. Horvath; Seconded: K. Ullberg. Aye: Balance of present board members; Abstain: I. Raymondo. It was discussed whether at ACC meetings, noncommittee members to be sitting at the table, and can a husband and wife be on the same committee. Only one husband/wife can vote on recommendations, and non-members can sit at table. To join the ACC it is required to come before the board for approval. Motion: to approve Steve Kaitschuck to join the ACC. Motion: A. Horvath; Seconded K. Dailey. Aye: Balance of present board members. C.)Treasurer s Report no report, no questions D.)Management Committee no report E.)Neighborhood Watch Keith Ullberg reported there was no police participation, but reported that many cars have been broken into in Roselle. Please call the police with any suspicious activity. **Note: M. Hansen needed to leave the meeting at this point** F.)Social Committee Summer Bash a detailed report is required after the event to track and plan for future events. Motion: to approve $500. for live band to play at summer bash. Motion: H. Nicholas; Seconded: K. Dailey. Aye: Balance of present board members. Management Report: A.)Access Panels went out again from power surge from storms. Lightning rods and surge protectors have been installed by Angel. B.)50/50 Village Tree Program the program was explained that we can purchase up to 4 parkway trees on a 50/50 cost split. Motion to approve to purchase 4 trees for $600. on the Village tree program. Motion: I. Raymondo; Seconded: K. Dailey. Aye: Balance of present board members. C.) Pool/Vandalism/Hours the pool hours will be from 8/22 to Labor Day from 3-9pm with a guard. Vandalism was discussed July 9 th plastic chairs were thrown into pool; July 11 th garbage can and umbrella base thrown into pool. On July 12 th bricks were thrown through a car window. Camera installation around pool area was discussed.

4 D.) Tree Removal Bids bids were passed out to board members. Motion to approve All-Ways, Inc. to remove trees at Woodfield Trail Island, 556 Woodfield Trail, 510 Yosemite, 804 Overland, 807 Overland, 491 Shadow Lake Bay, and 814 Overland not to exceed $2250. Motion: R. Sitov; Seconded: I. Raymondo. Aye: Balance of present board members. E.) 2 nd of July Storm Damage see A of Management Report. F.) Foreclosures it was reported that 3 have sold, and more activity is going on with remaining units. G.) Canterbury Retaining Wall & Pond #3 bids are coming in. H.) Picnic Tables they are to ship on 7/27/12. Unfinished Business none New Business A.)Homeowner Letters none B.)Sealed Bids -It was suggested by Harlon Nicholas that we obtain sealed bids for all contracts. Mary will request bids to mailed or dropped off to office sealed. They will be opened at board meetings. C.)Audience Participation Steve Kaitschuck asked for pictures of the pond project. Ben Singleton asked what the status is with the board on his pending lawsuit. The Trail s attorney Ray Pollach is responsible to update Ben. Committee Reports, Proposals and Recommendations: A) Architectural Committee: 655 Acadia Bay Violation Fine - Al Horvath reported that on 7/2/10 the owners requested to install a brick patio. ACC responded that they would need to raise up the area of the patio and approved with the exception that they have to replace foggy windows first. The patio was completed, but not the windows. A discussion regarding a $25 fine for 10 months = $250 up to 8/2012, and $25 each month thereafter. Then on 8/10/12 the same homeowners put in a request to install a fence. This request was denied because the windows have still not been repaired. Mr. &Mrs. Patel presented their response. When they moved in, they installed gutters, a new patio to prevent flooding. They requested the fence to prevent animals from soiling on their property. The windows were discussed, and they were informed that only the glass needs replacing, not the entire window. Mary will advise Mr. & Mrs. Patel regarding the fines to be discussed in closed session. Mr. & Mrs. Patel also took home a ACC Guideline booklet, we also informed them that the ACC Guidelines have been revised and will be distributed soon. Results of discussion in closed session Motion for fine to be reduced to $125. To be paid by end of September, 2012; foggy windows replaced by end of October, 2012; otherwise fine will revert back to $250. And $25. Per month fine until glass is replaced. Motion: K. Ullberg; Seconded: H. Nicholas. Aye: Balance of present board members. 705 Acadia Bay The ACC has given the homeowner until September 2012 to clean up area 5 from curb and area surrounding the home. Mary will send letter of notification. FIDO House Kits were discussed. Garbage can lids were discussed. Motion to approve the purchase of 8 garbage can lids not to exceed $800. Motion: R. Sitov; Seconded: H. Nicholas. Aye: J. Mosena, A. Horvath, I. Raymondo, K. Ullberg. Nay: K. Dailey, M. Hansen. The ACC recommends copies of letters to go to Angel Gonzalez for follow-up and for Angel to attend ACC meetings to update ACC on follow-up visits. It was decided that Angel can notify ACC of follow-up reports via so that he does not have to attend ACC meetings. 501 Yosemite Court Between garage and home plastic table and school desk are to be removed. B) Treasurer s Report no report C) Management Committee no report D) Neighborhood Watch Keith Ullberg said the southern part of Roselle has had car break-ins. Reminder do not leave valuables in car; it was also reported that a garage was broken into on Glacier Bay. E) Social Committee Isabelle Raymondo reported on the Summer Bash. She presented a detailed report and was $ over budget. Hired help vs. volunteers was discussed. Over all the event was a great success and those attended had a good time. Ben Singleton asked Ray Polach the Trails Attorney what is his response to the proposed election code and his proposed actions. Harlon Nicholas suggested the board does not take action regarding changing the by-laws. Ben commented on the board refusing to allow discussion in closed session. The board refuses to have a homeowner in closed session. Motion to close discussion on the above matter. Motion: R. Sitov; Seconded: M. Hansen. Aye: Balance of present board members. Not present: I. It was discussed that this is not in Angel s job description. It was advised that the ACC committee will re-visit this topic. A letter from 633 Glacier was read by Mike Hanley. The discussion was based around replacement of various parts of sidewalk. A letter will be sent stating the ACC will review the sidewalk this will take place on Tuesday, October 2 nd at 6pm. Motion pending final approval by the ACC regarding sidewalk repairs for 629 and 633 Glacier. Motion: A. Horvath; Seconded: H. Nicholas. Aye: Balance of present board members. A letter/complaint was sent to the Better Business Bureau from homeowners at 655 Acadia Bay regarding pending fines for past due glass replacement. Motion to decline request for extension on glass replacement and to revert fine to

Mary showed the board a sample of the revised ACC Guideline booklet. Printing and distribution will be discussed at a later date. B.Treasurer s Report no report C.Management Committee no report D.Neighborhood Watch - Keith Ullberg reported that Officer Kruger ran the meeting. Reminder to residents to keep cars locked, and do not keep valuables in car. E.Social Committee no report F.Attorney Report no report Management Report: A.Canterbury Retaining Wall & Pond #3 Retaining Wall - Job is completed and done quickly and efficiently. B.Stop Sign at Yosemite Trail/Court - Safety to residents will require a Stop sign. This request will be sent to the Village of Roselle. C.Trees Mary passed out a report from Best Trees regarding recommendations of trees affected by the Emerald Ash Borer. Action will be discussed at a later date by the board. New Business: A.Homeowner Letters A letter was presented by homeowner at 642 Acadia Trail. Congratulations regarding the Summer Bash, and landscaping at entrances was disappointing and attention is needed at Pond #2. Harlon Nicholas brought up discussion regarding reoccurring complaints with our landscaping company, Allways. Their contract was discussed, and the board will look into this over the winter months. B.Audience Participation - Steve Kaitschuck commented that the completion of retaining wall/pond #3 all looksgreat and that he enjoyed working for The Trails over this past summer. Ben Singleton asked for clarification on the contract with Comcast. Mike Hanley explained the fee was paid for marketing only. Ben also asked if The Trails has a contract with attorney, Ray Polach. No, there is no contract. Ben also asked why Audience Participation was moved to the end of the meeting. This was done so homeowners can listen to the entire meeting, if they wish to. Ben stated that his prior complaints have been tabled. The grass is to be planted in the spring. The garage roof at 558 Glacier will be looked at by Angel Gonzales on Friday, October 26. He will report back to ACC regarding condition. A new Complaint Form is being used for tracking purposes by ACC. B.Treasurer s Report **This section was put on hold awaiting the arrival of Treasurer Ramona Sitov. She arrived at the end of the regular meeting and was present to vote on motions in this section B. An increase is proposed for the monthly assessments. Motion to approve a 3% increase on monthly assessment payments equal to $ Motion: H. Nicholas; Seconded: K. Ullberg. Aye: J. Mosena; A. Horvath; I. Raymondo; R. Sitov. Abstain: K. Dailey. Not Present: M. Hansen. Board is to review line by line proposed budget at the December 6, 2012 meeting. The ACC Guidebook and Coupon Book need to be mailed to residents. The proposed budget with notification letter and invitation to the Trail s Children s Christmas Party need to be mailed to residents. C.Management Committee no report D.Neighborhood Watch Keith Ullberg reported the meeting activities and showed us a new Emergency Information Kit designed for elderly residents. This kit holds important information i.e. medical information, emergency contact information. Residents can go to City Hall to obtain one. This kit is to be kept on the refrigerator. There is also an Emergency Sticker to be put in your car glove compartment with important information. Again, do not keep cars unlocked in driveways, and do not keep valuables in your car.
