4 TODD COUNTY BORD OF COMMISSIONERS Minutes of the Meeting of the Todd County Board of Commissioners held on ugust 1, 2015 Call to Order The Todd County Board of Commissioners met in the Commissioner s Board Room in the City of Long Prairie, MN on the 1 th day of ugust, 2015 at 00 M. The meeting was called to order by Chairperson Kircher. The meeting was opened with the Pledge of llegiance. ll Commissioners present. pproval of genda On motion by Neumann and second by Becker, the following motion was introduced and adopted by unanimous vote. To approve the agenda as presented with the following changes 1. Remove Recruit dministrator/coordinator Routine Business On motion by Erickson and second by Kneisl, the following motion was introduced and adopted by unanimous vote To approve meeting minutes from ugust 4, On motion by Becker and second by Kneisl, the following motion was introduced and adopted by unanimous vote To approve the Commissioner Warrants numbers 4123 thru in the amount of $115, and the HHS Commissioner Warrants in the amount of $31,0.1. On motion by Neumann and second by Becker, the following motion was introduced and adopted by majority vote with Kircher voting against To approve appointment of Rod Erickson as the second liaison at the SWCD Meetings. Todd County Parks & Trails l Loken and Lee Christopherson, Park Board members were present and reported on the Parks and Trails Budget. Will bring a Board ction for a budget request to the September 1, 2015 Board Meeting. MIS On motion by Erickson and second Kneisl, the following motion was introduced and adopted by unanimous vote To approve the hiring of Danica Mazurek as full time GIS Technician, Grade 1, Step 2, $ per hour, with a start date of ugust 24, Initiative Foundation Kathy Gaalswyk, Initiative Foundation President and Rick Utech, Economic Development Director were present and reported on the Foundation s progress in the past year. Legislative Update MN House Representative, Ron Kresha was present and gave a Legislative update for the past year. Public Works On motion by Kneisl and second Becker, the following resolution was introduced and adopted by unanimous vote FINL PYMENT UTHORIZTION PVEMENT STRIPING CONTRCT Page 1 of 5 4 of 6

5 TODD COUNTY BORD OF COMMISSIONERS WHERES, the contract with Traffic Marking Services, Inc. for the 2015 Pavement Striping Contract known as CP located along various Todd County Highways, has in all things been completed, and WHERES, construction work on this contract was scheduled and completed in 2015 with the value of the total work certified being $,04.3, and WHERES, partial payments amounting to $3,413. have been previously been made to the contractor as work progressed, and WHERES, it has been determined that $4,60.5 still remains to be paid to Traffic Marking Services, Inc. NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does here accept said completed project for and in behalf of the County of Todd and authorize final payment as specified. On motion by Neumann and second Becker, the following resolution was introduced and adopted by unanimous vote UTHORIZTION TO CONDUCT DRIVER FEEDBCK SPEED LIMIT SIGN PILOT PROJECT ON COUNTY STTE ID HIGHWY 4 WHERES, County State id Highway (CSH) 4, from the Stearns County Line to the intersection with CSH 2, is located in Grey Eagle Township and parallels the eastern shore of Big Birch Lake, and WHERES, CSH 4 is functionally classified as a major collector due to its high level of traffic which uses it as a shortcut to the City of Freeport and ultimately Interstate 4, and WHERES, the alignment of CSH 4 contains multiple locations of both vertical and horizontal curves with the whole west side of the road being developed with lake homes that are located in close proximity to the road right of way, and WHERES, in 2000 the Minnesota Department of Transportation conducted a speed limit study on CSH 4 and determined that the existing 40 mile per hour speed limit is adequate, and WHERES, residents along the lake have expressed concerns over both the excessive speed of the traffic on CSH 4 and general safety concerns of the overall operation of the roadway, and WHERES, the Sherriff s Office has recently used driver feedback speed limit signs to obtain traffic speed data and to test the signs effectiveness in reducing excessive speeds, and WHERES, residents adjacent to CSH 4 have expressed their willingness to partner with Todd County by donating funds to cover the initial purchase of two driver feedback signs dedicated for use on CSH 4 only. NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners does hereby authorize the County Engineer to conduct a one year long pilot project in order to study the effectiveness of using driver feedback speed limit signs to reduce excessive speeds along CSH 4 with the following conditions #1 No additional requests for the installation of driver feedback signs will be granted in Todd County for a period of one year from the date of this resolution in order for the Public Works Department to determine the effectiveness of this pilot project. #2 The adjacent property owners will be required to contribute at least $5, (base price for signs without data collection capabilities) before the pilot project will be initiated by the County. #3 The signs will remain under the ownership of Todd County. On motion by Neumann and second Erickson, the following motion was introduced and adopted by unanimous vote To approve to set the 2015 Fall Road Meeting for October 22, 2015 at 00 M at the Public Works Long Prairie Shop located at 44 Riverside Drive, Long Prairie, MN On motion by Erickson and second Kneisl, the following resolution was introduced and adopted by unanimous vote To approve the County Engineer to purchase the following equipment (purchase agreements attached) Mack Truck Model GU13 from Nuss Truck & Equipment for $101,54.3 (includes trade) - State Bid Price Box and Plow Equipment from Towmaster, Inc. for $2, State Bid Price On motion by Neumann and second Becker the following motion was introduced and adopted by unanimous vote WRD OF CONTRCT FOR 2015 BRIDGE CONSTRUCTION PROJECT WHERES, sealed bids were received on ugust 11 th, 2015 by the Todd County Public Works Director and the Todd County uditor/treasurer for SP , said project for bridge construction located on 250 th Street in Long Prairie Township, and WHERES, the following sealed bids were received Marvin Tretter, Inc.
