1 SHELBY COUNTY COMMISSION JUNE 12, 2017 MINUTES STATE OF ALABAMA COUNTY OF SHELBY The Shelby County Commission of Shelby County, Alabama, met at the Harrison Regional Library Building in the City ofcolumbiana, Alabama, at 8:30 A.M., Monday, June 12, The meeting was called to order by Commissioner Parker. The invocation was given followed by the Pledge of Allegiance. 2 GOVERNMENTALFUNDSANDPROPRIETARYFUNDS RESOLUTION MOTION: Commissioner Shepherd-Motion to approve the Bills, Requisitions and Check Register for Government and Proprietary Funds SECOND: Commissioner Williams BUDGET, FINANCE & LEGAL AW ARD BID - OMSP EQUESTRIAN BARN ROOF RESOLUTION MOTION: Commissioner Allison - Motion to approve Resolution as presented RESOLUTION BE IT RESOLVED, that the Shelby County Commission hereby awards the bid for the Equestrian Barn Roof at Oak Mountain State Park to the single responsive bidder, Wayne Davis Construction as follows: $24,800 Base Bid $ 1,800 for each additional 12' section -Alternative Bid RESOLVED, the Shelby County Department of Development Services is the project manager for the Oak Mountain State Park (OMSP) project and the state grant award to Back Country Horsemen of American (BCHA), Central Alabama Chapter. The County Manager is directed to perform any and all actions associated with this project that is located adjacent to the OMSP Equestrian Campground and new restroom and shower pavilion. Said ebid # is located within the County Manager's Office. RECORD BID A WARD - TELEPHONY EQUIPMENT RESOLUTION MOTION: Commissioner Allison- Motion to approve Resolution as presented RESOLUTION BE IT RESOLVED, that the Shelby County Commission hereby records the bid award for Telephony Equipment made by the County Manager to the two responsive bidders, Ambit and Logista. The bid award is to the lowest responsive bidder for each item as attached. Said ebid # is located within the County Manager's Office. AW ARD BID - LAUNDRY SUPPLIES AT JUVENILE DETENTION RESOLUTION MOTION: Commissioner Allison - Motion to approve Resolution as presented RESOLUTION BE IT RESOLVED, that the Shelby County Commission hereby awards the bid for Laundry Supplies for use at Juvenile Detention to the overall lowest responsive bidder, Dade Paper Company as follows: Dade Paper Co Jones-McLeod Ecolab American Osment Flo-Kon Detergent Flo-Crest Comb Bleach NB Soft Brite Sour/Soft Flo Plus NB Trust Oxygen Destainer Said ebid# is located within the County Manager's Office. PROPERTY TAX COMMISSIONER-1016 INSOLVEMENTS, ERRORS AND TAXES IN LITIGATION AND UNCOLLECTED INSOLVENCIES RESOLUTION MOTION: Commissioner Allison- Motion to approve Resolution as presented. RESOLUTION BE IT RESOLVED, that the Shelby County Commission hereby records the attached Property Tax Insolvents, Errors in Assessment and Litigations for the 2016 Tax Year. Said attachments is hereby made part of this resolution.

5 MOTION TO CONVENE INTO EXECUTIVE SESSION AND ADJOURN RESOLUTION MOTION: Commissioner Allison - Motion to enter into executive as stated by County Manager and County Attorney who are both present and advised ROLL CALL VOTE: Commissioner Allison - Yea, Commissioner Bearden-Yea, Commissioner Hayes-Yea, Commissioner Morris - Yea, Commissioner Shepherd - Yea, Commissioner Vest-.Yea, Commissioner Williams - Yea RESOLUTION The County Manager and County Attorney hereby request that the County Commission convene an executive session to discuss negotiations involving an economic development project. The executive session is necessary because the discussions would have a detrimental effect upon the competitive position of a party to the negotiations if disclosed outside of an executive session. This action is applicable to Act Section 7 (7). The County Attorney stated on the record that the Executive Session complies with the application Open Meetings Act. The County Commission will not be asked to take action at this time and therefore the Commission meeting will be adjourned at the conclusion of the executive session. The County Commission will not be reconvening in the meeting room.
