Ram Niwas Goel, Hon ble Speaker in the Chair PM The Chair informed that he would be take up the notice of calling attention given by the Leader of Opposition after the tea break PM Shri Saurabh Bhardwaj sought to know the fate of his notice of breach of privilege and contempt of House against the Leader of Opposition. Other members of the ruling party also demanded action against the Leader of Opposition for his conduct. The Chair stated that the whole House was witness to the unfortunate scene of the Leader of Opposition climbing on the desk. He stated that it was definitely an act which had lowered the dignity of the House and was disrespectful and immature on the part of the Leader of Opposition. He expressed the hope that the Leader of Opposition would regret his action and not repeat it in future. He concluded that he was not referring the matter to the Privileges Committee PM Papers laid on the Table: Shri Manish Sisodia, Hon ble Deputy Chief Minister laid the copies of the following on Table: 1. C&AG s Report on Revenue and Social & Economic Sectors (PSUs) for the year ending March 2015 (English and Hindi versions). 2. C&AG s Report on Social, General and Economic Sectors (Non PSUs) for the year ending March 2015 (English and Hindi versions) PM Consideration and Passing of Bill: The Deputy Chief Minister moved that The Delhi Value Added Tax (Amendment) Bill, 2016 (Bill No.3 of 2016) introduced in the House on be taken into consideration. Shri Vijender Gupta, Leader of Opposition expressed his views on the Bill. The Motion was put to vote and adopted by voice-vote. The Bill was considered clause-wise. The Deputy Chief Minister moved that the aforesaid Bill be passed. Shri Kapil Mishra, Hon ble Minister replied to the debate PM Shri Som Dutt moved the following Motion with the leave of the House: This House agrees: That a Special Inquiry Committee be constituted to probe alleged irregularities and corruption in bodies that are administering the games of Cricket and Hockey in NCT of Delhi.; That the Committee shall consist of the following Members: 1. Shri Madan Lal 2. Shri Somnath Bharti 3. Shri Rajendera Pal Gautam 4. Shri Sanjeev Jha 5. Shri Saurabh Bharadwaj 6. Ms. Alka Lamba 7. Shri Vijender Garg 8. Shri Amanatullah Khan and 9. Shri Rajesh Gupta That the Hon ble Speaker shall appoint one of the Members of the Committee as its Chairperson; That the terms of reference of the Committee shall be: 1. To look into working, management and administration (including alleged financial irregularities) of the bodies that are entrusted with administering and managing the affairs of Cricket and Hockey in NCT of Delhi, 2. To examine whether the current practices have been conducive to the games of Cricket and Hockey, 3. To recommend measures to make these administrative bodies asinstitutions compatible with international standards, 4. To identify any acts of omission and commission by these administrative bodies and their office bearers during the period between January 01, 1992 and May 31, 2016 and to fix responsibility, 5. To examine whether such acts of omission need to be pursued and if so, in what manner and 6. To recommend measures to turn these administrative bodies into effective and transparent institutions so that they could promote the glorious games of cricket and hockey by identifying and nurturing true talents. That the Committee is free to decide its own procedure to fulfil the mandate given to it by the House; That the Committee is free to enlarge the scope of the investigation, if needed, subject to approval of Hon ble Speaker; That the committee shall exercise all powers and immunities available to the existing Committees of the Legislative Assembly; and That the Committee shall submit its report to Hon ble Speaker before

Shri Surender Singh initiated discussion on the alleged negligence of the Delhi Police in investigating the death of NDMC officer, Shri M M Khan. Shri Vijender Gupta, Hon ble Leader of Opposition Hon ble Chief Minister replied to the debate and suggested that a Resolution be adopted by the House to confer the status of martyr on the deceased officer. The resolution was put to vote and adopted by voice vote. The House also observed silence as mark of respect to the departed soul PM Calling Attention (Rule 54): Shri Vijender Gupta called the attention of the House on the issue of alleged corruption in purchase of water tankers by the Delhi Jal Board. Shri Kapil Mishra, Hon ble Minister of Tourism & Water and the Hon ble Chief Minister replied in part. Shri Arvind Kejriwal, Hon ble Chief Minister also replied and threw a challenge to the Leader of Opposition to get the accused arrested by CBI/ACB within two months PM Notice of Petition: Shri Naresh Yadav stated that he had forwarded a Petition regarding the alleged concocted news item published in Dainik Jagaran regarding water scarcity. (Both the BJP members walked out in protest) Ms. Alka Lamba and Shri Sahi Ram also expressed their views on the afore mentioned issue. Shri Kapil Mishra, Hon ble Minister of Tourism & Water replied. The Chair ruled that the matter was being referred to the Petitions Committee of the House PM Short Duration Discussion: 3. Ms. Bhawna Gaur initiated discussion on the alleged corruption in issuing CNG fitness certificate and the status of the Inquiry Commission constituted to probe these irregularities. Ltd. and to point out irregularities, if any, 2. To fix responsibility for irregularities, if any, 3. To look into the circumstances surrounding denial of sanction for prosecuting persons perceived to be responsible for the irregularities, if it is now found that the case for prosecution is actually made out against them, 4. To recommend action against the persons responsible for these irregularities, if any, and to suggest future course of action in this case, 5. To suggest remedial action at institutional level to avoid such irregularities, if any, in future, and 6. To suggest measures for recovery of amount illegally accrued by the vendor by way of this contract, if any; That the Committee is free to decide its own procedure to fulfil the mandate given to it by the House; That the Committee is free to enlarge the scope of the investigation, if needed, subject to approval of Hon ble Speaker; That the committee shall exercise all powers and immunities available to the existing Committees of the Legislative Assembly; and That the Committee shall submit its report to Hon ble Speaker before the commencement of the sixth Session of the sixth Legislative Assembly The Motion was adopted by voice-vote PM Shri Somnath Bharti suggested that the Members be provided with papers only in their preferred language.
