1 Minutes of Regular Meeting of the El Dorado School Board July 10, 2006 The directors of the board met on the above date at 7:00 p.m. at Yocum Elementary K 1 Campus, 1101 West Cedar Street, with Will Vance presiding. Other directors present were Joey Bauman, Vicky Dobson, Wayne Gibson, Larry Holder, Teresa Swint, and Susan Turbeville. Also attending the board meeting Supt. Bob Watson, Dr. James Fouse, Shirley Billingly, Don Thompson, and Lou Ann Voris. Mr. Vance called the meeting to order and asked if there were any corrections or additions to the minutes of the meeting held June 12 and June 26. On a motion by Wayne Gibson, seconded by Vicky Dobson, and carried on a 6-0 vote, the minutes were approved. Mrs. Swint abstained from the vote since she absent from the June 12 meeting. The board reviewed the monthly bills. After some discussion and on a motion by Teresa Swint, seconded by Susan Turbeville, and carried on a 7-0 vote, the bills were approved for payment. A list of bills paid and monthly financial statement are on file in the business office. Don Thompson presented the end of year financial report and the transfer of funds. On a motion by Wayne Gibson, seconded by Susan Turbeville and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the end of year financial report and the transfer of funds. The board approved a student transfer to the El Dorado School District. Mr. Watson stated the annual membership renewal of $1,867 to the Arkansas School Boards Association is due and recommended the renewal. On a motion by Larry Holder, seconded by Vicky Dobson, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves renewal of board membership to the Arkansas School Boards Association. Bonnie Haynie presented the district s professional development plan to the board and asked for their consideration and vote in the next board meeting. She explained that the state requires board approval of professional development plans, including thirteen focus areas such as K-12 content, instructional strategies, assessment, parental involvement, supervision, mentoring and other. She stated that sixty hours of professional development relating to the thirteen focus areas are required. Three areas of concentration that will serve as a foundation for all district-wide improvement initiatives include comprehensive literacy and math proficiency through technology integration, closing the achievement gap, and parental involvement. Mr. Watson stated that he wished to pull one item on the agenda that dealt with the proposed changes to the EHS Student Handbook and bring those changes back to the board in the next meeting. Shirley Billingly stated that employees from areas such as technology, paraprofessionals, food services, nurses, clerical, maintenance, administration and transportation make up the Classified Personnel Policy Committee. She asked for the board s approval of the committee members. On a motion by Teresa Swint, seconded by Wayne Gibson, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the following employees to the Classified Personnel Policy Committee: Shirley Billingly, David Campbell, Pam Carr, Estelle Fox, Shirley Park, Kay Pelz, Todd Rainwater, Kelly Walters, and Eugene White. Mrs. Billingly presented a personnel report for the upcoming school year. She reported that the district has 587 employees 407 certified and 180 classified. She noted that

2 forty-three new teachers have been hired and the district accepted forty-three resignations. There have been twenty-nine transfers within the district and there are eight new positions four at the elementary level, one in special education, a one-half art position, one staff development/social studies chair and one assistant principal. Mrs. Billingly said positions left to fill before the school year include two science teachers at Barton Junior High, two math instructors at El Dorado High School, one English teacher at Barton, one social studies/coach at El Dorado High School and a halfday art position at Barton. The largest shortage areas in the district are math, science and English teachers. She noted the district is competing with Texas, explaining that Texas starts out new teachers between $40,000 and $42,000. They also offer teachers incentives such as signing and relocation bonuses. The El Dorado District currently starts teachers at $30,200. Mr. Watson stated that the district is hopeful to increase the amount later this month. Mr. Watson said that bids were received to move four portable classroom buildings within the district. Two will be moved from Watson Educational Center and two from Murmil Heights Elementary. Two will go to Hugh Goodwin, one to Northwest and one to Retta Brown. Sanders House and Structural Movers, Pine Bluff $14,000 It Can Be Done House Movers, East Camden 20,400 On a motion by Teresa Swint, seconded by Larry Holder, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the low bid of $14,000 from Sanders House and Structural Movers to move four portable classrooms within the district. Mr. Watson stated that one bid received for tile in six classrooms, cafeteria, and the office at Yocum K-1 campus. Ken s Discount Building Materials, Inc. $14, On a motion by Larry Holder, seconded by Vicky Dobson, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the bid of $14, from Ken s Discount Building Materials for tile at Yocum K-1 campus. Mr. Watson brought one bid received for tile, labor, grout, carpet, glue and labor for the administration office building. Ken s Discount Building Materials, Inc. $29, On a motion by Teresa Swint, seconded by Wayne Gibson, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the bid of $29, from Ken s Discount Building Materials for tile, labor, grout, carpet, glue and labor for the administration office building. Mr. Watson presented bids received for a new ¾ ton, 250 V-8 engine pickup truck for the maintenance department. 3 Jim Golden Ford, Camden 22, On a motion by Susan Turbeville, seconded by Larry Holder, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the low bid of $16, from Teague Ford for a pickup for the maintenance department. Mr. Watson stated that bids were received for a cargo delivery van. Teague Chevrolet, El Dorado $21, Jim Golden Ford, Camden 19, Teague Ford, El Dorado 14, On a motion by Susan Turbeville, seconded by Teresa Swint, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the purchase of a cargo delivery van from Teague Ford for $14, Mr. Watson said that Tim Zylks received the following bids on gasoline and diesel for the school year. 89 Octane Low Sulfur Gasoline Dyed Diesel James P. Hill Oil, El Dorado South Arkansas Oil, El Dorado Petroleum Traders, Ft. Wayne, IN $.0177 $.0177 Sewell Oil, El Dorado Felton Oil, El Dorado Mr. Watson stated the board has used both Sewell and Felton for the past several years and both are local companies. He said the district has to look at taxes local companies pay to the school district and Felton and Sewell have both served the district well the past thirty years. After a time of discussion and on a motion by Wayne Gibson, seconded by Joey Bauman, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the bid from Sewell Oil for gasoline an diesel fuel at $.0190 above rack price. Dr. Fouse presented bids received for twenty-five computers for the Accounting II classes at El Dorado High School. Unit Total Price Gateway Computers $ $18, CDW-G , Micro PC Global Computers On a motion by Teresa Swint, seconded by Joey Bauman and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the bid of $16, from CDW- G for twenty-five computers for the Accounting II classes at El Dorado High School. Mr. Watson gave an update on the paper bid that approved in the April 10 board meeting. He stated that due to an increase in paper cost and problems that Office Depot encountered with our paper order, the cost of $21.07 per case for 1,680 cases of paper is now $22.50 per case. This represents a total increase of $2, The cost the board approved $37, and it is now $40, He noted that in checking with the other bidders that they could no longer give us the bid price from April.

4 Shirley Billingly presented a proposed Classified Reduction in Force Policy to the board and asked for their consideration and vote in the next board meeting. Mr. Vance stated the Chamber of Commerce s New Teacher Breakfast is set for 7:30 a.m. Tuesday, August 8 at the El Dorado Golf and Country Club. He also said the district s Opening Session for Certified Staff will be held from 8:00 10:00 a.m. on Monday, August 14 at the El Dorado High School gym. Mr. Watson stated that bids came in for an aluminum walkway covers for Yocum K-1. Scott Morse and, Shreveport, LA $22, Matt C. Waters, Little Rock, AR 49, On a motion by Susan Turbeville, seconded by Teresa Swint, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the low bid of $22, from Scott Morse and for walkway covers at Yocum K-1. Teresa Ragsdale approached the board about a possible name change for Retta Brown Elementary School s focus program. She suggested the change from World Business and Technology to Communications and Technology. She said despite attempts by staff, teachers and administrators at the school to attract students to the focus campus that efforts have been unsuccessful to increase enrollment. She noted that they sent out a survey asking for recommendations to increase interest in the school s focus and received very few responses. Math scores at Retta Brown have increased in recent years, but literacy marks have fallen, the principal said, explaining staff members hope to introduce different aspects of literacy to improve test scores. Mrs. Ragsdale noted that popular items at Retta Brown include the Spring Market, a Career Fair and the monetary-based system. Those events and items will continue even if the focus does change. Mr. Watson asked the board to consider this for discussion at an upcoming board workday. Dr. Fouse presented bids received for twenty-five computers for the Accounting II grant for El Dorado High School. Specifications for the computers are a Pentium 4, 3.0 GHZ, 800 MHz, LGA775, mid tower ATX case, with 300 w power supply, FUSB 80.0 GB hard drive, 7200 rpm, 512 MB DDR2-533 RAM, integrated video graphics card, 17 monitor, true flat screen, color CRT (tube) 1.44 MB floppy drive, 104-key Win keyboard, optical wheel mouse with pad, DVD/CDRW combo drive, 48x or 52x CD-ROM drive, integrated audio with AC speakers and headphones, no operating system, 10/100/1000 integrated network card. The meeting adjourned to an executive session to discuss personnel matters, then reconvened to an open meeting. On a motion by Teresa Swint, seconded by Wayne Gibson, and carried on a 7-0 vote, it RESOLVED, That the board hereby approves the superintendent s recommendations concerning the acceptance of resignations and the employment of new personnel.
