Lots of good weather but much more wind than usual. We have not gotten enough bids on the revetment project, so we are trying to negotiate with some of the contractors. Thanks to Todd, Tony and Rick for the new disaster plan for our owners and guests. I am a man of few words but everyone have a nice spring and summer. Your Association President, H. 2 May, 2018 Page 2 Wine Tasting One of our most popular events has been our Wine Tasting parties. Each participant brings a bottle of wine which is then wrapped in a brown paper bag so that the tasters do not know the brand of wine. Then each person votes for their favorite wine. Our last one was on Friday, April 20. The next one is scheduled for August 25. Hurricane Season is Almost Here. Are you Prepared? By Todd Gravois, 440 West Association Board Member Hurricanes pose a double threat wind and water. While most people think the primary danger with a hurricane is related to high wind and the associated damage, it is water that is often the major threat to life. Rising water is a strong likelihood for 440 West residents, considering our proximity to the Gulf of Mexico. Knowing basic terminology helps understand what precautions to take and when to take them. Hurricane WATCH means that a hurricane could pose a threat to our area within 36 hours, while a WARNING means that a storm is expected 440 West within Condominium 24 hours. STORM SURGE is 440 an abnormal West Gulfview rise of Blvd. water generated by a storm, Clearwater over Beach, and above FL the predicted astronomical tides. When it comes to storm surge, most people are often unaware that: This rise in water level can result in tides reaching up to 20 feet or more in some cases. Nine out of ten hurricane-related deaths are attributable to the effects of rising water. A storm surge event can last many hours and likely means days before emergency responders can reach you. A foot of water will float many vehicles; two feet of moving water can carry away most vehicles. Storm surge can undermine building foundations and cause complete collapse. Hurricane season is June 1 st to November 1 st, and there are some steps that residents can take to be prepared. During hurricane season: Maintain a full tank of gas in your automobile. Have a current photo ID to show proof of residency. Secure an Emergency Access Permit now. Following mandatory evacuation, only residents with Emergency Access Permits will be allowed re-entry to evacuated areas. Permits are available from Clearwater Police Headquarters at 645 Pierce St. ( munity/barrier-island-re-entry-pass). Being prepared also means developing an emergency plan to review with your guests and renters and having a go bag ready if a mandatory evacuation is declared. You should also review your insurance policies to make sure you have adequate coverage. It is wise to catalog (photograph, video, etc.) your personal property and secure all valuables and important documents if an evacuation occurs. Clearwater Beach and 440 West are in Evacuation Zone Level A. Since we are located on a barrier island, we are typically first to receive evacuation orders. Residents are responsible to monitor local news reports on the status and location of the hurricane and assume responsibility for their own safety. When a mandatory evacuation is declared, 440 West management and employees will be finalizing preparations for the pending storm and are not responsible for individuals or individual units. Once the property is secured, all staff will evacuate until it is safe to return.
3 May, 2018 Page 3 Nove November, 2014 Page 5 Finally, as a reminder, it is all owners responsibility to secure their unit when they are not in residence for more than three (3) days. This is especially important during hurricane season. The following are required year-round: 1. A key for the unit must be left with 440 West office staff at all times. 2. Balcony furniture must be removed/stored if you will be gone for three or more days. (A fee will be assessed if 440 West maintenance has to remove balcony furniture). 3. The water valve to the unit must be turned off if gone for three or more days. Ice Cream Social Please join us for a free ice cream social on May 16 at 1 p.m.. The Social Committee shall be serving ice cream sundaes to all who show up. Super Bowl Dinner We had another great SuperBowl Party on February 4, The Social Committee provided the meat and the participants brought a side dish to share. Peggy Sutherland More detailed information can be found in the 440 West Condominium Disaster Action Plan. The plan is available at the office and online at the 440 Website Homeowners should familiarize themselves and their guests with the action plan, and maintain a copy in their unit as a reference. Greek Night The annual Greek Night took place on March 16 at 6:00 p.m. Greek Food and music was provided. A big thank you goes out to Toni Batianis for organizing the affair. Also, much of the food was donated by Gondolier Restaurant. Please thank the owners for their generosity. Peggy will be remembered for her awardwinning smile and her infectious laughter. She will be sorely missed by our 440 community. Peggy died on April 3, She was born and raised in Columbus, Ohio. She is survived by her son and six grandchildren.

We would like to thank Fred, Serge Baril and Rob Keys for organizing these Karaoke events. For more information contact Serge at or Rob at Easter Dinner Our annual Easter Dinner was held on April 1st. The menu consisted of lamb and ham. A big thank you goes out to Ann Baker and Gillian Willard who were instrumental in organizing the affair as well as the Bean Soup luncheon held the following week. Local Business Discounts Bingo We plan on continuing our Bingo nights for those of you who are interested. Our next one is scheduled for June 19. But if anyone would like one earlier, please let Alex know at A number of local businesses offer discounts to residents of 440. Jimmy s, of course has been one of our loyal supporters for many years. When mentioning it to your server, remind them it is a 440 discount. Crabby s, Salty s, The Brown Boxer, and Bumpa s also offered discounts to our residents. At Crabby s and Salty s, you will need to ask for the local discount. Luau Mike Schaaf has agreed to help the Social Committee reinstate the Luau Party. Saturday August 11 has been chosen as the date. Cost of the tickets has yet to be determined. If you are interested in helping, please let Alex know at
5 May, 2018 Page 5 Music under the Stars We had another amazing evening with Rupert Blaize and Eric on April 25. The evening started out breezy and a bit chilly. But the dancing soon warmed up the participants. Even Inge and Uwe Hosp returned to enjoy the festivities. Social Committee Volunteers Needed The Social Committee has recently lost a number of its members due to the sale of their condominiums. We are urgently in need of new members to join our committee. If you are interested, please call Alex at Easter Egg Hunt A big thank you goes out to Victoria Upton, Gillian Willards daughter-in-law for organizing this year s Easter Egg Hunt. The children definitely enjoyed themselves. The prize baskets were amazing. One child who received more than one prize even gave her prize away to a little girl who did not win. Our attorney, Web Milton, has asserted that our opt out decision still holds and 440 West needs to do nothing at this time. The board and attorney has requested Sam to arrange a conference call with the Fire Marshal. The other major issue is regarding the revetment project. Taylor engineering has informed the board that there are no bidders for our project because it is either too small for some companies and too large for others. A conference call is scheduled with Taylor to lay out next steps. Standing Committee Reports: Treasurer s Report: Mike Schaaf read the January, 2018 Treasurer s Report. Ann Baker moved to approve the Treasurer s report (attached) for January, 2018 with one correction in the year to date expenses. Seconded by Alexandra Everist: all approved and the motion carried. No discussion was had. Social and Newsletter Report: Alex reported that the newsletter has been published. The Super Bowl party was well attended. There will be a desert and coffee on 2/24, and a Greek Night on March 16. Tickets are $15.00 per person. The annual Easter Egg Hunt will be on March 31, and Easter dinner on April 1. Insurance and Litigation: Aubrey Bailey reported that there is only one monthly maintenance account in arrears. There is no pending litigation. Grounds: The landscaper has recommended that he fir tree near the pool needs to be removed due to root structure damage. A discussion resulted in the decision to wait to see if the tree can be revived. Housekeeping and Redecoration: Ann Baker reported that she and the decorating committee are researching new carpeting for the lobbies.
7 May, 2018 Page 7 Security: Mike Schaaf read the security report. A discussion was had regarding the security report itself and what duties we have asked the security guards to perform. Added categories to the report will be how many times the security guard needs to go to an apartment for maintenance issues. Also a new category will be added regarding how many times people get stuck in the elevator. IT and Telecommunications: Todd Gravois reported that he continues to work on the website. General Manager s Report: Sam evaluated our building for Engineered Life Safety System (ELSS). There were ten categories and Sam could address five categories. Sam will set up a conference call with the fire department and our attorney to decide our next steps. Sam has been unable to find an electrical engineer who can assist in satisfying the pool lighting citation from the state inspectors. Sam will proceed with the plan to secure three bids for the replacement of the main roofs. FL Scheduling the work may go into Get certification for pool lighting to satisfy citation by city inspectors. Sam will research what additional lighting is needed. 3. The jalousie windows in the main stack in each building must be evaluated for either repair or placement due to leaking. 4. Sam to give the board an elevator report regarding further expenditures. 5. Touch up painting needs to continue and lounge chairs need to be replaced/repaired on a regular basis. 6. The Fully Funded Reserve Analysis needs to be updated and shared with Progressive to truly reflect the remaining life of the listed items. 7. Sam should scan the market for a security consultant for an overall analysis addressing short/long term needs with associated costs. 8. Todd was appointed chair of an Ad Hoc committee to review Emergency Planning to minimize damage during major storm evacuations. Sam and selected homeowners will meet to propose changes to the current plan. 9. Mary will create an annual board calendar to ensure the correct sequence is followed. 10. Monthly property manager s and Treasurer s reports will be submitted to the board twelve months a year, even if there is no board meeting. 11. Jean will inquire if Progressive Management can provide the monthly summary budget report currently being prepared in house. 12. The property manager evaluation for 2017 must be completed, as decided by the board last September. 13. Sam will collaborate with Duke Energy to explore the possibility of a solar powered generator. 14. Mary will conduct an informal survey of the community to assess the desire for a hot tub to round out our amenities. Adjournment: Gillian Willard moved to adjourn the meeting. IT and Telecommunications: Aubrey Bailey reported that Todd Gravois continues to work on the website. General Manager s Report: Taylor Engineering will get bids from two vendors within the next three weeks for the revetment project. Sam will arrange a Fire Marshall visit to evaluate our buildings for Engineered Life Safety System (ELSS). In addition, Sam will get bids on the sprinkler installation for information purposes only. Our current position is that 440 West opted out of the sprinkler program and according to our attorney this opt out still holds. Sam has been unable to find an electrical engineer who can assist in satisfying the pool lighting citation from the state inspectors. Aubrey suggested installing stronger LED lights to help with better elimination of the pool area. Sam will proceed with the plan to secure three bids for the replacement of the main roofs. He secured one bid of $643,000. Sam reviewed the elevator repair report. #1 and #5 elevators seem to require the most service calls and in need of the most attention. Sam will find out what the price of microprocessors will be. The plaza deck has been pressure washed. Next is the upper parking areas. Surge Baril spoke about covering the out door lower lots and selling the spaces for approximately $20,000 per space to pay for the additional parking space project. Surge is in touch with an engineer. 2. Surge also proposed to register bikes each year for $25 per year to prevent people from keeping inoperable bikes in the racks. 3. Jan Scicchitano suggested that Sam contact a commercial pool company to find a pool electrician. 4. Mark Zorzit suggested that we don t pile up the lounge chairs unless there is a major storm coming. Insurance and Litigation: Aubrey Bailey reported that there is only one monthly maintenance account in arrears. There is no pending litigation. Grounds: Nothing new to report. Housekeeping and Redecoration: Ann Baker reported that she and the decorating committee have selected a burber carpeting in a color compatible with the current lobby colors. No discussion was had. A steamer will be used to clean the elevator floors. Security: Aubrey Bailey reported for Mike Schaaf that two new categories have been added to the security report; 0 people were stuck in elevators and there were 4 trips by security to units for maintenance calls. IT and Telecommunications: Todd Gravois continues to work on the website. General Manager s Report 2018 Completed Items: Item #17. Signage for Social Committee in elevators was reported complete. Item 21. New elevator pads installed. Item D. Light fixtures around pool are complete. Item I. Sam reported that Duke Energy does not provide commercial properties of less than 80 acres consultation for solar power analyses. Updates on 2018 Items (not completed): Item B. The Fire Marshall visited 440 and while the building has some of the requirements of the ELSS, there are many important items not present. Sam secured an estimate of $1.8M to install a sprinkler system in the common areas and apartments for informational purposes only Item #2. We still do not have a written legal opinion from our attorney following the March 7 th conference call with the Clearwater Fire legal department. Sam was directed to obtain the written opinion. Item #4. As soon as the residency rate is down the lower level garage will be pressure washed Item C. Sam will proceed with the plan to secure four more bids for the replacement of the main roofs. He secured one bid of $643,000. Item 3. Pressure washing continues with upper parking areas next. Item E. Sam reported that they cannot find parts for the jalousie windows in hallways. Old Business: Revetment Project: Item A. Sam will arrange a conference call with Taylor Engineering to discuss details going forward. Sam will also contact Parks and Recreation to assess the ability to use the Sand Key Park for a staging area for rock delivery and potentially to make contact with the City of Clearwater to determine the contractor that maintains the jetties in Clearwater Pass. New Business: 1. Item H. Fire and Hurricane Emergency Plan: Todd Gravois formed an ad hoc committee comprised of Tony Scicchitano and Rick Donnely to rewrite the disaster emergency plan. That plan was reviewed and approved by the board.

Additionally, a one page quick reference guide was approved for distribution to all guests and renters upon sign in to 440. Alexandra Everist made a motion to accept the quick reference guide. Seconded by Ann Baker: all approved and the motion carried. No discussion was had. 2. Further, the committee has volunteered to continue to study communications. Statements/Questions from the homeowners present: We should lobby Tallahassee against sprinkler retrofit. We should ask our insurance company what is our liability if there is a fire and we don t have sprinklers and in the reverse, what happens if the sprinklers go off when they shouldn t by accident. Rita Tramell(1402N) asked about hallway carpeting which is getting wet because the windows are leaking. What is being done about the windows? Windows cannot be repaired. Windows need to be sealed shut and then carpet can be fixed. Sam needs to get a price for windows to be replaced. At a previous meeting George Papageorgiou recommended that instead of having three maintenance men on duty Monday thru Friday, their schedule should allow a maintenance person on Saturday and Sunday. Also, there should be someone in the office on the weekends also. Adjournment: Gillian Willard moved to adjourn the meeting. Seconded by Ann Baker. All approved and the motion carried.
